The City Council of the City of Lynwood met in a regular ses-
sion, in the Council Chamber of the City Hall, 11331 Plaza Street, on
above date, at ?:30 P.M.
Mayor Meyer in the chair.
Councilmen Lake, McMeekin, Christensen and Meyer answered the
roll call.
,.;, Councilman Zimmerman was absent.
It was moved by Councilman Christensen and seconded by Council-
man Lake that the minutes of the previous regular session of the City
Council held on March 30, 1942 be approved as written, All members of
the Council present voting aye, the Mayor declared the motion duly
carried.
WRITTEN COMMUNICATIONS:.
A communication was received from C. J. Miller, Chief of Police
recommending that he be permitted to begin his men in the Police Depart-
' ment on their vacation schedule on April 15, 1942 and continue through
•4 until completed. There being no ob,jactian, the Mayor ordered. the commun-
ication filed, and the Glerk be instructed to advise the Chief of Police
that any arrangement-made by him on vacation time for the personnel in
the Police Department will be satisfactory with the Council.
A communication was received from Wilfred L. Fraser making ap-
plication to move a small building on to Lot 34 on the west side of Long
Beach Blvd., between Los Flores and Poplar Drive, with picture thereof
a ttaehed.
It was moved by Councilman Lake and seconded by Councilman Mc-
Meekin that the applicant be permitted to put said building on said lot
for temporary use only in connection with selling real estate. All mem-
bers of the Council present voting aye, the Mayor declared the motion
duly carried and it was so ordered.
A communication was received from H. W. Leniham, Sponsors Re-
presentative of Land and Water Agent of County of L. A. Department of
Public Assistance, requesting use of vacant park property for garden pro-
,jects, which would be taken care of by W. P. A. workers. There being no
ob,jeetion, this matter was referred to Councilman McMeekin to conf er with
Assistant-Water Supt. Blain regarding water facilities, etc.
A,communication was received from A. L. Young submitting his
resignation as member of .the Civil Service Board to take effect at once,
as his duties as State Guard and other business is too pressing to con-
tinue to serve. Thereupon it was moved by Councilman Christensen and
seconded by Councilman Lake that the resignation be accepted and that the
City Clerk be directed to commgnicate with Mr. Young thanking him for
services rendered. All members of the Council present voting aye, the
Mayor declared the motion duly carried and it was so ordered.
A communication was received from the City of Compton inviting
the Council and other officials to attend a meeting of their City Planning
Commission when they have the Planning Congress present, and the principal
speaker will be Gordon Whitnall on street parking vs. off-street parking
in commercial districts, said meeting to be held at the Wininger Hall,
125 W. Palm Street, at 12:30 P.M. There being no objection, said communi-
cation was ordered filed, and the City Attorney was delegated to attend.
A communication was received from Dick O'Shaughnessy, Commander
of the American Legion, requesting a donation from the City Council in
the sum of X20.00 to send a boy to Boy's State at Davis, California to
receive; instruction on Government. There being no objection, said oom-
munication was ordered filed.
The hour of 8 P. M. having arrived, said time being the hour
fixed for continuing the hearing any objection or protests in connection
with the installation of sewer facilities in various parts of the City of
Lynwood.
The Mayor inquired of the audience whether or not any oral ob•,=
,jections or protests had been Piled. There was no response.
Thereupon the Mayor inquired of the City Clerk whether or not
any written objections had been filed. The City Clerk stated that none
had -been filed.
Thereupon it was moved by Councilman Christensen and seconded
by Councilman Lake that said hearing be continued to April 21, 1942, at
8 •P. M. All members of the Council present voting aye, the Mayor declared
the motion duly carried.
A communication was received from the City of Los Angeles re-
commending that the Board of Supervisors call a meeint inviting all ~~~
cities in L. A. County to attend a meeting to consider the consolidate
Los Angeles County into one city to be known as Greater Los Angeles.

There being no objection, said communication was ordered filed.
A communication was received from the City of Los Angeles regard-
ing the continuance of Century Boulevard via Holmes Avenue, Long Beach
Blvd. and ~ls Boulevard, to the effect that no preliminary estimates
have been::made regarding cost of the project as yet. There being no ob-
jection, said communication was ordered filed.
A communication was received from the Automobile Club of Sou-
thern California, suggesting the adoption of a resolution regarding the
conservation of automobile tires.
Thereupon RESOLUTION N0. 1435, entitled: "RESOLUTION.URGING
CONSERVATION OF AUTOMOTIVE EQUIPb1ENT", was read. It was moved by Coun-
cilman Lake and seconded by Councilman Christensen that said Resolution
No. 1435 be adopted.

A communication was received from W. L. Henderson, Chairman of
the Western Regional Conference of the Civil Service Assembly of U. S.
and Cansida, announcing a convention to be held in the City of Oakland on
May 8 and 9. There being no ob3ection, said communication was ordered
filed.
A communication was received from Claude C. Reber, Secretary of
the Lynwood Masons, offering the use of their temple located at 3292 Fern-
wood Avenue in case.of emergency. There being no ob,jeetion, said commun-
ication was ordered filed, and the City Clerk was directed to communicate
with the Mason's thanking for their offer.
An agreement in connection with subdivision map to be approved
by the County of Los Angeles for a fee, was presented, same having been
approved by City Engineer Bateman. Thereupon it was moved by Councilman
McMeekin and. seconded by Councilman Christensen that said agreement be
accepted and that the City Engineer be authorized to execute said agree-
ment for and on behalf of the City of Lynwood.

A communication was received from Walter N. MacAdam compliment-
ing the Council and Special Counsel R. A. Moffitt for their success in
the final clean up of Century Boulevard Mattoon, et al. There being no
objection, said communication was ordered filed.
A communication was received from Robert A. Moffitt, Special
Counsel, to the effect that the multiple z~efunding proceedings are now
finished with the exception of inquiry regarding assessments levied,
therefore the City will have no further need of Special Counsel, there-
fore submitting his resignation as Sp~ical Counsel to take effect May 1,
1942.
Thereupon it was moved by Councilman Lake and seconded by Coun-
cilman McMeekin that the resignation be accepted and that the City Clerk
be directed to again extend the appreciation to Mr. Moffitt for the work
done by his office in connection with clearing the Mattoons.

A communication was received from R. A. Moffitt, Attorney at
Law, submitting a proposal in connection with clearing the remaining tax
deeded parcels on a fee basis, so the the City would have a merchantable
title, offering to the work for a maximum of. X15.00 per lot for lots fold
for a sum not exceeding X250.00, and X20.00 per lot for lots sold in ex-
cess of X250.00. There being no objection, said matter was laid on the
table for later action at the next meeting of the Council.
A communication was received from Attorney Chas. A. Ruby report-
ing that he has served the owners of dairies on Abbott Road a notice to
vacate by May 1 or action will be commenced by the City to force such va-
cation; also that notice has also been served on the owner of dairy on
Imperial Highway to vacate by I~iay 1,5, 1942, or action will be commenced
by the City. There being no objection, said communication was ordered
filed.
A communication was received from City Attorney Ruby reporting
on the request for increase rates on the Pacific Electrict Railroad Co.
lines, to the effect that he appeared and raised ..the City's objection
against such increase as requested by the Council; also that he has enter-
ed into a stipulation for an adjustment of the taxes in the case of Eva
Borgert vs. State with the County of Los Angeles. There being no ob-
jection, said communication was ordered filed.

A report of the City Court was received; also application for
employment from Earl Vernon Yalton and Marion E. Treadway. There being
no ob~jeetion, said report and. applications were ordered filed.
ORAL COMIuNNICATI0N5:
Mr. Scott address the Council as representing the Array as Offi-
cer of the 9th Ordnance region, regarding the need for larger water mains
leading to the Western Gear Works factory recently completed; also re-
garding further extension for the Grayson Heat Control factory who are
proposing to enlarge their facilities, requesting the Council to cooper-
a to to ascertain that there might not be any curtailment in the matter of
manufacturing war materials; also discussion was had regarding an auxi-
liary power unit for water supply. There being no ob,~eetion, the Mayor
appointed Councilman Lake to act with himself to ascertain needs of these
firms and to Figure out ways and means to take care of Sueh requirements.
UNFINISHED BUSINESS:
• A communication was received from Acting Superintendent of
Str-eets reporting on cost of fencing the water plants as suggested by the
Defense Council some time ago, stating that it would coat approximately
X650.00. Thereupon it was moved by Councilman Christensen and seconded
by Councilman Lake. that the Street Superintendent be directed to fence
the water plant as per hie outline in his letter of March 30.

A communication was received from Actin Street Superintendent
Blain reporting that it would cost approximately ?00.00 to improve
Spruce Street as requested by petition at the last meeting of the Council,
however, that no funds were included in this years budget for such im-
provement, but that it could be included in next year's program for im-
provements. Thereupon it was moved by Councilman McMeekin and seconded
by Councilman Lake that the Street Superintendent be directed to include
said street in the list of streets to be improved during the next fiscal
year. All members of the Council present voting aye, the Mayor declared
the motion duly carried.
.ORDINANCE N0. 368, entitled: "AN ORDINANCE GRANTING TO THE PACI-
FIC ELECTRIC RAILWAY COMPANY, A CORPORATION, ITS SUCCESSORS AND ASSIGNS,
A FRANCHISE TO CONSTRUCT, MAINTAIN AND OPERATE A SPUR TRACK UPON AND ACROSS
FERNP100D AND BEECHV'IOOD AVENUES IN THE CITY OF LYNWOOD, " was read by caption
for the second reading. It was moved by Councilman Lake and seconded by
Councilman Christensen that the further reading of said ordinance be
waived. All members of the Council present voting aye the Mayor declared
the motion duly carried and it was so ordered.
It was moved by Councilman Christensen and seconded by Council-
man McMeekin ghat said Ordinance No. 368 be adopted as read the second
time, finally pass and be published as required by law.

IN THE CITY OF LYNWOOD," was read for the second time by caption. It was
moved by Councilman Lake and seconded by Councilman McMeekin that the
further reading of said ordinance be waived. All members of the Council
present voting aye, the Mayor declared the motion duly carried and it was
so ordered.
Thereupon it was moved by Councilman McMeekin and seconded by
Councilman Christensen that said Ordinance No. 369 be adopted, finally
pass and be published as required by law.

NEW BUSINESS:
A Tax Deed, dated March 23, 1942, and signed by H. L. Byram, as
Tax Collector of the County of Los Angeles, was submitted, wherein the
County of Los Angeles conveys their interest to Lots 187 and 194, Tract
8716 to the City of Lynwood, Thereupon it was moved by Councilman Mc-
Meekin and seconded by Councilman Christensen that said deed be accepted
and that the City Clerk be directed to cause said instrument to be record-
ed in the office of the Recorder of Los Angeles County.

A Grant Deed was presented wherein the City of: Lynwood proposes
to convey said lots to V. A. Nation.
Thereupon RESOLUTION N0. 1436, entitled: "RESOLUTION SELLING
REAL ESTATE AND AUTHORIZING THE EXECUTION OF A DEED UPON PAYMENT OF THE
CONSIDERATION NAMED THEREIN,~~ was read. It was moved by Councilman Me-
Nleekin and seconded by Councilman Christensen that said Resolution be
adopted.

A Grant Deed aovering a portion of Lot 11, Commerce Tract to be
known as Alameda Street, dated March 19, 1942 and signed by the officers
of the Security-First National Bank of Los Angeles, wherein they convey
a right of way for said street to the City of Lynwood. It was moved by
Councilman Lake and seconded by Councilman McMeekin that said deed be ac-
cepted and that the City Clerk be directed to cause said instrument to be
recorded in the office of the Recorder of `'Los Angeles County. _

A Grant Deed was received signed by Albert J. Brant, wherein he

seconded by Councilman Lake that said deed be accepted and that the City
Clerk be directed to cause said instrument to be recorded in the office
of the Recorder of Loa Angeles County.

A Grant Deed wigned,by George E. and Maude E. ShereY' wherein
they convey the westerly 50 feet of Lots 337, 338, 339 and 340, Tract 2551
to the City of Lynwood, said deed being signed on February 2?,.1942, was
received. It was moved by Councilman Christensen and seconded by Council-
man McMeekin that said deed be accepted and that the City Clerk be directed
to cause said deed to be recorded in the office of the Recorder of Los An-
geles County.

tensen and seconded by Councilman McMeekin that said easement be accepted
and that the City Clerk be directed to cause said instrument to be record-
ed in the office of the Recorder of Los Angeles County.
