CALL TO ORDER: Pursuant to the agenda posted on October 11, 1991, Vice Chairman Sternquist called the meeting of the Community Services Commis- sion to order at 7:30 p.m. on Wednesday, October 16, 1991. 2. PLEDGE OF ALLEGIANCE: Led by Vice Chairman Sternquist. 3. ROLL CALL: Commissioners Caswell, Crump, and Sternquist. ALSO PRESENT: Community Services Director Kobett. Director Kobett stated Commissioner Burlingame had submitted a letter of resignation to the Commission, effective October 1, 1991. Commissioner Crump moved to excuse Commissioner Adams absence for cause, seconded by Commission Caswell and unanimously car- ried. 4. CONSENT CALENDAR: On motion by Commissioner Caswell and seconded by Commissioner Crump, the Consent Calendar was unanimously approved as pre- sented. A. APPROVAL OF MINUTES - Regular Meeting of September 186 1991. Commission approved the Minutes of the regular meeting of September 18, 1991, as submitted. B. REQUEST RECEIVED FROM TEMPLE CITY HIGII SCHOOL FOR RESERVED USE OF TIIE TENNIS COURTS AT LIVE OAK PARK ON NOVEMBER 12 AND 13, 1991 AND MAY 12 AND 13, 1992 FROM 12 NOON TO 4:30 P.M., FOR THE RIO HONDO LEAGUE GIRLS AND BOYS TENNIS PRELIMS AND FINALS. Approved request subject to the required Certificate of Insurance. C. REQUEST RECEIVED FROM TEMPLE CITY AMERICAN LITTLE LEAGUE FOR RESERVED USE OF THE BALLFIELDS AND CONCESSION STAND AT LIVE OAK PARK FOR THEIR 1992 SEASON. Approved request and collection of money on the park sub- ject to the required Certificate of Insurance. 5. UNFINISHED BUSINESS: None Community Services Commission October 16, 1991 - Page 2 6. NEW BUSINESS: None 7. COMMUNICATIONS: A. CORRESPONDENCE RECEIVED FROM BUD ADAMS. Vice Chairman Sternquist noted the correspondence and re- ceived for file. B. CORRESPONDENCE RECEIVED FROM DOUG WILEY TO ADDRESS THE COMMISSION REGARDING FURTHER RESEARCH ON THE SURFACE OF THE BASKETBALL COURTS AT LIVE OAK PARK. Doug Wiley, 6303 N. Golden West, he expressed a concern regarding the slippery basketball courts at Live Oak Park and passed out a packet to each Commissioner. The packet included statements from thirty nine basketball players stating their opinion of the conditions of the surface on the basketball courts at Live Oak Park. Mr. Wiley had spent ten hours of research and netted a total of twenty six documented injuries. Also attached was a petition signed by over 100 informing the Commission that they "feel the sur- face is very dangerous due to being slippery. Even with acid treatments which soon wear off, the surface remains a hazard to their safety. They would greatly appreciate coating the cement court with non -skid material like the tennis courts." The packet also contained letters from Muscle Beach, Venice, CA; Taylor Tennis Courts and various cities expressing the advantage of courts resurfaced with a non skid material. In conclusion, Mr. Wiley was of the opinion the courts are ice slippery. John Gottuso, 370 W. Las Flores, Arcadia,. stated the lights turn off at 9:00 p.m. and felt the City was trying to dis- courage play on the courts. He stated he plays on the courts three .times a week and in his opinion the courts are slippery. Commissioner Crump made a motion to table the request to the next Commission meeting on November 20, 1991, and refer the matter to staff to analyze, research and investigate the matter and prepare a report for the next Commission meeting. Seconded by Commissioner Caswell, and unanimously carried. Vice Chairman Sternquist stated that she understood Mr. Gottuso's frustration and believed he had a valid request for the Commission to investigate the condition of the surface on the basketball court. Commissioners Caswell and Crump concurred and requested that information be presented by staff at the next meeting to permit a recommendation to the City Council if the Commis- sion elects to do so. TIME FOR THOSE IN THE AUDIENCE WHO WHICH TO SPEAK: Randy Tyrell, 5709 Alessandro, requested Commission to consider the installation of a Gazebo in the center of the Temple City Park in place of the circular planter. Mr. Tyrell proposed a fund raising project including donations from Mary Coolman to design the structure and contractors providing the construction. He felt people in the community would be 100% for the project. Mr. Tyrell would like to finish this project that his father started some years ago and asked to have his request put on the agenda for next months meeting. Commissioner Caswell made a motion for Commission to place the request for a Gazebo in the center of Temple City Park on the November 20, 1991, agenda. Seconded by Vice Chairman Sternquist and unanimously carried. Vice Chairman Sternquist requested Mr. Tyrell to bring those interested in the project to the next meeting. Cecelia Rudar, 9716 E. Olive St., presented a letter to the Commission stating Temple City American Youth Soccer Organiza- tion at their board meeting of November 1990, had made a manda- tory rule and regulation that all participants in the AYSO program sell 5 pancake tickets and 36 candy bars, if the par- ticipants did not sell the the required pancake tickets and candy they would not be considered for All- Stars. She felt this action was discriminatory. She contacted Mrs. Broge, Temple City AYSO Commissioner, and was informed sales enhanced the AYSO program as the registration fees did not defray all costs. Mrs. Rudar asked the Commission if they would look into the AYSO's mandatory ruling of selling 36 candy bars and 5 breakfast tick- ets to be eligible for All -Star consideration. Director Kobett asked if the participants have an option to pay cash instead of selling the candy and tickets. Mrs. Rudar stated there is no alternate pay schedule. Vice Chairman Sternquist asked Mrs. Rudar to state her position with the AYSO board. Mrs. Rudar stated there was no set date for her to go to the board and Mrs. Broge will not return her phone messages. Commissioner Crump made a motion to place Mrs. Rudars request on the agenda for the Commissioners November 20, 1991, meeting. The motion was seconded by Commissioner Caswell, and unanimously carried. 9. MATTERS FROM CITY OFFICIALS: COMMUNITY SERVICES DIRECTOR REPORT. Director Kobett indicated a copy of the Directors report was in the Commissioners' packet. vice Chairman Sternquist received the report for file. Commissioners Caswell, Crump and Sternquist volunteered to work at the I- ialloween carnival at Live Community Services Commission October 16, 1991 - Page 4 Oak Park on October 31. Director Kobett encouraged support of the school district's anti drug and alcohol programs by partici- pation in Red Ribbon Week, October 19 -27, 1991 by wearing the red wristband he distributed. Students, teachers and other district personnel are wearing the wristbands with the message "Temple City Drug Free The Way To Be." Commissioner Caswell thanked Greg Sternquist for helping with the Picnic In The Park car show on October 5. Commissioner Crump commended staff for a job well done at the Picnic In The Park. 10. ADJOURNMENT There being no further business, it was moved by Commissioner Crump and seconded by Commissioner Caswell and unanimously car- ried that the meeting be adjourned to the next regular meeting of the Community Services Commission to be held on Wednesday, November 20, 1991 at 7:30 p.m. in the Council Chamber, 5938 N.
