HomeMy Public PortalAboutM 1941-12-09 - CC~~~ ADJOURNED REGULAR MEETING DECEMBER g, 1941 The City Council of the City of Lynwood met in an ad,~ourned re- gular session, in the Council Chamber of the City Hall, 11331 Plaza St., on above date., at 2:00 P. M. .Mayor Meyer in the Chair. Councilmen Zimmerman, McMeekin and Meyer were present. Councilmen Christensen .and Lake were absent. A Grant of Easement of Safeway Stores, Inc., of Nevada, dated November 13, 1941, granting to the City of Lynwood, a Municipal Corpora- tion, an easement in, over and across the ,Easterly seven (?) feet and the 9~esterly five (5~ feet of Lot 131 and 132, Tract No. 2551, was submitted. It was moved by Councilman Zimmerman and seconded by Councilman McMeekin that said deed be accepted and that the City Clerk be and he is hereby instructed to cause said instrument to be recorded in the Office of the Recorder of Los Angeles County., California. .Roll Call: Ayss: Councilmen Zimmerman, McMeekin and Meyer. Noes: None. Absent: Councilmen Christensen and Lake. A communication was received from the Regional Planning Commis- sion inviting the Council to attend their: next meeting to be held on Decem- ber 13th when Mayor Bowron of Los Angeles. is to be the principal speaker. There being no ob,~eetion, said communication was ordered filed. A communication was received from the District Chamber of Com- merce inviting the Crauncil to attend their next meeting on December 11th in the Hilton Hotel, Long Beach, when Frank F. Merriam will be Master of Ceremonies. There being no objection, said communication was ordered filed. A resignation was received Prom John A. Blain, resigning as Acting City Engineer as he is not a registered Civil Engineer in the Stdcte of California as required by law. It was moved by Councilman McMeekin and seconded by Councilman Zimmerman that said resignation be accepted. Roll Call: Ayes: Councilmen ximmerman, McMeekin and Meyer. Noes: None. Absents Councilmen Christensen and Lake. It was moved by Councilman Zimmerman and seconded be Councilman McMeekin that the City Clerk be instructed to secure bids to replace bro- ken the on the roof of the City Hall, and to let the contract, if the amount does not exceed X50.00. All members of the Council present voting aye, the Mayor declared the motion duly carried. The matter of suitable red cross quarters for Lynwood unit wa.s laid over until next meeting when Councilman McMeekin stated that lie would have a full report on needs. RESOLIU~TION N0. 1384, entitled: "RESOLUTION OF' THE CITY COUNCIL OF THE CITY OF LYN9VOOD OFFERING TC i3U~ACHASE CERTAIN PRCPE~iTY DEEDED TO THE STATE AS PROVIDED BY DIVISION L, PART 6, CHAPTER 8, ARTICLES 1 AND 2, OF THE REVENUE AND TAXATION CODE OF' `I'HE S'1'ATE OF CALIFORNIA, " was.~°read. It was moved by Councilman Zimmerman and seconded by Councilman McMeekin that said Resolution No. 1384 be adopted. Roll Call: Ayers Councilmen Zimmerman, McMeekin and Meyer. Noes: None. Absent: Councilmen Christensen and Lake. A report was received from the Delinquent Tas Lands Committee making the following recommendations in connection with purchase of tas deeds: 1. That the City accept the offer of R. P. Almindinger, 2919 Poplar Dr. to purchase the strip of lands ,~uat west of his property for X25.00. 2. That the amended offer of Arthur M. Green to purchase tax deed o n Lot 43, Block 2, M~d,~eska Park for X100.00 and to assume A. & I. No. 7 refunding bond, be accepted. 3. That the offer of A. L. Young to purchase Lot 236, Tract 2551 tax died for the sum of X500.00 be accepted. 4. That Lot 520, Tract 2551 is hereby appraiaed.at X900.00. 5. That the record owner's offer of ~5?5.00 for purchase of tai deed for Lot 226, Tract 2551 be accepted, the bidder to assume bonds issued in refunding A. & I. Districts, but the City to pay bonds up to cnrreat position. 6. That the offer by Herman E. Nesbitt to purchase tax deed on Lot 1381, Tract 3389 for the sum of $525.00 be accepted. 321 ?. That the offer of Victor Limber t© purchase Lot 114, Tract 2551, for the sum of X120.58, he to assume the bond Por A. & I. District No. 19 re- funding in the sum of X185.70, plus penalties and interest, be accepted. 8. That the offer of C. E. Haines, and Warren P. Scott be ae- cepted, excluding therefrom all Long Beach Blvd. Lots, viz: Lot 52?, Tract 2551, Lots 791, 809 and 828, Tract 30?8, and Lot 925, Tract 3172, and We at half of Lot 776, Tract 3078 and Lot 1381, Tract 3389 Por which the City has ether offers; and that said Lots as listed on their amended offer dated November 1?, 1941, be sold sub,~ect to all refunding bonds and sub~eet to the lighting assessments, and to a. compromise settlement of the 1915 Bond Aot Assessments as heretofore agreed on. That all oPPers as appraised are sub~eet to clearance by the City oP Lynwood of aII cost oP taa deeds and all assessments of reoords, excepting those specifically mentioned. Felling of ~3?5.00 for Tax Deed covering the west 50 Peet oP Lot 776, Tract 3078, free and clear of taxes and assessment, was received. Thereupon it was moved by 'Councilman McMeekin and seconded by Councilman Zimmerman that said recommendations as made by said Committee be accepted, and that the offer of A. L. Felling also be accepted. Roll Call: Ayes: Councilmen Zimmerman, McMeekin and Meyer. Noes: None. Absent: Councilmen Christensen and Lake. At this time Councilman Lake arrived and took his seat at the Council table. An Ordinance, entitled: "An Ordinance of the Tneorporated City ' oP LynROOd, California, providing for the regulation oP traffic, water distribution, lights, gas, power, public utilities, and police and Pire Departments, by proclamation ~f the Mayor of the Incorporated City oP Lyn- wood, California, in the emergency of Nati;o~t~l Defense", was introduced and read Por 'the first time. It was moved by Councilman McMeekin and seconded by Councilman Zimmerman that said Ordinance .be accepted as read the first time and pass to the second reading. Roll Call: Ayes: Councilmen Zimmerman, McMeekin, Lake and Meyer. Noes: None. Absent: Councilmen Christensen. An Ordinance, entitled: "An Ordinance of the Incorporated City of Lynwood, California, pr©v~ding for posting of lands and other proper- ty; and prohibiting trespassing and loitering upon or near posted proper- ty; and. protecting posted property Prom damage or saiaotage; and Fixing penalties Por the violation oP the Ordinance," was introduced and read for the first time. It was moved by Councilman Lake and seconded by Council- man McMeekin that said Ordinance be accepted as read.the first time and pass to the '8econd reading..
