M. • Mayflr McMeekin in the chair. Councilmen Meyer, Willard and McMeekin answered the roll call. Councilmen Lake and Christensen were absent. It was moved by Councilman Willard and seconded by Couneilma n ,Meyer that the minutes of the previous regular meeting-of May 19, 1942 be approved as written. All members of the Council present voting aye, the Mayor.deelared the motion duly carried and it was so ordered. WRITTEN COMMUNICATIONS: An application waa received from Gentry L. Blackburn ®aking ap- plication for a license to operate a physio Therapy Tech. establishment to be located at place to place in the City of Lynwood. There being .no ob- ,~ection, said application was deferred to Chief of Police for investigation and report. A communication was received from Grayson Heat Control, Ltd. by T. T. Arden, Vice President and General Manager, requesting that the adop- tion of an Ordinance which would provide for 2 hour parking adjacent to their factory be deferred for the duration of the war because that it would be a great inconvenience to workers in them plant. Thereupon it was moved by Councilman Willard and seconded by Councilman Meyer that the further reading of the proposed ordinance for limiting parking in Said area, be def erred until the next meeting of the Council, and that in the meantime Chief of Police Miller be instructed to confer with Mr. Arden the General Manager of Grayson Heat Control, Inc. in an effort to arrive at a satis- f actory solution to all conoerned. All member8 of the Council present voting aye, the Mayor declared the motion duly oarried and it was so or- dered. A communication was received from Paul W. Kerr: Coordinator of Civilian Protection of Lynwood, recommending that a non-suspension type .of file be purchased to file papers dealing with the office of Civilian Defense, giving quotations thereon. Thereupon it was moved by Councilman Meyer and seconded by Councilman Willard that Paul Kerr check further ~~~ith the local stationery house regarding prices, and that he be authorized to purchase a file from the lowest responsible bidder. Roll Call: . Ayes: Councilmen Meyer, Willard and McMeekin. Noes: None. Absent: Councilmen Christensen and Lake. A communication was received from Paul W. Kerr, Coordinator of Civilian Defense reporting on the matter of Civilian Defense clerical help to the effect that application has been made to W. P. A. for three addition- al workers, and that he believes that they will .be forthcoming, and if not he will so notify the Council. There being no ob~eetion, the Mayor ordered the communication filed for later reference in the event W. P~ A. help is not made available. An Offer was receiwed from Clifford J. Shrock to purchase Lots 791 and ?92, Tract 3078 for the sum of X1,400.00, agreeing to pay X900.00 cash and 500.00 in 90 days. The City Clerk stated that he called the ap- praisers who had previously appraised these Lots and that theq recommend the sale. Thereupon it was moved by Councilman Meyer and seconded by Coun- cilman Willard that the offer be accepted for the price and terms stated above, and that deed be issued when full consideration is paid. Torment offering to purchase i4 feet of Lot 149, Tract 8?16 now owned by the City and used as a water well for the sum of X145.00. Thereupon it was moved by Councilman Meyer and seconded by councilman Willard that the offer be accepted and the sale be consummated when payment is made therefor, if it meets with the approval of the Water Department. A communication was received from the Southeast Herald enclosing sample copies of poster and questionnaire forms which they recently made up for Maywood offering them for sale' and quoting prices thereon. There being no ob,~ection, said matter was r`ef erred to Councilman Meyer to con- f er with Paul Kerr, Coordinator of Civilian Protection, and if they need ~~~ A that type of poster that they report back to the Council at their next meeting. A communication was received from Frank E. Alderman, City En- gineer of the City of South Gate to the effect that their City Council authorized him to prepare and forward plans for the installation of a stop and go signal at the intersection of Tweedy Blvd, and Long Beach Blvd. to Lynwood and secure information as to whether or not the City of Lynwood is willing to share in the expense; one-half thereof (inasmuch as half of the sign would be on Lynwood property), stating that the cost thereof would be X800.00, and one-half thereof to be borne by the City of Lynwood, or X400.00; also requesting the City to check whether or not they .have easement on the south side of Tweedy Blvd. where the sign will be placed in Lynwood. There- upon it was moved by Councilman Willard and seconded by Councilman Meyerth~t the City of Lynwood share in the expense of the installation of a "stop and go" signal at Tweedy and Long Beach Boulevard and share in the expensA up to X400.00, and that a pro~eet be set up with the State of Calif®rnia for payment through the ~¢ gasoline tax fund. The hour of 8 P. ~. having arrived , said time being the hour fixed for hearing any objections or protests on the Tentative report in connection with transferring certain lands from Zone R1 into Zone If82, and transferring certain other lands from Zone C~ into Zone M2, covering pro- perty adjacent to the Grayson Heat Control factory, all as posted secord- ing to law. The Mayor inquired of the audience whether or not any protests or ob~eetions had been filed. There wag no response. The City Clerk stated that no protests or objections had been filed. Thereupon an Ordinance, entitled: "An Ordinance of the City of Lynwood, California transferring certain lands Prom Zone R1 into Zone M2 and Transferring certain other lands from Zone C3 into Zone M2," was read. for the first time. It was moved by Councilman Meyer and seconded by Councilman Willard that said ordinance be accepted as read the first time. and pass to the second-:reading. Yr. Carl Griest addressed the Council haw the proposed change of zone would effect the south side of Beachwood Avenue. Mayor McMeekin informed Mr. Griest that no change of zone is being made as affecting the wouth aide of Beachwood Avenue in these proceedings. M. halting arrived, said hour being the time fixed for continuing the hearing in connection with the installation of a sewer system in the east part of Lynwood. The Mayor announced that this was the place and time for said hearing, inquiring of the audience whether or not any one wished to protest in connection therewith. There was no response. The City Clerk stated that no written protests had bean filed. Thereupon it was moved by Councilman Meyer and seconded by Coun-. oilman Willard that the hearing be continued to duly 7, 1942, at 8 P. M. All Members of the Council present voting aye, the Mayor declared the motion duly carried. ORAL COMMUNICATIONS: Mr. A. B. Gray addressed the Council as to whether or not there was aa~y place that the City Council knew of where he could turn in some old rubber and iron scraps without routing it through ,)unk dealers, st~t- ing that he desired to give it directly to the Government to be converted into war materials. The City Council advised Mr. Gray that they knew of no such agency. UNFINSHED BUSINESS: Councilman Willard addressed the Council on the ffiatter oP petition from merchants requesting that something be done to slow up traffic:at Platt and Mulford Avenue on Long Beach Blvd. so that pedestrians may cross the thoroughfare more freely, stating that he has conferred with the Chief of Police and that the Chief has secured a n opinion Prom the City Attorney ruling that if motorist should hit the pedestrian signs in the center of the boulevard and it would in3c~re some person, that the City would be liable for such injuries, therefore the signs are not being treed. Chief Miller also addressed the Council on the matter to the ef- fect that in view of the City Attorney's opinion that he does not wish to take the chance to have them placed in the Street, however, if the Council so instruct that he will then be relieved of personal res?~onsibility and he will be glad to comply. +-„'•~~ b.. [` ~; In view of this situation, the City Clerk was instructed to write to the petitioners advising them of the Zia bility involved, and also informing them that iP they should grant it on Long Beach Blvd. at the locations requested many other like requEats would be forthcoming from other merchants which would involve much expense, and at this time such signs can no longer be secured anyway. Eouncilman Willard addressed the Council on the matter of re- quest by Police Department for purchase of primers,-powder, etc. for tar- get practice to be bought from Ben Reddiek for the sum of X65.2?, recom- mending that the purchase be made to be used for target practice as it is a goodbuy and necessary equipment. • Thereupon it was moved by Councilman Willard and seconded by Councilman Meyer that the purchases be made as recommended by the Police Department. • Roll Call: ~ • Ayes: Councilmen Meyerr Willard and McMeekin. Noels Nine. Absent: Councilmen Christensen and Lake. A communication was received from C. E. Haines with check enclos- ed in the amount of ~208.g3 in payment of tax deed price covering certain lots listed in his letter, requesting that the City secure tax deeds from the County of Los Angeles and prepare deed conveying the property to him as per Agreement of December 9, 1942. Thereupon it•was moved by Council- man Willard that a warrant be included in the list of demands in favor of Cc County of Loa Angeles for payment of taxes is said amount of X208.93 cover- ing the properties listed. All members of the Council present voting aye, the Mayor decalared the motion duly carried. A quitclaim deed, dated December 18, 1941, wherein Kate Walker deeds her interest in Lot 6, and 7, Block 6, Mod~eska Park, to the City of Lynwood, was submitted. It was moved by Councilman W111ard and seconded by Councilman Meyer that said deed be accepted and that the City Clerk be directed to cause said deed to be recorded in the office of the Recorder of Los Angeles County. Roll Call: Ayes: Councilmen Meyer, W111ard and McMeekin. Noes: None. Absents Councilmen Christensen and Lake. Thereupon Grant Deed dated June 2, 1942, wherein the City of Lyn- wood proposed to convey their interest in Lots 6 and 7, Block•6, Mod,~eska Park, to Charles Wreath, was submitted. • The•reu•pon RESOLUTION N0. 1444, entitled: "RESOLUTION SELLING CERTAIN REAL ESTATE AND AUTHORIZING THE EXECUTION OF A DEED UPON PAYMENT OF THE CONHIDERATION NAMED THEREIN', to Charles Wreath, was read. It was' moved by Councilman Meyer and seconded by Councilman Willard that said Resolution No. 1444 beedopted. Roll Call: Ayes: Councilmen Meyer, Willard and McMeekin. Noes: None. Roll Calls Ayes: Councilmen Meyer, Willard and Mc~eekin. Noes: None. Absent: Councilmen Christensen and Lake. Councilman Willard addressed the Council to the eff eet that E. Yolton who is a new man in the Fire Department, has proven a good fireman, therefore the Fire Chief has recommended an increase in salary. Thereupon it was moved by Councilman Willard and seconded by Councilman Meyer that his salary be increased Prom 130.00 per month to X140.00 per month as proveded by Class B. of the Resolution classifying City employees. Roll Call: Ayes; Councilmen Meyer, Willard and McMeekin. Noes: None. Absent: Councilmen Christensen and Lake. Discussion was had regarding paying for retreading tires on Fire Chief Lewis Car as he uses it occasionally on City business, however, the matter was tabled for further investigation and no further action was taken at this time, It was moved by Councilman Meyer and seconded by Councilman Wil- lard that the meeting adjourn to June 16, 1942, at 7:30 P.
