HomeMy Public PortalAboutM 1942-08-24 - CC__ _ _ _ __ ~~( ADJOURNED REGULAR MEETING AUGUST 24, 1942 The City Council of the City of Lynwood met in an adjourned regular session, in the Council Chamber of the City Hall, 11331 Plaza Street, on above date, at 7:30 P. M. Mayor McMeekin in the chair. Councilmen Lake, Meyer, Willard and McMeekin answered the roll call. Councilman Christensen was absent. It was moved by Councilman Meyer and seconded by Councilman Lake that the minutes of the previous regular meeting of August 18, 1942 be approved as written. All members of the Council present voting aye, the Mayor declared the motion duly carried and it was so ordered. The hour of 7:45 P. M. having arrived, said hour being the time fixed for hearing any protests or objections in connection with the proposed sewer installments improvement in the northeast and south- east part of the City of Lynwood, as required by the "Special Assess- ment Investigation Limitation and Majority Protests Act of 1931," as amended, said hearing havih~; been continued from the regular meeting held on August 18, 1942. The Mayor announced that this was the time and place fixed for the hearing of any additional protests, requesting information from the City Clerk as to whether or not-any written protests had been filed. The City Clerk stated that some had been filed, thereu~~on proceeding to read them. -There was one filed signed by James DeWitt and 20 other pro- perty owners, owning property on Jackson Avenue, protesting against any and all petitions relative to putting in sewers in said District.. One was read signed by W. J. Hamilton and three other property owners protesting the installation of sewer project now pending on the grounds .that the cost of said project is exorbitant; also one signed by T. E. Rarisay and Aylesford M. Ramsay on the grounds that the cost is exorbitant, said. property owners residing on Bradfield Avenue. A Petition was received signed by Robert W. Bailey and 6 other property owners in Tract 5632, protesting the construction oP sewers at the present time. One was also received signed by Howard Burton and 15 other property owners in Tract 11862 fronting on Walnut and Platt Avenues, protesting the installation of a sewer system in and along the Lots specified therein. A petition was also received signed by 0. Ben Berry, 10741 Sampson and 33 other property owners requesting that Sampson Avenue be eliminated from the District. A Petition was also received. signed by Carl M. Lynch and 20 other property owners residing on Colyer Avenue, petitioning the Coun- cil to have said Street eliminated from the proceedings as they do not desire sewer facilities at this .time. A Petition was also received signed by Mrs. E. B. Rademaker and 9 others residing and owning property on Cornish Avenue, requesting that said Street be eliminated from the present sewer project as they do not desire sewer facilities at this time. City Engineer Bateman reported on the Petitions as filed to the effect that the following Streets have a majority far exclusion of the respective Street listed belo~a~. Sampson Avenue, between Pendleton and Abbott Road Jackson Avenue, between Pendleton and Abbott Road Colyer Avenue, between Imperial and Abbott Road North side oP Platt Avenue, between Bullis Road and Ernestine. Therefore, as agreed by the Council at the hearing on August l8, 1942, said Streets will be excluded from the proposed project as petitioned for. City Engineer Bateman explained that even though a Street is eliminated from the proposed assessment district that there will be a nominal charge of .approximately X25.00 for the main trunk line whii~h have to be constructed to serve the territory in the district and which ttu~k~.line will likewise be used by all property owners when sewer facilities.is desired. Thereupon the Mayor inquired of the audience vrhether or not any one wished to protest orally to the doing of the work as proposed by Resolution No. 1457, and as per. notices sent to each property owners as required by law. And. it having been determined that the hearing had afforded all those present an apportunity to be= heard and given them an opport- ,,,~ unity to protest either orally or in writine. Therefore it was moved by Councilman Lake and seconded by Councilman Meyer that said hearing be closed. All members of the Coun- cil present voting aye, the Mayor declared the motion duly carried and it was so ordered. ORDINANCE NO. 375, entitled: "AN ORDINANCE OF THE INCORPORATED CITY OF LYIVWOOD, CALIFORNIA, ESTABLISHING TAX DISTRICTS NO. 1 A~~ N0. 2 OF SAID CITY, FIXING THE RATES OF TAXES, AND LEVYING TAXES FOR THE FIS- ~QL YEAR BEGINNING JULY 1, 1942, AND ENDING JUNE 30, 1943,_". was read for the second time. It was moved by Councilman Lake and seconded by Coun- cilman Meyer that said Ordinance be adopted as read the secor_d>time, ~znally pass and be published as required by law. Councilman Meyer addressed the Council stating that there is a movement under way to have the Rationing Board office removed:, from Lynwood to Compton, stating that he believes that a Resolution should be adopted by the Council ob,~ecting to such removal. Thereupon RESOLUTION NO. 146 9, entitled: " A RESOLUTION OF THE CITY COUNCIL OF INCORPORATED CITY 0 F LYNV(~`OOD, CALIFORNIA, IN RELA- TION TO THE CONTINUING OF THE LOCA`~ WAR PRICE AND RATIONING BOARD #5-56A, OF LYNWOOD, CALIFORNIA," way read. Councilman Willard addressed the Council stating that in the salvage drive which he is Chairman of, there=will be a need for a City _. ~ _ _ _ _ __ truck to pick up the salvage from citi?ens of Lynwood, stating the date for such deposit will be announced. at a later date. The City Council agreed to furnish such truck for such purpose when the time arrived. It was moved by Councilman Meyer and seconded by Councilman Willard that the meeting ad,~ourn to September 1, 1942, at 7:30 P. M.
