REGULAR MEETING FEBRUARY Ir, 1942
The City Council of the City of Lynwood met in a regular ses-
sion, in the Council Chamber of the City Hall, 11331 Plaza Street, on
above date at 7:30 P.M.
In the absence of the b4ayor, the meeting was called to corder by
the City Clerk, and upon roll call it showed the following present:
Councilmen Christensen, Lake, Zimmerman and McMeekin.
Ma.,yor Meyer was absent.
It was moved by Councilman Lake and seconded by Councilman Me-
PJTe2kin that Councilman Christensen a.ct as Mayor pro tom and chairman for
the meeting. All members present voting aye, the City Clerk stated the
motion duly carried.
Councilman Christensen declined to serve as chairman.
Therefore, it was moved by Councilman Christensen and seconded
by Councilman T~.ic~JTeekin that Councilman Lake act as Mayor pra tsm and
chairman for the meeting. All members of the Council present voting aye,
the Pfayor declared the motion duly carried.
Thereupon Councilman Lake took the chair.
It was moved by Councilman Christensen and seconded by Council-
man McMeekin that the minutes of the previous adjourned regular meeting
of February 10, 1942. be approved as written. All members of the Council
present voting aye, the T~tayor declared the motion duly carried.
WRITTEN COTu1NIUNICATIGNS:
A communication was received from Los Angeles County Division
of League of California Cities announcing their next regular monthly
meeting to be held at the Las Angeles Breakfast Club, 32,01 Los Feliz
Blvd.., Los Angeles on Thursday, February 19, when Richard Graves, Execu-
tive Secretary of the League is to be the principal speaker. All who
plan on attending were requested to so advise the City Clerk in order
that reservations might be made.
A communication was received from Imperial Highway Association
announcing their next meeting to be held at the Yorba Linda ~loman's Club
house on Saturday, February 28. All who wish to attend were requested
to let the City Clerk know in order that reservations might be made.
A communic.==tion was received signed by Department heads and
Officials thanking the City Council on behalf of the personnel of City
employees for the recent raise in salaries. There being no objection,
said communication was ordered filed.
A communication was received from Chief of Police AJiiller recom-
mending an amendment to the parking ordinance as affecting two hour limit
for portions of Imperial Highway, State Street, Beechwood Avenue, Oakwood
Avenue and Fernwood Avenu e. After due consideration of the matter, the
Mayor pro tom appointed Councilmen Zimmerman and P,~cMeekin a committee to
check with Criief Miller regarding this matter to secure more detailed
inforr:~a.tion, and to report at the next meeting of the Council their find-
ings.
A communication was received from T. T. Arden, Vice President
of Csra.yson Heat Control, Ltd. making application to park employees cars
on lots on Imperial Highway opposite their plant in order to eliminate
pariCing on streets, said lots being owned by the City of Lynwood by
virtue of tai; deed purchase. After due consideration of the matter, it
was moved by Councilman AJ~eMeekin and seconded by Councilman Zimmerman
that the City Clerk be instructed to communicate with Grayson Heat Con-
trol to the effect that said Cornp~ny are authorized to park thereon tem-
porary; however, that they will be required to cease parking there upon
two vaeeks notice from the City Clerk; also that the City assumes no re-
sponsibility for theft of cars or in~i~ry to persons parking thereon, nor.
to damage to any automobile parked thereat. All members of the Cauncil
present voting aye, the Mayor pro tom declared the motion duly carried.
A communication was received from Chief of Police PJliller re-
commending that a direct telephone line be installed to Firestor_e Park
substation of the Sheriff's office to handle all alert signals as said
office is this district's control center inconnection with said matter.
Thereupon it was moved by Councilman McMeekin that the recommendation of
Chief of Police T~.~iller to have said telephone line installed be accepter'.;
also that I~iayor Meyer be directed to chec'~ into the need of other unlisted
telephone lines in connection with Civilian Defense that may be needed,
and ,,A~hether or not any existing link, recently authorized for the Police
Der,^rtrnen~ can be converted into such use, zrt,hicr: motion was duly seconded
by Councilman Zimmerman. All members of the Council present voting aye,

Post 85, American Legion Post No. 85, to the effect that the Legion at their
last meeting discussed the matter of disabled war Veterans obtaining pern?its

of the Ler•ion be directed to investigate each applicant before license be
issued, It was moved by Co~rncilman P~IcT4ieekin and seconded by Councilman
Christensen that the License Collector in the future be direct,~d to f~llotl~

A demand ire the amount of ~1~.5. ^"' covering Attorney fees in Case
No. 269876, entitled P.T. E. Os~rald_ vs. Citie^ of South Gate and Lynv~~ood, i_n
connection with a tax ratter, was r~ ceived from Cit~,T Attorney, Chas. A.
Ruby. It wa.s moved -~,y Councilman Christensen and seconded y Councilman
PJIcNleekin that said demand be allowed and a ~~=errant be drawn o-n the Cit~r
Treasurer for said amount in favor of City Attorney nu by.

The hour of 8 P. T~.~". having arrived, said time being the hour
fixed to continue the hearing ir_ connection ~arith the proposed reassess-
menu to be levied_ in the matter of refunding the indebtednPSS of Acqui-
sition and Improvement Districts N'os. 17, 18, 20, 22, 23 and_ 28, a.nd
?municipal Improvement District No. 1 of the City of Lynwood, California.
The Mayor pro tern announced that this was the time and place
for said hearing, inruiring of the City Clerk whetter or not en~r ~!ritten
protests or objection;= had. beer. filed since last hearing.
The Clerk stated that none had been filed.
Thereupon the ayor ingrairod of the audience whether or not a.ny
or.e ;present desired to protest or object in connection i~~ith said matter.
There was no reply.

by Councilman Zimmerman, that said hearing be continued to March 3, 1942,

A report way received from the Delinquent Ta.~ Land Committee
reporting on a. recent meeting held ix?hen they appraised certain Lots on
tr~r!ich the City no~R~ hold tax deeds and quit claim deeds, submitting the
appraisal figure orposite each Lot. There being no objection, said com-
munication wa.r ordered. filed.
A communication w~~s received from Jarnes A. '-."amen, offs=ring to
purchase Lot 1271, Tract 3<<"5, for a cor.sid_erat~on of 9$592.95, free and
clear of all indebtedn~=ass, submitted cas'rr in the sum of X50.00 for said
purchase deposit. After due consideration, it was moved by Co~incilman
McR~Ieekin and seconded ~r_~y Councilman Christensen that said offer be ~ tur.ned
down inasmuch zs it does not meet v,!ith the price set dotR~n by t~~e ~rnraical
Committee. All members of the Council present votin~~ aye, the 1Vla.yor r~ro

At this time Co~.ar.cilman and P.+:a~ror T,ieyer arrived and took a seat
at the Council table, however, not a.s Chairman.

A com::unicatlon was received from the City of Compton enclos-
ing a certified copy of Ordinance No. 511 in connection with recriprocal
Agreement betv~~een Cities in connection with fire fi~htin~7~ in case of an
emergency . There being no ob,jecti_on, said communication was ordered filed.
A communication was received from the Pla.nning~ Congress, re-
c~uestin~ the City to take out a membership in their organization. There
being no objection, said communicatian was ordered filed and no further
action was taken.
A communication was received from the Lea.eve of California
Cities attaching Control Center proposed Crdina.nce model in connection
with Civilian Defense.
A communicat`~n was also receives. from the League of California.
Cities attached model ordinance dealing U?ith the matter of establishment
of Auxiliary Po?.ice and Fire Forces, and an Air Raid Darden Service.
Inasmuch as the City Council ha.d heretofore adopted ordinances
along this line which they believe to be adequate, ~~ _ ~_L, no action
was taken on the matter presented by the League, and the communications
were ordered filed.
Mayor Meyer ~nnounced a meeting in connection with Civilian
Defense, inviting all ouncilrnen who possible can to attend for Wednes-
day night, at 7:30 P.M. at the City Hall..
A communication was received from Marion A. Greiner, Recording
Steward, sf 4the'btethodist Churehy re questing"pert~issibn~;'to replacing the
Church directional of the Methodist~Church. There being no objection,
the. Mayor pro tem referred said matter to Building Inspector Evans for
action.
An agreement to purchase certain land8 tax deeded, signed by
the County of Los Angeles and State Controller, way received. There
being no ob,~ection, ~sid Agreement for property.covering.thb multiple
Sefunding 17istrict~~ wag_ox~dered filed. .
A cdmmun7Qati®n was received from Qeorge E. Sherer offering to
sell the Westerly 50 feet of Lot 337, 338, 339 and 340, Tract 2551 for a
consideration of X200.00, the City to assume any and all assessments and
taxes of record. After due consideration of the matter, it was moved by
Councilman Zimmerman and seconded by Councilman Meyer that said Lots be
purchased for said sum and that the City Clerk be directed to check the
title to ascertain status thereof.

ORAL COMMUNICATIONS:
. Mr. arence amby and Mrs. L. M. Jones addressed the Council
regarding the proposed assessment to be levied in connection with clear
A. & I. Dists. as affecting his property and whether or not he secured
full credit for amount paid through taxes. Mr. R. A. Moffitt, Special
Counsel,s.ecured Mr. Mamby's Lot number and stated that he would check
his .Lot again to .ascertain that full credit has been give for previous
payments through taxes.
Mr. James A. Warren addressed the Council to the effect that
he would be willing to pay the appraised value of Lot 1271, Tract 3335
in the sum of ~650.0~?. .Thereupon it was moved by Councilman Christensen
and seconded by Councilman McMeekin that his offer be accepted and the
Lot be sold to Mr. Warren.

UyFINISHED BUSINESS:
The matter of transfer of real estate from City to E. J. K,~ose
west of California St. as affecting Lot 504, Tract 2551, was again dis-
cussed by letter from Jahn A. Blain, Acting St. Superintendent, suggest-
ing that a trade might be made whereby the City ac~1uire the property now
in the name of K~ose on the east side of California St. at Platt St. in
exchange for that part of Lot 504 west of the proposed sidewalk.
Thereupon RESOLUTION N0. 1409, entitled: "A RESOLUTION OF .THE
CITY COUNCIL OF THE CITY OF LYNWOOD, AUTHORIZING THE MAYOR OF THE CITY
OF LYNWOOD TO EXECUTE A DEED FOR CONVEYANCE TO E. J. KJOSE OF THAT STRSP
' OF LAND NOW OWNED BY THE CITY OF LYNWOOD LYING WESTERLY OF THE PROPOSED
SIDEWALK ON THE WEST SIDE OF CALIFORNIA, BEING LfIT 504, TRACT 2551", was
read. It was moved by Councilman Christensen and seconded by Councilman
Zimmerman that said Resolution No. 1409 be adopted.

ORDINANCE N0. 361, entitled: "AN ORDINANCE OF THE CITY OF LYN-
WOGD, CALIFORNIA, RELATING TO EMERGENCY DEFENSE, AND AMENDING SECTION 7
OF ORDINANCE N0. 359, AND REPEALING SAID SECTION 7 AS HERETOFORE EXISTING,"
was read by caption for second reading. It was moved by Councilman McMeekin
and seconded by Councilman Christensen that the further reading of said
Ordinance be waived. A11 members of the Council voting aye, the Mayor pro
tern declared the motion duly carried and it was so ordered.
It was moved by Councilman Meyer and seconded by Councilman Mc-
Meekin that said Ordinance be accepted as read the second time, finally pass
and be published as required by law.

A petition was received signed by Henry Doebler and 10 others
~:onsenting to the erection of a fence on Lots 15, 16, 17, Albert Villa Tract
for the purpose of pasturing not to exceed three r:orses. It was moved by
Councilman McMeekin and seconded by Councilman Meyer that temporary per- ~
mission to pasture not to~exceed three horse on said Lots be issued to
Ted Powers who made application at the last meeting of the Council. All
members of the Council present voting aye, the Mayor pro tem declared the
motion duly carried.
ORDINANCE N0..362, entitled: " AN ORDINANCE OF THE CITY COUNCIL
OF THE INCORPORATED CITY OF LYNWOOD, CALIFORNIA, ABANDONING AND VACTTING
A PORTION OF PEACH STREET," was readby caption for second reading.. It was
moved by Councilman McMeekin and seconded by Councilman Meyer that the fur-
ther reading of said Ordinance be waived. All members of the Council voting
aye, the Mayor declared the motion duly carried.
Thereupon it was moved by Councilman Christensen that said Or-
dinance be adopted as read the second time, finally pass and be published
as required by law.

A Tax Deed signed by H. L. Byram and dated February 10, 1942 in

Tract 2551, was sixbmitted.
A Tax Deed signed by H. L. Byram and dated February 6, 1942 con-
veying Lot 236, Tract 2551 and Lots 62, 63, 64, Block 20, Mod~eska Park
to the City of Lynwood, was submitted.
It was moved by councilman Christensen and seconded by Council-
man Meyer that said Tax .Deeds be accepted and that the City Clerk be direc-
ted. to cause said instruments to be recorded in the Office of the Recorder
of Los Angeles County?'California.

CERTAIN REAL ESTATE AND AUTHORIZING THE EXECUTION OF A DEED UPON PAYMENT
OF THE OONSIDERATION NAMED THEREIN", was read. It was moved by Councilman
Christensen and seconded by Councilman McMeekin that said Resolution No.
1412 be adopted.

A Grant Deed, ds.ted Rebruary 17, 1942, where in the Ci~,y of
Lynwood proposes to convey Lot 103, Tract 2551 to L, A. Evans and Dorothy
Evans for a consideration therein stated, was presented.
Thereupon RESOLUTION N0. 1413, entitled: "RESOLUTION SELLING
CERTAIN REAL ESTATE AND AUTHORIZING THE EXECUTION OF ~ DEED UPON RQiYMENT
OF THE CONSIDERATION NAMED THEREIN," was read. It was moved by Council-
man Christensen and seconded by Councilman Meyer that said Resolution No.
1413 be adopted.

A Grant Deed dated Rebruary 17, 1942, wherein the City of Lyn-
wood proposes to convey to Jackson 0. Law their interest in Lot 236, Tract
2551, was presented.
Thereupon RESOLUTION NO. 1414, entitled: "RESOLUTION SELLING
CERTAIN REAL ESTATE AND AUTHORIZING THE EXECUTION OF A DEED UPON PAYIl~ENT
OF THE CONSIDERATION NAMED THEREIN," was read. It was moved by Council-
man Christensen and seconded by Councilman McMeekin that said Resolution
No. 1414 be adopted.

Absent: Councilman Zimmerman.
The City Clerk requested information f romthe Council whether
they wished to advertise for election officers, or select them from ap-
plications filed. .The City Council chose the later plan. The Council

were requested to submit names of prospective appointees to the City
Clerk at an early date, preferably selecting person with former election
experience, or with some clerical experience.
Discussion was also had regarding consolidation of precincts,
the City Clerk announcing that there are now 21 precincts.
The Council decided to consolidate so that there will be 7
Polling Places.
It was moved by Councilman Christensen and Seconded by Coun-
cilman Meyer that the meeting ac~.,iourn to Ma.reh 3, 1942, at 7:30 P. M.
All members of the Council pres$nt voting aye, the Mayor pro tem de-
clared the motion duly carried.
