REGULAR MEETING FEBRUARY 3, 1942
The City Council of the Gity of Lynwood met in a regular ses-
sion in the Council Chamber of the City Hall, 11331 Plaza Street, on
above date, at 7:30 P.:ut.
PJlayor Meyer in the chair.
Councilmen Christensen, Lake, Zimmerman and Meyer answered the
roll call.
Councilman McMeekin was absent.
It was moved by Councilman Christensen and seconded by Council-
man Zimmerman that the minutes of the previous regular meeting of Janu-
ary 20, 1942 be approved as written. All members of the Council present
voting aye, the P~iiayor declared the motion duly carried.
WRITTEN COMMUNICATIONS:
A communication was received from Fire Chief Lewis to the ef-
fect that during the past few weeks the Fire Department has recruited
quite a number of auxiliary firemen's under the Civilian Defense program,,
stating that in the next week or two they will start actual drill with
Fire Department equipment and tools at the station and places in the.
City, requesting authorization to conduct these drills with Fire Depart-
ment tools and equipment. It was moved by Councilman Zimmerman and second-
ed by Councilman Christensen that the Fire Chief be permitted to use Fire
Department equipment as requested.
A communication was received from Paul ~'. Kerr, Secretary and
Co-Ordinator of Lynwood Civilian Defense to the effect that the Air Raid
ti~'arden, L. M. Windle, has requested the use of the Council Chamber on
Wednesdays and Thursdays between the hours of 7 P. M. and 9 P. M. There-
upon it was moved by Councilman Christensen and seconded by Councilman
Zimmerman that permission be granted to use the Council Chamber for
meetings as requested, provided the dates do not conflict with any City
business meetings. All members of the Council present voting aye, the.
P,~ayor declared the motion duly carried and it was so ordered.
A communication was received from C. Frantz Mercer, offering
to sell the south half of his Lot facing on Alpine to be used in the
proposed opening of Palm Avenue for X500.00. There being no objection,
said communication was ordered filed.
A communication was. received from Ted Powers, 8960 State Street
mQking application for permission to fence Lots numbered 15, 16 and 17
of Albert Villa_ Tract for purpose of pasturing riot more than three head
of horses. There being no objection, the City Clerk was j.nstructed to
inform P,~r. Powers if he can secrzre signatures of residents residing on
Capistrano Avenue consenting to such a pasture at said location, then
the Council will consider it further at the next meeting of the Council.
A communication was received from PdrS. Grace ~3. Love .offering
to purchase tax title and fee title to Lot 1I3, Tract 921 for the sum of
X200.00, free and clear to her. It was moved by Councilman Lake and
seconded by Councilman Zimmerman that the offer be accepted, subiect to
whatever amount is included in the 1941-42 taxes.

A communication was received from A. L. Young requesting that
his offer to purchase tax title to Lot 236, Tract 2551 for X500.00 be
transf erred to J. 0. Law, as he has assigned said offer to him. There-
u pon it was moved by Councilman Lake and seconded by Councilman Zimmer-
man that said offer be accepted, free and clear, excepting whatever
amount is included in the 1941-42 taxes.

An offer aras received from L. A. Evans to purchase tax title
and fee title to Lot 103, Tract 2551 for a total consideration of X300.00,
accompanied by a lOJo deposit to show good faith. Thereupon it was moved
by Councilman Zimmerman and seconded by Councilman Lake that said offer
be accepted, free and clear, excepting whatever amount is included in
the 1941-42 taxes.

A ~izit Claim signed by John T. Grafton and Tulillie Ruth Grafton,
dated January 30, 1942, conveying Lot 114, Tract 2551, to the City of Lyn-
wood, was submitted. It was moved by Councilman Zimmerman and seconded
by Councilman Lake that said deed be accepted and that the City Clerk be
directed to cause said instrument to be recorded in the office of the Re-
corder of Los Angeles County, after which the ^ity Clerk is authorized to
turn it over to ~Iictor Limber upon payment of X11.00, as he has previously
purchased tax title to said Lot from the City of Lynvrood.

A commura cwtion ~ti~as received from John Hunt to the effect that
he does not desire to pay an additional X70.00 for Lots 19 and 2,0, Block
20, i~:~Tod,jeska. Fark for tax title, therefore, requesting that':his check be
returned. This matter was referred back to the Delinquent Tax Deed Lands
Appraisa_1 Committee for Further study.
A communication was received from E. J. K,jose requesting a deed
to that portion of City property, if any, extending west of the proposed
sidewalk on the west side of California Avenue, abutting. Lot 504, Tract
2551.
A communication uTas also received from John A. Blain, Acting
.Street Superintendent suggesting a survey of the.Lot to determine titi~_~ere
the City line is, stating that he can see no objection to deeding all
City property outside the sidewalk property line. After d.ue consideration
of the matter, it was moved by Councilman Lake that the Acting Street
Superintendent and City Attorney be instructed to determine where the City
property is, and after such ~.eterminaticn that the City deed a.11 property
west of proposed sidewalk, tsaid sidewalk to be four feet wide) in re-
turn for construction of such sidewalk by Mr. K~jose, and that the PJ?ayor
be authorized to execute a deed for the conveyance of said property to
It~,r. K~.ose, which was duly seconded by Councilman Christensen.
Mr. Blain also wrote regarding inquiries on sewers in Tract 5632,
to the effect that the Tract has been included in a sewer project now pend-
ing, a.nd that it is expected to start a.s soon as men zre available.
A communic~.tion wias received from Southwiort'r~ Building Co ., Inc,
to the effect that in order that.committments may be had for FHA construc-
tior, of homes in Tract 5632, it is necess-:ry that they obtain from the
City a letter setting for the follows:
First: That sanitary facilities are proposed and t'rat funds
to install same have been a.11_otted.
Second: A brief but concise report on the present status of the
adjustment 'acing worked cut in reference to T:iattoon Act and the approximate
length of time tc close.
P~~r. Colman, H. F., was also present and add_ressed_ the Council on
the matter.
Thereupon it wes moved by Councilman Zimmerman and seconded by
Councilman Christensen that Special Counsel R. A. I~~offitt be instructed
to comr:unicate with F. H. A, office along the line requested by Southv!~orth
ruilding Co. All members of the Council present voting aye, the P.~ayor de-
clared the motion dvzly carried a.nd it was so ordered.
• It wa.s moved by Councilrria_n Lake and seconded by Councilman Chris-
tensen that the City take out a membershi: in the Harbor District Chamber
of Commerce, dues being X5.00 for one year.

Report of activities of City Court for month of January, 1942,,
v~TaG received. There bein~• no objection, said communication was ordered
filed.
The hour of 8 P.T;", having arrived, said time beir.~ the hour fixed
for hearing any objection or protests to the vacation of 3 feet of PEa,ch
Street, as per notices posted. along• affected territory, and as per notice
published in the Lynwood Press, a newspaper of general circu'ation, as re-
auired by lave.
The P.~Ta~ror inquired. of tr_e audience v~;hether or not there was any
one present who wished to protest or object in connection with said matter.
There was no response.
Thereupon the T~Zayor inquired of the City Clerk whether or not
any written objections or protests had been filed. The Clerk stated that
none ha.d been filed in his office.
Thereupon an Ordinance, entitled: "An Ordinance of the City
Council of the Incorporated City of Lynxlood, California abandoning and

vacating a portion of Peach Street", was introduced and read in full for
the first reading. It was moved by Councilman Christensen and seconded
by .Councilman Zimmerman that said Ordinance be accepted as read the first
time and pass to the s~~e.nd reading. •

. ORAL COluuviUNICATICNS:
- It~iessrs. Charles Duncan, Ralph L.~ Inman and Mrs. Mullen address-
ed•the Council regarding alleged irregularities by the Dog License Col-
lector, stating that dogs had been picked up on their own property, and
in •some instances the Collector had picked up their dog on their own
poach not being permitted to obtain a license before it was taken to the
dog pound. Then when it was taken to the pound a fee was charged for
such pick-up and feeding, requesting that something be done to prevent
suoh alleged abuse of rights in the future. Several other dog owners
were in attendance at the meeting. After due consideration of the mat-
ter, the Council assured those present that they would look into the
matter to ascertain prcvedures of dog catcher, and if abuses are mac,
they mill be corrected.
• The matter of request for increase in salaries for City em-
ployees some time ago presented by Department heads, was considered.
It was moved by Councilman Lake and seconded by Councilman
Christensen that a-five per cent increase-in salaries be made .excepting
Acting Street Superintendent Blain, Special Counsel R. A. Moffitt and
A. •L. V~1ood, draftsman, introducing RESOLUTION N0. 1403, entitled: "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYN~~VOOD, CALIFORNIA, FIX-
ING THE COMPENSATION AND SALARY OF EACH EMPLOYEE OF SAID .CITY."

Thereupon said Resolution No. 1403 was read. It was moved by
Cot.ancilman Lake a.nd seconded by Councilman Christensen that said Resolu-
tion No. 1403 be adopted.

• Ordinance No. 360, entitled: "AN ORDINANCE OF THE CITY OF LYN-
WOOD, CALIFORNIA, REGULATING THE ESTABLISHMENT AND P~IAINTENANCE OF HOSPI-
TALS, SANITARIUivYS, PREVENTORIUMS, ASYLUTi~S, REST HOMES, PRIVATE SCHOOLS,
AND PRIVATE BOARDING SCHOOLS IN SAID CiTY," was read for the second
time. It was moved by Councilman Lake and seconded by Councilman Zimmer-
man that said Ordinance be adopted as read the second time, finally pass
and be published as required by law.

Absent: Councilman Mc&Seekin.
Audit report for quarter ending December 31st, 194-~, was sub-
mined as prepared by the City Auditor, ~~'. R, Wright, A copy was pre-
sented to each member of the Council present.
There being no objection, the report was ordered filed.
The City Clerk announced that P~Taster Lubricants has almost com-
pleted fencing the peet bog and have done considerable cleaning around
it so that it now has a neat appearance, stating that the amount pre~:~..~ :,
viously a.ppropria.ted of X50.00 by the City to fence City owned lots will
not be sufficient, but tyre did not have to furnish men a.s previously agreed
upon, The Clerk also stated that a P~~r. Ba-uer will be in charge of dump-
ing there ant? that the firm desires that the City give him authority to
have charge of filling in the bog a-nd dumping thereat. This matter was
referred to the City Attorney.
In connection with relief for switch board operator, Mrs. V4'ana-
maker was instructed to supply until further notice.
At this time Councilman Christensen asked to be excused, which
was granted, whereupon he vacated his seat and left the Council Chamber.
