REGULAR MEETING JANUARY 61942
The City Council of the City of Lynwood met in a regular ses-
sion, in the Council Chamber of the City Hall, 11331 Plaza Street, on
above date, at 7:30 P.M.
Mayor Meyer in the chair.
Councilmen Christensen, Lake and Mayer answered the roll call.
Councilmen Zimmerman and McMeekin were absent.
It was moved by Councilman Christensen and seconded by Council-
man Lake that the minutes of the previous .regular meeting of December 16,
1941, and of the adiourned regular meeting of December 18, 1941 and of
December 24, 1941 be approved as written. All members of the Council pre-
sent voting aye, the Mayor declsred the motion duly carried.
WRITTEN C0rJ~,~L'T~IICATIO~?S:
A communication was received from Faulkner, Oakes 8c Faulkner
making application to do the auditing of-City Books.. Inasmuch as an Audi-
tor had been engaged, no action was taken thereon sx~ept~.ng orderir..g that
the communication be filed.
A communication was received from the City o:~ Huntington Park
with certified copy of their Resolution No. 2166 attached in connection
with mutual aid between Fire Departments.
A communication vaas received from the City ~f Maywood with cer-
tified copy of their Resolution No. 638 attached dealing with the matter
of mutual aid between carious Fire Departments of Cites.
A communication was received from the Gity of Bell with certi-
fied copy of their Resolution No. 822 attached, dealing with the matter
of mutual aid between various Fire Department of Municipalities.
There being no objection, the Mayor ordered said communications
and copies of Resolutions filed.
A communication was received from Shell Realty Corporation
offering to tra~?e ILot 229, Tract 5222 at the intersections of Long Beach
Blvd. and State and Cherokee St. for a residenti.~.llot as it is found that
Lot 229 is too small to build a building thereon as it would obstruct
traffic. After due consideration of the matter, the proposal was ordered
tabled for further study.
A communication was received from Lynwood Branch, L. A. Chapter
American Red Gross thanking for City~s cooperation in making available
X30.00 per month to help underwrite the expenses of their organization.
There being no objection, said eom::lunication tivas ordered filed.
A communication was received from Paul 'N. Kerr, Secretary of
Lynwood Defense Council suggesting that a Co-Ord inator be appointed in
order that defense efforts might be carried on in a systematic way; also
regarding centralization of office address so that al ?. comznunic~,tions
coming to the attention of some appointed offj.c~.8l~might receive prompt
attention. Thereupon it way moved by Councilrr~an Lake and seconded by
Councilman Christensen that Paul w. Kerr be appointed as Co-Ord inator,
and that all mail addressed to the Defense Council be directed to his
office.. All members of the Council present voting aye, the Mayor declar-
ed the motion duly carried and it was so ordered.
A coirQnunication was received from Chief of Police Hiller to the
e~'fect that the Police Departments supply of citation books is almost ex-
hausted, submitting possi,~le cost thereof as received from four sales
book companies, i. e.: 100 books .. ~75.5C; 200 books .. X96.90, request-
ing the Council's desire in the matter. Thereupon it was moved by Coun-
cilman Lake and seconded by Councilman Christensen that the Chief of Pt~-
lice be authorized to purchase 200 books as per prices listed in his let-
ter of January 6tYi.

At this time Councilman Zimmerman arrived and took his seat.
A communication was received from Jas. P. Reynolds to the effect
that he had conferred with the City Attorney regarding his bonds that hem
holds on Peach Street paving, stating that the plan worked would be satis-
f actory with himself, and that he has registered the bonds with the City
Treasurer. There being no objection, said communication was ordered fi-
led.
An application for a license to operate Palmistry reading es-
tablishment in the City at 11449 Long Beach Blvd., with Cashier's Check
attached in the sum of 75.00, submitting references. There being; no ob-
je~ction, said application was referred to the Chief of Police for checking
and report at the next meeting of the City Council.

A coirrnunicat;ion tivas rece~ ved frorn the Railroad. Ce_~mission of
the State of California reporting on a hearing in connection with increase
rates of Pacific Electric Railway Company to be held.
At this time Councilman Christensen requested to b e excused,
which was granted, whereupon he vacated his seat and left the Council cham-
ber.
The matter of hearing ir_ connection with rates was referred to
the City Attorney for study and appear on behalf of the City of Lynwood if
in his opiniona protest wo?.=1d be in order on increased rates, if it affects
this area.
A Tax Deed dated December 22, 1941 and signed by H. L. Byram,
Tax Collector of Los Angeles County, was submitted, wherein the Council
deeds their interest in Lot 114, Tract 2551, N. W. 50 feet of Lot776,
Tract 3075, and Lot 1381, Tract 3389, to the City of Lynwood.
Thereupon it was moved by councilman Zimmerman and seconded by
Councilman Lake that said deed be accepted and that the City Clerk be and ~,,
he is hereby instructed to cause said deed to be recorded in the Office df
the Recorder of Los Angeles County, California.

At this time Councilman McMeekin arrived and took his seat at
the Council table.
A Grant deed wherein the City of Lynwood proposed to convey its
interest in Lot 1381, Tract 3389 to Herman Nesbitt, was submitted.
Thereupon RESOLtiTION NO. 1390, entitled: "RESOLUTIOi~ SELLING
CERTAIN REAL ESTATE ATdD AITTHORIZING THE EXECUTION OF A DEET UPON PAYAIEN'I'
OF THE CONSIDERATION NAMED THEREITd," was read. It was moved by Council-
man Lake and seconded b`T Councilman Zimmerman that said Re so lution be
adopted.

A Grant Deed wherein the City of Lynwood proposes to convey its

A communication was received from Department of Public 'Works,
Division of Hi~h~,°aays of the State of California, submitted First Supple-
mental 1~'lemorandum of Agreement for expenditure of 1/4 cent gas tax for
Streets of i~r?a jor Impravernent within the City for the 1942 fiscal year in
accordance wi~r1 project statement.
Thereupon the First S'~app~emental Memorar_durr~ of a~-reement for
Expenditures of 1/4 cent gas tax for Streets of T:iajor Importance, was read,
calling for ~:rojects totaling l°,2~`~3.08, adding to tree other projects
,heretofore submitted, the installation of a traffic signal at Alameda St.
at Imperial Highway.

A communication was received from the Southern California Gas
Company, submitting a proposed Ordinance in connection with $ir raid pre-
cautions or blackouts. After the City Attorney had studied it, it was
moved by Councilman IvTcMeekin and seconded by Councilman Zimmerman that the
City Clerk be instructed to communicate with the. Southern California Gas
~o. advising them that the City has already adopted an Ordinance comply-
ing with the suggestions offered by the Attorney General and the League
of California Cities, enclosing a copy thereof in his letter. A11 mem-
bera of the Council present voting aye, the Mayor declared the motion
duly carried.
An invitation was received from Harbor C_~am~ber of Commerce in-
viting the Council to attend their next meeting to be held on January filth,
at 6; 30 P . T~. at 602 East Palmer Avenue, Compton. All t~rho care to attend
were: requested'-to so notify the City Clerk in order that reservations
might be made at once.
Announcement of meeting of Municipal Finance Officers Associa-
tion:to be held at the Chapman Park Hotel, 615 S. Alexandria Ave. Los.
Angeles, when Dr. John Tdi. Pfiffner will be the principal speaker--meeting
to be held on January 10th at 12:45 P. M. All who care to attenr_'z were
requested to so notify the City Clerk in order that reservations might
be made.
Report of City Court for month of December was received. There
being no objection, said report was ordered filed.
Tars. Lanbie addressed the Council on behalf of her mother, Mrs.
Sophie Herty in connection with ch anging the zone as affecting the Lot
back of the alley on the south side of Platt from residential to commer-
cial, submitting a petition with one signature agreeing to such change,
stating that she can secure other signatures later.
After due consideration of the matter, TuZrs. Lanbie was requested
to c aritact the City Attorney for drafting a petition for circulation for
signature of the number as required by the Zoning Ordinance.

seV~er pro jec~ and the lands to be assessed to pay the cost of the proposed
project, was submitted, by the City Engineer.
A deport of said project was also submitted by the City Engineer
showing the estimated cost of said proceedings, the assessed value of each~-
parcel of land to be assessed; the total assessed value of the improve-
ments; total true value of the lands to be assessed; true value of each
parcel; amount of all unpaid special assessments; total estimated cost,
including incidental expenses of proceedings; the estimated amount of the
assessment to bd levied upon each parcel of land to be assessed, the num-
ber of year ~~rithin which the bonds to be issued shall mature, all ss re-
quired by the Special Assessment Investigation, Limitaion Act.

An Easement covering certain Lots in Tract 12600 covering certain
sewer lines installed in private property, signed by H. H. Hagge and Li11y
J. Hagge, and dated December 16, 1941, was presented.
It was moved by Councilman Lake and seconded b~T Councilman Pr~c-~
i~~2eekin that said easement be accepted and that the City Clerk be authorized
and instructed to cause said instrument to be recorded in the Office of the
Kecorder of Los Angeles County, California.

A communication was received from Jahn A. Blain, submitting pro-
posal in connection with purchase of an auxiliary gasoline poweres~ head

being no objection, said communication was ordered filed and no further
action was taken thereon.

It was moved by Councilman Lake and seconded by Councilman Zim-
merman that the demands be allowed and warrants be drawn on City Treasurer
for said various amounts .•

Noes: None.
Absent: Councilman• Christensen.
Mayor Meyer stated that he has appointed J. 0. Law, Joe Russell,
Claude Reber, and Mrs. Ed. Fuhrman and Paul Kerr as alternates, on the
Tire rationing Com~~iittee, requesting the CouncS_1 to ratify such appoint-
ment.
Thereupon it was moved by Councilman Zimmerman and seconded by
Councilman Lake that said action be ratifisd. All members of the Council
present voting aye, the ~rTayor declared the motion carried.
Councilman Lake requested permission to lease, which was grant-
ed, whereupon he vacated his seat and left the Council chamber.
The City Clerk was authorized to secure informal bids on paint-
ing rooms that need painting in the City Hall.
Councilman Zimmerman was appointed to look into the matter of
securing an extension of the gas service into Lieutenant Kerr's office in
order to eliminate electric heater used in the Police Dept.
It was moved by Councilman TcMeekn and seconded 'oy Councilman
Zimmerman that the meting adjourn to January 20, 1942. All members of
the Council present voting aye, the PJ:ayor declared the motion duly car-
ried.
