REGULAR yiEETII~rG JULY 21, .1942.
The City Council of the City of Lynwood met in a regular session,
in the Council Chamber of the City Hall, 11331 Plaza Street, on above date
at 7:30 P. M.
Priayor Mcldleekin in the chair.
Councilmen Lake, ~,Ieyer, Millard and IVIcT4leekin answered the roll
call.
Councilman Christensen was absent.
It was moved by Councilman Lake and seconded by Councilman
Meyer that the minutes of the previous adjourned reglzlar meeting of
July 14, 1942, be approved as written. All members of the Council present
voting aye, the Mayor declared the motion duly carried and it was so
ordered.
V`uRITTEN COM ~;.T~UI'~TCATIONS;
A communication was received from the Imperial Highway Asso-
ciation announcing their meeting tp be held in the City of Lynwood on
Saturday evening, July 25, at 7 P. I~. at the Lynwood Hotel. All those
-./who plan on attending were requested to so notify the City Clerk so that
reservations might be made.
A communication was received from L. L. Moloney, Purchasing
Agent of Gra~rson Heat Control thanking for offer by City to grade Lots
on Imperial I?ighway for a consideration to be used as a parking area.
There being no objection, said communication was ordered filed.
A communication was received from R. F. Rod well submitting his
resignation as a city employee in the eater Department, thanking the
City Council for past favors. It was moved by Councilman ~tiillard and
seconded by Councilman Lake that said resignation bey accepted, and that
the City Clerk be directed to communicate with Mr. Rodwell thanking him
for his faithful service to the City while in its employ. All members of
the Council present voting aye, the Iv7ayor declared the motion duly
carried and it was so ordered.
A communication was received from Los Angeles County Division
of the League of California C_i_ties announcing their next meeting to be
held in the City of Hermosa, at the Hermosa Biltmore on Thursday, July
23, 1942, at 6:30 P. M. All who wish to attend were requested by the Mayor
to so notify the City Clerk in order that reservat3.on might be made for
the meeting.
A communication was received from Mr. A. McRobert requesting
an increase in salary on the grounds that he has been working for the
City for 16 years. After due consideration of the matter, it was moved
by Councilman ?"~illard and seconded by Councilman Tpleyer that these salaries
of A. McRoberts and R. 'rid. jell be increase>d from ~'~>132.82 per month to
142.82 per month, and that the salary of Ivlary Tdiolli.dor be increased from
'~~~109.72 per month to ~#~121.00 per month, and that the salary of ~~len
t~debb be increased from .80.00 per month to :90.00 per month.

A communication was received from Chief of Police Miller
recommending that Police Officer W. G~~. Fuller be reimbursed for damage.
to his uniform wile in the act of apprehending a suspicious person,
in the sum o.f ~`,~10.00, as he suffered damage while doing his work in
line of duty. It vuas moved by Councilman Lake and seconded by Council-
- man 1Vieyer that Officer Fuller be reimbursed in the sum of ~~10.00 for damage
to his uniform.

seat at the Council Table.

A communication was received from Caroline Bryant, .Clerk of the
~~'+ater Department requesting permission to trasfer certain inactiv® un-
collectable accounts from the inactive file. After due consideration
of the matter it was moved by Councilman Meyer and seconded by Council-
man ~"tillard that t'ne accounts be turned over to the Gray Collection
Agency in an endeavor to collect the amounts due. All members of the
Council voting aye, the Mayor declared the motion duly carried and it
was so ordered.
A communication was received from the State of California
Department of Public ~-corks, Division of Highways, enclosing in triplicate
ti memorandum of Agreement for accumulation of ~ cent gas tax for streets

of Major Importance withir_ the City for the 1943 fiscal year.
Thereupon the Agreement was submitted.

The Agreement in connection ~dvith installation of a "Stop and Go"
signal between the County of Los Angeles, Southern Pacific Company and the
City, at the ir_tersection of Imperial and Alameda Blvd. was re-submitted as
the Southern Pacific Co. had requested a change in one paragraph. There-
upon it was moved by Councilman Meyer and seconded by Councilman Christensen
that said Agreement be accepted and that the Mayor be authorized to execute
said Agreement for and on behalf of the City of Lynwood.

Park, was submitted. It was moved by Councilman Tdeyer and seconded by ~;
Councilman Christensen that said Release be accepted and that the City
Clerk be directed to cause said instrument to be recorded in the office
of the Recorder of Los Angeles County.

A communication was received from the i~~atchtower Bible and Tract
Society (Jehovahrs witnesses), by Fred h'. Fox, objecting to the require-
went of a business license to carry on their solicitation in the city of
Lynwood, quoting certain decisions of the United States Supreme Court re-
garding the matter to substantiate their request for exemption.
The City Attorney stated that he still stood on the ground of his
opinion formerl~r given that said or~anj.zation would be subject to pay a
license as required by Ordinance No. 265.
Therefore, the Chief of Police was directed to pror.eed to en-
force the ordinance,

Tr2r Bush addressed the Council thanking the Council for their
favorable action in taking over the water system in the '~uawona Park dis-
trict; also spearing regarding :Jivilian Defense activities and lack of
Coordination. P~Ir. Bush was requested to contact the Civilian Defense Council

relative to the clearance of title to certain tax deeded lots, as submitted
some time ago in detail, submitting a proz~osed Agreement in connection
with said matter.

fixed for hearing any objections or protests in connection with amended
reassessment of certain lots and the segr.agated and apportionment of the
unpaid installments of the original reassessments, as required by law and

The Prlayor inquired of the City Clerk whether or not any written
objections or protests had been filed. Tne Clerk stated that none <zad
been filed.
Thereupon the T',iayor inquired of the audience whether or not
there was any one present who wished to protest in connection with said

fixed to receive any bads in connection with the improvement of the City
Park as published in the Lynwood Press a newspaper of legal issue.
No bids were submitted.
Thereupon it was moved by Councilman Lake and seconded by Council-
man Christensen that furtl~.er action be continued until the next regular
meeting of the Council to be held on August 4, 1942. All members of the
Col~ncil present voting aye, the T~~ayor declared the motion duly carried and
it was so ordered.
The hour of 8 P. M. having arrived, said hour being the time
fixed for receiving bids in connection with furnishing electric current
for illuminating the street lamps installed in ornamental post in Light-
liaintenance District No. 15, and lamps on suspension posts in said Dis-
trict, as published in the L~jnwood Press.
It was moved by Councilman Meyer and seconded by Councilman
Lake that the bids be publicly opened and declared. All members of the
Council voting: aye, the 1!rlayor declared the motion duly carried.
Southern California Edison Company, Ltd. submitted the only
bid, accompanied by a certified check in the sum of ;'1,000.00.

The matter of bringing the card index to property in the ~'i_ty
of Lynwood up to date, was again brought up for c~-~r_sideratior, Wig::
having been presented by Mr. Lee Parmelee somPt~:me ago wherein he offered
to do the work at a cost to City of. 3~ per parcel and to show ownerrs
name and address to each such parcel, and to keep it current to `150.00
per year. It was moved by Councilman TVleyer and seconded by Councilman
tiR~illard that the City engarye the services of Mr. Parmelee to do this
work on the basis of 3~ per parcel, and nut for yearly service at this
time.

John A. Blain and E. y~. Lewis, Fire Chief, reportAd on the
gasoline bids submitting summary of bids received for urnishing gasoline
for fiscal year 1942-43, showing that Gilmore Oil Company was the lowest
resp~~nsible bidder, recommending that the contract be let to the low bid.
Thereupon it was moved by Councilman Vuillard and seconded by Councilman
Christensen that we act nn the recommendation of the majority of the
Committee appointed to look into t~~.e matter and award contract for fur-
nishing of gasoline requirements for all City Departments/for fiscal year
1942-43 as per price submitted in their 'bid. to Gilmore Oil Company.

It was moved by Councilman Christensen and seconded by Council-
man 1~!Ieyer that the demands be allowed and warrants be drawn on the City
Treasurer for said various amounts.

Christensen that the City take out war risk insurance in the amount
~~ of ~~70,000.00 covering all buildings contents and automotive equip-
- ment.

It was moved by Councilman TaIsyer and seconded by Councilman
b~~illard that the U. S. Army be permitted to use Lots 17 , 18, 21, 22, 23:
24, 25, Block 17, Modjeska Park on which the City hold tax title during
the duration of the war, however, that the U. S. Government be held
liable in the event of accident or injury to person or property during
the co7zrse of occupancy. .All members of the Council voting aye, the
I4layor declared the motion duly carried.
The City Clerk presented his Annual Report of the City of Lynwood,
together with budget statement at the end of fiscal year June 30, 1Q?_2e
There being no objection, said annual report was ordered filed.
It was moved by Councilman Christensen and seconded by Councilman
Lake that the meeting adjourn to August 4, 1942, at 7:30 P. NT. All
members of the Council present voting aye, the 1Viayor declared the mot#:~in
