N7. Mayor "McMeekin in the chair. Councilmen Lake, Meyer, 't°7fillard and T:Te?~eekin answered the roll call. ~:;ouncilman Christensen was absent. St was moved by Councilman Meyer and seconded by Councilman Lake that the minutes of the previous adjourned regular meeting of June 30, 1942, be appro~~ed as written. All members of the Council present voting aye, the Mayor declared the motion duly carried. ~~V~,IT`1'ET~ C01~i~MUIy1CA'1'I0N: ' A communication was received from Grayson Heat Control, Ltd., by L. L. Moloney, Purchasing Agent requesting use of City roller and- ' blade to fix up Lots for parking cars by their employees, requesting information as to cha~:ge to be made by City. Asst. John Blain reported that he believed that :'~'Q.50 per hour for each type of equip- ! ment and operator would be a fair price to charge. Thereupon it was moved by Councilman G'lillard and seconded ' by Councilman Meyer that the City offer the equipment on the basis as requested and. for the charge as recommended by Mr. Blain. Roll Call: Ayes: Councilmen Lake, iv;eyer, V~iillard and l~7cMeekin. Noes: None. Absent: Councilman Christensen. A communication was received from the Lynwood Press, by A. E. Copeland, Publisher, submitting their proposal to do the legal prir~~ng for the City of Lynwood on the same basis as last year, i. e., 65¢~ per column inch for the first publication and 50~ per column inch for each subsequent publication; for legal advertising of one publication only, 90~ per column inch. Thereupon it yaas moved by Councilman Lake and seconded by Councilman 1~leyer that the legal printing be awarded to the Lynwood Press as per their bid and that the Mayor be authorized to execute a contract therefor for and on - • behalf of the City of Lynwood. A communication was received f~°om Chief of Police Miller reporting that Police Officer Robert Reynolds is ill and has therefore ,fused up his vacation period and all but 3 and one-half days +~~' his ' sick leave period, requesting the Council's instruction as to what _ they want to do about granting further sick leave. Thereupon it was moved by Councilman Lake and seconded by Councilman ~'lillard ghat Pv7r. Reynolds be granted two weeks additional sick leave with pay. Kerr, Coordinator for Lynwood Civilian Defense requesting that a warrant be drawn for expenses in connection with Barren Daetweiler's course of study on Chemical 'Warfare as agreed upoh by the City Council at a recent meeting. Thereupon it was moved by Councilman jrVillard~and seconded by Councilman Meyer that a warrant be included with the list of demand for the amount heretofore appropriated for such purposes. All members of the Council present voting aye, the Nlayor declared the motion dul carried and it y was so ordered. A communication was received from the Office of Civilian Defense of Southern California Sector regarding need of a ~h5,000.00 bond to cover the Property Officer; also regarding his appointment to be ratified by the Council as made bar the Mayor some time ago. Thereupon it was moved by Councilman Meyer and seconded by Councilman " V~/illard that the appointment of R. ~V'. Anderson as Property Officer be ratified by the Council and that he be authorized to secure bond in the penal sum of X5,000.00 to be paid by the City of Lynwood. Noes; None Absent: Councilman ChristensenY A communication was received from the ~'Vomens' Ambulance and ~ Defense Corps of America proposing that the City of Lynwood have a .Hospitality House, requesting approval of the Council. It was moved by Councilman Meyer and seconded by Councilman Lake that the City council approve the plan as recommended b;r the ~~lomen~s Ambulance and Defense Corrs. A11 members of the Council present voting aye, the l~Iayor declared the motion duly carried and it vacs so ordered. A communication was received from ?ia. ft. ~~Iright, Public Accountant making application to do the City adtziting for fiscal year 1942-43 at ~;~200.00 per quarter, and to furnish quarterly reports to be condensed with the exception of the annual report which will be in detail. It was moved by Councilman I>leyer and seconded by Councilman Lake that .~'t. R. i~klright be employed as City Auditor for fiscal year 1942-43 at the price as a.uoted in his letter dated June 22. A communication vvas received from the Highway Traffic Advisory Committee of the ir'~ar Department sugbesting the appoint of a Chairman of i.~nlar Transportation Committee and a committee to serve. Councilman i,Ieyer addressed the Council stat-'s.ng that Nr. Snyder had been appointed as Chair- ~i man of the Transportation Committee for Civilian Defense and that he could be requested to appoint a committee to work with him, which the City Council agreed to do. An offer was received fror~n Grayson Heat Control, Ltd., to pur- `~ chase tax title to Lots 59 and 60, Black 5, Ivlodjeska Park, for a consi- deration of x725.00 free and clear, said offer being in line with the Appraisal of said Lots as heretofore appraised. Thereupon it was moved by Councilman Lake and seconded by Councilman `~~'~~illard that said offer be accepted, and that a warrant be included in the last of demands for pay- ment of tax title and for County mortgage as compromised by the Charities Department. Anderson, 3652 Louise St. offering to purchase Lot 1393, Tract 33U9 for the sum of :350.00 free and clear to him, excepting what amounts may be included in the 1942-43 taxes. It was moved by Councilman Meyer and seconded by Councilman `m~~illa~~d that the offer be accepted inasmuch as it meets with. tb.e figure heretofore agreed upon by the Council. A communications was received from Mrs. Annie Nelson and one From Stella Sr:ith requesting refund of weed assessment, alleged to have been erroneously charged against their property for year 1941-42. There being no objection, said communications were referred to John A Blain for checking and report at a later date. A Resolution was received from the .junior Chamber of Commerce calling attention to the need of a transportation system for the City of Lynwood, and petitioning the Council tomake an investigation of transportation requirements of the City, and 'to either establish a municipal bus service or er.~er into an Agreement with and give a franchise to a private concern for required transportation facilities. There being no objections, the Mayor referred this rrtatter to the Council as a whole as a committee to work out a suitable plan, if possible. A communications way received from City Treasurer Dummett calling attention to the need by the County of Los Angeles to the splitting of certain 1935 Refunding bonds in A. & I. District No. 7, requesting that the Council instruct the Street Superintendent to prepare a map showing how such parcels have been divided and to make the necessary split ors the unpaid halance of the bonds. Paiessier, Business P~~lanager of the Los Angeses County ?7ealth L`epartment, submitting a contract to perform health services on behalf of the City of Lynwood on a basis of 9~?~ for each inspection. `T'hereupon it was moved by Councilman ti-ieyer and seconded by Councilmar~!Ni.llard that said contract be accepted and that the T~l~ayor be authorized to execute said Agreement for and on behalf of the City of Lynwood. A comrr~unication was received from Lynwood Civil Service Com- mission requesting the Council to approve attached Notice of IJxamination to be published in the Lynwood Press; also recommending that a minimum wage of ~~~150.00 per month with an increase to .;160.00 per month within sixty days be advertised in the notice.
