NT. Mayor McMeekin was absent, therefore the meeting was called to order by the City Clerk and upon roll call it showed the= following present. Gouncilmen,Lake, Christensen, Vt'illard and Meyer. Absent Mayor McMee~tin. It was moved by councilman Christensen and seconded by Council- man Meyer that Councilman Lake act as temporary Chairman. All members of the Council present voting aye, the lt4ayor declared the motion duly carried and it was so ordered. Thereupon Councilman Lake took the chaffy as Gha.irman. It was moved by Councilman Meyer .and seconded. by Councilman Christensen that the minutes of the previous regular meeting of A?~ril 21, 1942 be approved. as written. All members of the Council present voting aye, the Mayor declared the motion duly carried a.nd it was so ordered. ?~,~'RI TTEN COIu1~~:~i~'NI CATIONS A communication was received from E. M. Becker, Deputy Agri- cultural Commissioner ea_lling attention to the need of control of punc- ture vine on Streets during the season in order to curb puncture of tires during these times when tires are becoming thin on account of our wa.r effort, suggesting that the City take similar steps with the County to eradicate these vines as much as x~ossible. At this time Mayor McMeekin arrived and took the chair. There being no objection, this communication wa., referred to Assistant Street Superihtendent Blain for attention. A communication was received from the South Gate Business Men's Association to the effect that at the their last meeting a discussion wa.s held concerning the installation of traffic signals a.t the corner or Long Beach Blvd, a.nd Tweedy Boulevard, rec~uestin~~ the City's opinion regarding the need. of a signal at this location. There being no objection, said matter was referred to Chief of Police P:~Iiller for investik~;ation and re- port to the Council at their next meeting. A communication u~a.s received from Henry Knight calling atten- tion to lack of building restrictions where he lives at 10~?40 Alexander St., at Imperial Highway where an office was built and now a lean has been added which does not ad.d to the attractiveness of the neighborhood.. There being no objection, said matter eras referred to Building Inspector Evans with instructions to investigate any? report his findings at the next meeting of the Council. A communication was received from Grayson Heat Control, Ltd. making application for re~onin~ of Lots 29, 30, ~1, 32, and. 59 and 60, Flock 5, P~.~od,jeska Park to M.3; a.s they are in need of additional facilities for their factory which is engaged. in making wa.r materials, attaching X25.00 to pay for incidentals in connection publishing notices, etc. Ther~u;~on Tentative Report in connection with sair rezoning, wherein the Council proposed to rezone Lots 29 to 45, both inclusive, in Block 5, Mod~jeska Park a.nd. Lots 158 and. 161, Tract 92.1 from Zone RI to M2; and Lots 46 to 60, both inclusive, in Block 5, Mod,jeska. Park from Zone C3 to M2, firing; ft~iay 19, 1942, at 8P. ;vT. as the time for a hearing on said tentative report, was read. G. ~ummett, to the effect that Ruth Corning, Clerk in the Treasurer's Office submitted her resi~~nation to become effective as of April 15, 1942. In accordance with previous practice, he ~F~culd recam:r,end tr.at she be paid two weeks vacation pay; also that Patricia Allen has been appointed by him to fill the vacancy, recommending that her salary be fixed at X115.50 per month. Thereux~on it was moved by Councilman P~[eyer and_ seconded by Coun- cilman Christensen that the salary of Patricia Allen be fixed at X115.50 per month as recommended by the Gity Treasurer to act as Assistant in the City Treasurer's office. A communication was received frorl Walter N. T~acAdam, Attorney at Law, offering to sell the t~6'. 75 feet of Lot 5, and 6, Block 9, Tract 5418 to the City of Lynwood for X200. ,'; 0, the City to assume bonds and assessments of record. Inasmuch as this Lot is needed. in connection with extension of mater plant at said Location, it wa.s moved by Councilman Lai>e a.nd seconded by Councilan Meyer th--t tre City purchase said. ;_~ortian of said. Cavanau~~h calling attention to the condition of the pavement in the middle of his block inhere are two bad ruts in the concrete so that when heavy trucks strike teem near-by buildings creak and vibrate, Fequesting that the holes be repaired. There- upon it Vras moved by Councilman Lake and seconded by Councilman Christensen that the ~~ssistant St. Supt. be instructed to have the holes repaired, and if he does not do so, to let the Council know why they should not be re- paired. All members of the Council voting aye, the IVla.yor declared the motion duly carried. A communication was received from Actin: St. Superintendent at- taching a certificate of disability from Dr. William P.. Wenz covering, L. L. Wakefield an employee in the Street Department, Mr. Blain stated in his letter that P~:°, ?Wakefield 'pas used up pis vacation peg°iod and one-year ~ s sick leave, requesting informations` to whether or not the Council desires to carry him an the payroll any lon~~er or not, stating that he will be un- able to return to work for some time. There being no objection, the Mayor referred the matter to Councilman Lake to check into the status as to former practices in connection with sick leave, etc. A communication was received from City At~orney Ruby submitting his opinion a.s to whether or not a vacation c:~n '~-e paid. by the City Coun- cil to the cast City Treasurer after hip t~;rm expires, ruling that in checking 2xistin~ laws in connection there~~~ith he ca_n find no authority for the Council to allow such vacation in pay. There being no objection, sa.id_ communication u?ac ordered filed. ,~ comr;iunication wa ~ received from H. S. Wilkinson, retiring City Treasu~°er to the effect that due to the very bad mec'r~anical condition of the car alloted to the Treasurer's office, he used pis car entirely for City business in the first ~~ear of his term of office; that during: the second year the car assigned to his office was shared with the Fire Dept. and tiaere-F'ore w en wanted it alas invaribly away, therefore he had. to use his own ca_r over 750 of the time, therefore stating that he should be allowed expenses of opera'ing his car for City business far two years, tenderinf_° ~~ claim in the sum of X100.00. Thereupon it v:as moved by Councilman Lake and sec~anded by Coun- cilman Christensen that the Claim of H. S. ?"ilkinson in:the sum of X100.00 be allowed end that a warrant be included in the demands for payment of said amount. T~'t. havin~~ arrived, said. time being the hour fix- ed for continuing the hearing in connection with installing sewers in the eastern portion of the City of Lynarood. The Mayor inquired of the audience whether or not there was any one present who wished to protest in connection with said_ matter. There was no resp Anse. The City Clerk stated that no written objections or protests had. been filed. It was moved by Councilman Lake and seconded by Councilman Meyer that the hearing= be a~ntinued to PJIay l~, 1942, a.t 8 P. M. All members of the Council voting aye, the Mayor declared the motion duly carried. Tkte hour of 8 P. M. having arrived, said time being, the hour fixed for hea.rin~~ protests or,ob,jections in connection z~~ith the abatement of dry and. drying as per notices posted as required by 1<<tv. The Mayor inquired of the audience whether or not any one pre- sent wished to protest to the abatement of dry and. drying vreeds. Higgans also report of City Court for month of April; also report of gasoline con- sumed by various departments; also budget reported by the City Clerk. ORAL COMIyiUNICATIO.NS: Mr. Harold Maddox addressed the Council as Electrical Inspector calling attention to the Council to the need of an examination to be held before a license is issued to electrical contra.etors to do business in the City of Lynwood, stating that the City Attorney has drafted such an Or- dinance. • Mr: Charley Maylen alsa addressed the Council on the matter. Thereupon An Ordinance, entitled: uAn Ordinance of the City of Lynwood, California, providing for the examination and licensing of ,journey ma.n•and master electricians, and for revoking sucri licenses; also provid- ing that no license shall issue for electrical work or electrical contract- ing• in the City of Lynwood witr~out compliance with the terms of the 4~rdin- ance; and providing penalty for violation or the provisions of the Ordin- ance," wa.s read for the first time. Thereupon it was moved by Councilman Willard and seconded by Councilman Lake that said Ordinance be accepted as read the first time end pass to the second reading. Roll Call: . Ayes: Councilmen Christensen, Lake, Meyer, Willard and McMIeekin. • Noes: None. • UNFINISHED iUSINESS: • A~communication was received from Russell D. Endicott renewing his•application for permit to operate a restaurant at the corner of Fern- wood Avenue and State Street in the building formerly use as a grocery store, requesting temporary permit to operate tr~ereat. A ter due~con- sideration, it was moved by Councilman Meyer and secOnd~d by Councilr;:an Christensen that Mr. Endicott be granted etemporary permit to operate said restaurant at said location. All members of the Council present voting aye; the Mayor declared the motion duly carried and it was so or~.ered. • In connection with the application of the County of Los Angeles for permission to use the City Park site to operate a garden project, the City Clerk wa:~ instructed to notify them that the City will permit•such useage, provided that they will furnish their own ~[ater from the abandoned. well located on the park site. NE'N BUSINESS: A Petition was received signed by Mr. and Mrs. Ray Stagg• and 30 others making' application for an ordina.nee to provide for twa hour parking around the Grayson Heat Control factory in order to eliminate long parking. by em~oloyees, thereby precluding the use of parking facilities by home owners along the Streets adjacent thereto. It was moved by Councilman Meyer and seoonde:~ by Councilman Christensen that the matter be referred to Chief of Police Miller to confer with City Attorney Ruby so that an Ordinance ma_y be drafted by the City Attorney for the next meeting of the Council calling for such limited parking a.s may be necessary to correct the situation. All members of the Council ~_resent voting aye, the Nia.yor de~- Glared the motion duly carried. A quit claim deed. covering Lots 327 and. 328, Tract 2=,~1 and- dated. April 23rd and-25th day of April, 1942, wherein Anna Myrtle Allen and Homer Martin Allen deed their interest in and to said Lots to the City of Lyn- wood, was received. It was moved by Councilman Christensen that said. Deed be accepted. and that the City Cler~t be and he is hereby directed to cause said instruments to be recorded in the Office of the Recorder of Los Ang•ele County, which wa.s duly seconded. b;r Councilman Lake. Pria.yor McMeekin appointed Councilman Meyer a committee of one to check into cost of fixing up Lots 327 and. 328, Tract 2551 for parking' of Cyty employees' cars. It was moved by Councilman Meyer and seconded by Councilman ..Christensen that the civil Service Commission be instructed-to call far an examination for ae new'~ligible list for the Police & Fire Departments. All members of the Council voting aye, the Mayor declarF-d the motion duly carried and. it was so ordered. Mayor PJicMeekin appointed Councilman Meyer to act as Chairman of Civilian Defense Council. It was moved by Councilman Christensen and. seconded ~y Council- man Lake that the meeting adjourn to May 19, 1942 at 7:30 P.
