HomeMy Public PortalAboutM 1941-12-16 - CC~) REGULAR B~EETING DECEMBER 16, 1941 The City Council of the City of Lynwood' met in a regulat session, in the Council Chamber oP the City Hall, 11331 Plaza Street, on above date, at 7:30 P. M. Mayor Meyer in the chair. Councilmen Christensen, sake, Zimmerman, McMeekin and Meyer.ans- wered the roll call. It was moved by Councilman Christensen and seconded by Council- man Lake that the minutes of the previous regular meeting of December 2, 1941 and oP the adjourned regular meeting of December 9, 1941 be approved as written. All members of the Council voting aye, the Mayor declared the motion duly carried and it was so ordered. WRITTEN COMMUNICATIONS: An invitation wasreeeived from the League of California Cities announcing their meeting at Lynwood to be held on December 18th at 6:30 P. M. Inasmuch as all present had indicated their willingness to attend, the communication was drdered filed. A communiication was received from the Parent Teachers Association of Lindbergh School suggesting that "Sally Ann" signs be inetaili~d:a Por protection to children crossing streets and intersections. There being no obJection, said matter was referred to chief of Police Miller to check into and supp~'y such signs as he deems advisable. A communication was received Prom Jas. P. Reynolds, regarding payment oP bonds and'eoupons of Series "AA", 1915 Act, issued in paying Golden Avenue (now known as .Peach Street), requesting interest credit in lieu of principal credit as requested by the City. There being no ob- ~ection, said communiCa;tibn~ and matter was referred to the City Attorney. A communication was received from Fire Chief Lewis calling at- tention to the immediate need for a theraphy regulator and oxygen tent to replace the old hospital unit that has been in service for many year8 and is now past repairing, the approximate coat being X100.00 with lOfo allowance on trade in. It was moved by Councilman Zimmerman and seconded by Councilman McMeekin that the Fire Chief be authorized to make the pur- chase as recommended in his letter oP the 10th. Roll Call: Ayes: Councilmen Christensen, Lake, Zimmerman, McMeekin, and Meyer. Noes: Nb'ne. A communication was received Prom Lire Chief Lewis attaching re- solution in relation to mutual did of Fire Departments in this immediate district, which is being also adopted by Cities named in Resolution. RESOLUTION N0. 1365, entitled: "A RESOLUTION OF THE CITY COUN_ CIL OF 'T'HE INCORPORATED CITY OF LYNWOOD, CALIFORNIA, IN RELATION TO RdUTUAL AID OF FIRE DEPARTMENT'S WITH RESPECT TO NATIONAL AND LOCBL DEFENSE," was read. Thereupon it was moved by Councilman Lake and seconded by Coun- cilman Christensen that said Resolution No. 1385 be adopted. Roll call: Ayes: Councilmen Christensen, Lake, Zimmerman, McMeekin and Meyer. Noes: None. A communication was received from the Sduthern California Gas Co. to the effect that they have been requested by various commandingr~mtPicers of the U. S. armed forces and heads of local civilian defense groups in this locality to discontinue the burning of red lanterns=around excava- tions in the various streets when blackouts are ordered, requesting the City Council to adopt an emergency ordinance releasing the 'Gas. Co. Prom obligation, under existing ordinances, or maintaining red lanterns at night around its street excavations when ordered so to do by any command- ing officer of U. S. There being no ob,~ection, said eommunicati on was referred to the City Attorney. A communic~etion was received signed by the various Department Heads of the City of Lynwood requesting additional salary increases which was continued to the first part of 1942, enclosing a graph showing increase in living costs, therefore Pequesting an increase oP 5~. After considera- tion oP the matter, the matter was tabled until the first oL the year after the budget report is presen#3ed to ascertain how the finances of the City stand. A communication was received from the Lynwood Branch of the Ameri- can Red Cross, by Mrs. B. W. Belyea, Vice Chairman requesting donation from the City oP Lynwood in the amount oP 30.00 per month to help out in red cross work during the National emergence. It was moved by Council- man Zimmerman and seconded by Councilman Lake that the red eroes~,be al- ^" lowed X60.00 Por the first month and X30.00 per month thereafter for ne- cessary expenses in connection with National Defense emergency that now exists. 323 Ro11 Call: Ayes: Councilmen Christensen, Lake, Zimmerman, McMeekin and Meyer. A communication was received from Chief of Police Miller re- commending. that his department be authorized to purchase armband in- signias from Hollywodd Athletic Co., for use in connection with Civilian Defense. There being no ob~eetion, said matter-wa~.laid on the table, with instruction to the Chief of Pollee that he eeoure prices thereon for the next meeting of the Council. A coamun~~ation was received from Chief of Police Miller to the effect that he has been making considerable contacts regarding siren suitable for raid alarm and blackout notices, stating that the prices ranges for new ones are from 465.00 to ~?20.00.". There being no ob~ee- tion, xhe Mayor referred the matter to Council~$an Zimmerman to work with ~„~, Chief Miller in connection with the purchase oP a siren for use by the City of Lynwood. A communication was received from Chief of Police M111er re- eommending the installation of one Los Angeles line and one local line for incoming and outgoing calls for use of the Police Department during. the National Defence emergency. Chief Miller al go addressed the Council regarding said matter. Fire Chief Le#is also addressed the Council regarding the need of a direct line into the Fire station. ~ ' Thereupon it was moved by Councilman Lake and seconded by Coun- cilman McMeekin that the Police Department be authorized to install the two lines as requested; also that a direct line to be Installed into the Fire Department. A. pro~eet submitted for the improvement of the first unit of the City Park, calling for a total expenditure of X52,271.00, stating that his fee now due is 606 of 5~fo, or a total oY X1568.13, re- questing that he be paid half of said amount. Mr.B~o©ks was also present and addressed the Council on the ~datter. Thereupon it was moved by Councilman Lake and seconded by ~9oun- cilman Zi®merman that a warrant be drawn on the Park Fund in the prittci- pa7. amount of X1,200.00 in partial payment of his fee which will' be fin- al~ey decided and baked on the #. ORAL COMMUNICATIONS: Mr. Green addressed the Council regarding acceleration of the water flow on Birch Street due to the opening of said Street through the . City park, requesting that something be done to alleviate the matter. Mp. Breen also presented a petition signed by Mrg. Vera Rick- son and lOl others petitioning the Council to do something about re- lieving the situation. ~' Mr. A. L. McDaniel also addressed the Council regarding the dirt which has drifted down Birch Street after the last rain, requesting that something be •done to correct the Situation. After due consideration of the matter, said matter was referred to Street Superintendent Blain to cheek into the matter to ascertain whether or not anything can be done to correct the situation. Mr. H. Haggi addressed the Council regarding a 10 foot strip of ground which he is required to plant into trees and beautify in order to comply with F. H. ~. requirements, Stating that he is willing to dedi- caf a said strip, together with a water well and site, if the City of Lyn- wood will furnish trees and maintain said strip along Imperial on his Tract No. 12500, which lies easterly of Bullis Road. There being n© ob- ~eetion, said matter was referred to the Engineer for checking as to pos- sible benefits to be derived therefrom and estimated costs of maintaining Said strip of ladd. . UNFINISHED BUSINESS: Acting Street Superintendent Jeahn Blain reported on request for weed refunds to the effect that no refunds be made to E. ~'. Malin and Ferol A. 3'hompson, but that refunds be authorized .to Harry W. Meek, Charles Nreath, George A. Todd and Henry E. Gallaherin the.amountS applied for, as they were erroneously charged. 3~~ Thereupon it was moved by Councilman McMeekin and seconded by Councilman Lake that refunds be allowed for weed charge erroneously made in taxes for fiscal year 1941-42 as recommended by. Mr. Blain, when it is determined that the taxes of applicants rave been paid in full. Roll Call: Ayea: Councilmen Christensen, Lake, Zimmerman, McMeekin,-:and Meysr. Noels None. ORDINANCE N0. 357, entitled: "AN ORDINANCE OF THE INCORPORATED CITY OF LYN4VOOD, CALIFORNIA, PROVIDING FOR POSTING OF LANDS AND OTHER PROS` PERTY; AND PROHIBITINGTRESPASSIN4~ AND LOITERING UPON OR NEAR POSTED PRO_ PERTY; AND PROTECTING POSTED PROPERTY FORM DABdAGE OR SABOTAGE; AND FIXING PENALTIES FOR THE VIOLATION OF THE ORDINANCE," was read by caption for the second reading. I t was moved by Couhcilman Lake and Seconded by Council- man Christensen that the further reading of said Ordinance big waived. It was moved by Councilman Lake and seconded by Councilman Christ- ensen that said Ordinance No. 357 be adopted as read the second time, fin- ally pass and be published as required by law. Noes: None. f ~~ A communication was received from Fire Chief Lewis submitting report of Pacific Board of Underwriters, which sets forth that .Lynwood will get a reduction in insurance rates particularly as affecting the business d#stricb, stating that the report makes certain recommendations regarding the fire department calling far more men to be employed; al$o for a sub-station. There being no ob~ection,said communication and report were ordered filed. It was moved by Couheil®an ~hristeneen and seconded by Coun- cilman McMeekin that the City Treasurer be authorized to issue salary checks on Saturday, December 20, 19#1.
