Mayor T1leyer in the chair. Councilmen Christensen, Lake, Zimmerman, McMeekin and PReyer answered the roll call. It was moved by Councilman Christensen and seconded by Council- man Lake that the minutes of the pre~rous regular meeting of February 3, 1942 be approved as written. All_~members of the Council voting aye, the I~~Iayor declared the motion duly carried and it was so ordered. The hour of 8 o'clock P.PaT. having arrived, said time being the hour fixed for a hearing on the reports as prepared by the City Engineer in connection with the praposed installation of sewers in the southeast and northeast part of the City of Lynwood, as required by the "Special Assessment Investigation, Limitation and Majority Protest Act of 1931," notice of said hearing having been given by mailing a Notice setting forth an estimate of the cost of the proposed assessment as affecting each lot in the district, and advising• of the date of hearing in connec- tion with said matter. The P~layor announced that-this was the time and place fixed for said hearing, inquiring of the audience whether or not there was any one present who wished to protest or object to the proposed project. Thereupon the following addressed the Council in connection with said matter: Messrs. A. H. P~iohr, John Long, Chester A. Hanson, George Vl'eeden, Henry Schick, J. Jeffries, inquiring as to the approximate time and price of the installation; whether or not certain territory is in- cluded in the proposed district; regarding an easement along Nichols Street, regarding inclusion of further districts. Special Counsel R. A. Moffitt and City Engineer A. J. Bateman were present and answered each question in the order given, giving detail- ed information regarding the proposed sewer installation. The City Clerk stated upon inquiry from the Mayor, that no written objections or protests had been filed in connection with the pro- posed installation of the sewer project. Raymond, ~1Ta~or 2nd Regiment, requesting permission to establisYr a.nd organize a unit of the Vdomen's Ambulance and Defense Corps of America.. in the City of Lynwood. After due consideration of the matter, was determined that the City Clerk be Instructed to conrmr~nicate with t~Ia,jor Raymond to the effect that the Council authorizes such organization with the suggestion that they check in with the Defense Council and Red Cross in order that there might be as little duplicate of defense effort as possible witi~ the further sug- gestion that all defense activity be corrdinated to the fullest extent. An Ordinance, entitled: "An Ordinance of the City of Lynwood, California, relating to Emergency Defense and. amending Section ("/) of Ordinance No. 359, and .repealing said Section (?) as heretofore exist- ing", was introduced and read for the first time. It was moved by Coun- cilman 1bIcPJleekin and seconded by Councilman Zimmerman that said Ordinance be accepted as read the first time .and pass to the second reading. C~~unty Division of League of California Cities inviting the Council to attend their next meeting to be held at the L. A. Breakfast Club, 3201 Los Feliz BZvd., L. A. when Richard Grave, Executive Secretary of the~Leae~ue of California Cities will be the speaker. All who are interested in attending were requested to so notify the City Clerk in order that reservations might be made. A Quit Claim Deed dated on December 30, 1941 and signed by Linda. L. Peregrine was submitted wherein she deeds her interest in Lot 103, Tract 2551 to the City of Lynwood. It wa.s moved by Councilman PJIcNIeekin and seconded by Councilman Christensen that said Quit Claim Deed be accepted and that the City Clerk ~ instructed to cause said in- struments to be recorded in the office of the Recorder of Los Angeles County, California. Roll Call: .Ayes: Councilmen Christensen, Lake, Zimmerman, ~IclUleekin and P~Ieyer. Noes: None. A Quit Claim Deed dated on January 5, 1942 and signed by James S. and. Carrie F. Ledford, wherein they convey their interest to Lats 59, 50, 61, Block 18, Mod,~eska Park to the City of Lynvrood was submitted, It was moved by Councilman Lake and seconded by Councilman McMeekin that said deed be accepted and that the City Clerk be instructed to cause said instrument to be recorded in the office of the Recorder of Los Angeles County, California. Standley Clark, wherein she conveys her interest in Lot 113, Tract 921 to the City of Lynwood, was submitted:. It was moved by Councilman Zimmerman and seconded by Councilman Christensen that said deed by accepted and that the City Clerk be instructed to cause said instrument to be recorded in the office of the Recorder of Los Angeles County. Alma, subject to only whatever portion of tax is included in the last calf of 1941-42 taxes, for a total consideration of X600.00, attaching a X25.00 deposit therefor. It having been determined that tre appraisal Committee had approved said selling price, it alas moved by Councilman I~:icP~~eekin a_nd seconded by Councilman Christensen that said offer be accepted and that the sale be consummated a.t as early a. date as possible. Discussion was had regarding the advisability of changing the Zone as affecting that portion of Tract 921 lying westerly of the westerly tier of Lots on Franklin Avenue, from Zone I~1?-2 to Zone Rl thus permitting F. H. A. loans for building, the City Clerk stating that he has an offer to purchase six lots in that district if the zone ca.n 'oe changed. This matter was tabled until the next meeting of the Council between which time the Council were to investigate the territory and the City Clerk to check with the prospective purchaser whether or not loans might be had from F. H. A. if and wrien the zone was changed. It was moved by Councilman Christensen and seconded by Council- man i~cP.~Ieekin that the meeting adjourn to February 17, 1942, at 7:30 P. N1.
