HomeMy Public PortalAboutM 1942-03-10 - CC3'71 AD30URNED REGULAR MEETING MARCH 10 , 1942 The City Council of the City of Lynwood met in an adjourned regular session, in the Council Chamber of the City Hall, 11331 Plaza Street, on above date, at 1:00 P. M. ' Mayor Meyer in the chair. Councilmen Lake, McMeekin, Zimmerman and Meyer answered the roll call. Councilman Christensen was absent. __~ RESOLUTION N0. 1421, entitled: "RESOLUTION DIRECTING THE CANS= CELLATION OF UNPAID ASSESSMENT AND TAXES LEVIED TO PAY THE PRINCIPAL AND IMPROVEMENT DISTRICTS NOS. 17, 18, 20, 22, 23 AND 28, AND MUNICIPAL IM- PROVEMENT DISTRICT NO. 1 OF THE CITY OF LYNWOOD," was read. It was moved by Councilman McMeekin and seconded by Councilman Lake that said Resolu- tion No. 1421 be adopted. Roll Call: Ayes: Councilmen Lake, McMeekin, Zimmerman and Meyer. Noes: None. Absent: Councilman Christensen. A proposed Ordinance entitled: "An Ordinance of the Incorpor- ated City of Lynwood, Calif ornia, Creating and establishing a Civil Ser- vice system for the selection, employment, suspension, discharge and re- tirement of appointed officers and employees of said City; and providing for the making of necessary rules and regulations and the fixing of sal- aries thereunder; and providing a penalty for the violation thereof," was read. After due consideration of the matter, it was moved by Councilman Lake and seconded by Councilman McMeekin that said Ordinance be approved as read for submission to the electorates and to be included in the Re- solution calling the General Municipal Election to be held on April 14, 1942,. All members of the City Council present voting aye, the Mayor de- clared the motion duly carried and it was so ordered. Thereupon RESOLUTION N0. 1422, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, CALIFORNIA, CALLING A GENERAL MUNI- CIPAL ELECTION IN ACCORDANCE WITH THE PROVISIONS OF THE LAVd5 OF THE STATE OF CALIFORNIA", was read. It was moved by Councilman McMeekin and second- ed by Councilman Zimmerman that said Resolution No. 1422 be adopted. Roll Call: Ay?s: Councilmen Lake, McMeekin, Zimmerman and Meyer. Noes: None. Absent: Councilman Christensen. A Tax Deed, dated March 6, 1942, signed by H. L. Byram, Tax Col- lector of Los Angeles County, conveying to the City of Lynwood N. W. 50' and S.E, 50' of Lot 1271 and Lot 1286, Tract 3335. It was moved by Coun- cilman Lake and seconded by Councilman Zimmerman that said deed be accepted and that the City Clerk be directed to cause said instrument to recorded in the office of the Recorder of Los Angeles County. xoll Call: A~~s: Councilmen Lake, McMeekin, Zimmerman and Meyer. Noes: None. Absent: Councilman Christensen. A Grant Deed wherein the City of Lynwood proposed to convey its title to Lot 1286, Tract 3335 to the Union Development Company, Inc., was submitted. RESOLUTION N0. 1423, entitled: "RESOLUTION SELLING CERTAIN REAL ESTATE AND AUTHORIZING THE EXECUTION OF A DEED UPON PAYMENT OF THE CON- SIDERATION NAMED THEREIN," WAS read. It was moved by Councilman Lake and seconded by Councilman McMeekin that said Resolution No. 1423 be adopted. Roll Call: Ayes: Councilmen Lake, McMeekin, Zimmerman and Meyer. Noes: None. Absent: Councilman Christensen. Discussion was had regarding the recommendation from the Fire Chief and Chief of Police that two employees be added to 'each Department. The City Clerk stated that sufficient funds were not approp- riated in the 1941-42 budget for such employment of additional personnel. However, in view of the Defense emergency, it was moved by Coun- cilman Lake and seconded by Councilman McMeekin that one man be added to the personnel of each Department at a salary. of X130.00 permonth, and that their employment be temporary; andthat when their appointment has been made by the Department heads that they so advise the Council so that°~:the action may be ratified by the Council. ~'7 `~ Roll 6x11: Ayes: Councilmen Lake, McMeekin, Zimmerm~.n and Meyer. Noes: None. Absent: Councilman Christensen. It was moved by Councilman Lake and seconded by Councilman Mc- Meekin that the meeting adjourn to Larch 17, 1942, ~,t 7:30 P. M.
