P~ayor F~ieyer in the chair. councilmen Christensen, Lake, Zimmerman, TJicP~~teekin and P~eyer an- swered the roll call. It wa~moved by Councilman Christensen and seconded by Councilman Lake that the minutes of the previous regular meeting of the City Council held. on I~iarch 3, 1942, and of the adjourned regular meeting held nn March 10, 1942 be approved as written. All members of the Council voting aye, the Mayor declared the motion duly carried and it was so ordered. ~iRITTEN COPv'IF.~iUNICATIONS A communication was received from C. C, aoE~3.7.er to the effect that a Oscar S. Lee has purchased.. a residence at '10830 '~Srashington Ave. , fgrmerly owned by one Stanley Kirkpatrick, and in requesting that the water service be changed in his name, he found that there was an unpaid water account contracted by Mr. Kirkpatick in the sum of X4.50, and the 'Mater Department refused to acce~~t a deposit fcr the water bill and threatened" to shut off the water because of the unpaid bill. Fir. Koehler stated that he does not believe that ~~r. Lee should be made to pay somebody ekes bill, therefore appealing to the ~our~cil for a correction of t.,e matter. After due consideration of the matter, it was turned over to the City Attorney to check into tre City's ].eg~.l right to hold the bill against the property. An application ~R~as received from a John W. Beaudoin, 36~~2 i~torton Ave., L~yrnwcad fora license to operate a.n auto travel bureau on a business street. A written report was rea~~_ from ~ouncilrnan 'Lake on the matter to the effect that he had made a personal investigation o~f the complaint upon receipt of a copy of the letter from the City clerk, and that he finds no grounds for the complaint as His invesciga~~ion revealed tr~.:.t this institu- tion is being run in a legitimate manner and is immaculately clean. There being no objec~ions, said. communications were ordered filed and the City Clerk bein~• instructed to notify i'v1rs. A news letter was received from the Lea_-rue of California Cities reporting on many matters, including the possibility of a Special Federal Census of the city. The Ci%y Clerk was instructed to secure information in detail a,s to the probaole cost of such a spec9:a1 census for the City of Lymr~ood . . A communication was. also received from the Delinquent Tax Lands ~Co:~mittee .making report of their appraisal af' Lots 86 and 57, :-Mock 4, F`~Iod- ~jeska Park a.nri Lot ~~93, Tract X551; also recommendin~° that th.e offer of Beulah Walls be accepted, subject to bonds issued in~refund_ing A. & I. fist, No. y and Ligttin~ assessments of record. Thereupon it was moved by Eouncilman Lake and seconded by Coun- cilman Christensen that said offer of Beulah tldalls be accepted, sub,jeet to A. & I. Dist. No. 9 refunding bonds and lighting assessments, and that the report of the Delinquent Tax Lands Committee be filed. The l~~ayor inquired of the City Clerk wr;ether or not any written objections or protests had been filed. ~, The Clerk sta~ed_ that one had been filed, reading one from a Carl Ambler, owner of Lots 114 ~,,nd. 134, Tract 6312. ^1he u+Iayor inquired of the au~~ience whether or not any one was present in the audience who wished to prote^t to the doing of said work. There was no response. Thereupon.it was moved by Councilman McTdieekin and seconded by Councilman Christensen that said hearing be continued to April 7, 1942, at' 8 P. .~i. All members of the council voting eye, th - Mayor declared the motion duly carried. ORAL C OM~u1U N IC AT - ON ~ Messrs. P~,.~tine, 10922 Hulme St., John Lester, li)902 Hulme Avenue, Ben Doggett, E. S. Albright, 1:515 Hunt Avenue, S. Mathews and Mesdames Steele and C~,rroling, addressed the Council objecting to the dairy that is beinm maintained by Hansens-Larsens at Abbott Road and Lewis Road in the City of Lynwood, stating that the flies are very bad as a re- sult of its existence, the odor is verSr offensive, as ;n~ell~as the noise from the cattle corralled thereat; that it is very unsightly, and therefore that the establishment is a nuisance and should. be abated. City Attorney Ruby was requested to dive his opinion what can be done to correct this situation and in ordered to abate the nuisance. Mr. Rub; stated. that it ~r~ould be necessary to bring an abate- ment proceedings in Court to determine whether or not said dairy is a nuisance and if so to order their vacation, stating that tr?p cost would be from $10!x.00 to $1000.00 depending on how involved it would be.
