REGULAR MEE`T'ING SEPTEIvt~ER l5, 1942
The City Council of the City of Lynwood met in a regular ses-
sion, in the Council Chamber of the City Hall, 11331 Plaza. Street, on a-
bove dste, at 7:~0 P. M,
In the absence of Mayor P~1cb2eekin, the meeting was called to
order by the City Clerk, and the roll call showed the follovaing pre-
sent:
Councilmen Christensen, Lake, Meyer and R'illard.
Councilman ~ZcDrieekin was absent,
It was moved by Councilman Christensen and seconded by Council-
man Meyer that Councilman Willard be appointed to pct as temporary Chair-
man and Mayor pro tem. All members of the Council present voting aye,
the City Clerk declared the motion duly carried .and it was so ordered.
It was maned by Councilman Christensen and seconded by Council-
man Meyer that the minutes of the. previous regular meeting of September
1, 1942 and of the a.d~ourned regular meeting of September 10, 1942 be `ap-
proved as written. All members of the Council present voting aye, the
Mayor declared. the mibtion duly carried and it was so ordered.

A communication was received from Governor Culbert L. Olson
inviting the City Council to attend a ceremor~.; to be held to ..greet
Mexican Officials, including General Manuel Avila Camacho, President
of the Republic of Mexico, to be held;in front of the State Building on
September 16, at 10:30 A. ~u', No acti~-n was taken thereon other than"'the
communication was ordered f'_led.
A eomr;.unication was received from Hoarard 0. Hunter, Special
Assistant to the Administrator of Office of Price Administration, to the
effect that the reason why the rationing Board Office was moved was in
interest of efficiency and ec-;nomy, however, stating that they are sure
that Mx'. Camp who is in close touch with the local situation will give
your resolution every consideration possible in the permanent establish-
ment of these boards. There being no objection, said e®mmunication was
ordered filed.
A communication was received from the League of California Cities
announcing a Patriotic Revue on "You Can Defend America" to be held pre-
ceding the Forty=Fourth Annual ~Jt'a.r Conference of the League, on Sunday,
September 20, 1942 at the Ballroom, Biltmore Hotel. There being no ob-
jection, said communication was ordered filed.
A communication wa.s received from E. G. Clarke, 32.55; Palm Ave.
regarding the condition of the sidewalks on Palm Avenue, between Oak and
Long Beach Blvd. ; also°> on tr.e Blvd, between Palm & Burton, stating that
the weeds interfere with pedestrians wa~,king on the sidewalks. There be-
'_ng no ob,j ection, said c~+mmunicati on ~~,as referred to Engineer Bateman for
Correction.
A communication was received from Alma. S. Burk to the effect
that they are not willing to pay ~1~5.00 for Lot 30, Block 2, Mod~jeska
Park, as they believe that X100.00 is all that the L•ot is worth to them.
There being no objection, said communication was ordered filed.
A Petition was received signed by Vernon R. Foote and 28 others
requesting that Blocks 2, 4, 6, 8, 11, 12 and 14 of Tract 5418 be rezoned
from Zone ~1 to Zone M2, accompanied by a cYaeck signed by Gregory G. Pan-
opulos in the amount of X25.00 for costs in connection therewith.
Thereupon Tentative Report of the City of Lynwood, California
in Relation to Proposed Change of Zone as petitioned, was read.
Thereupon RESOLUTION v0. 1475, entitled: "A RESOLUTION OF THE
CITY COUNCIL OF `1~HE INCORPORATED CIr1'Y OF LYN~~ ~"D, CALIFORNIA, DECLARING
I`T'S INT'ENT'ION TO HOLD A PUBLIC HEAT=~IIdG UPON THE TENTATIVE REPORT OF SAID
CITY COUNCIL, UPON THE TRANSFER OF LANDS FROr~7 ZONE Fl INTO ZCNE M2 as
PETITIONED," was read. It was moved by Councilman Christensen and secon-
ded by Councilman NTeyer that said Resolution No. 1475 be adopted,

A commu nication was received from the City Council of the Gity
of Los Angeles requesting the City of Lynwood to give consideration to
legislation which will be drawn to provide that ~¢ of the State Sales Tax
be apportioned to Cities for governmental expenses, a.nd which will be
presented to the League Convention when it convenes in the City of Los
Angeles on September 21. There being: no objection, said communication

A communication wa.s received from Building Inspector F'. D.
Evans calling attention to the Council of the Twlentieth Annual Conven-
tion of the .Pacific Coast Building Officials to be held in the City of
Reno, Nevada., October 6, 7 and 8, 194?, stating that he ~niould like to
participate in the convention. It was moved by Councilman Christensen
and seconded by Councilman Lake that Building Inspector Evans be author-
, ized to attend said convention and that the City pay expenses in connec-
tion therevai th.

A communication was received from tJI. Tellefson, Attorney sub-
mitting an offer to revise City ordinances and indexing the unrepealed
ordinances, submitting an agreement in connection therewith wherein he
proposed to do Gaid work fora total consideration of X250.00. It vas

~ Mayor ~e au~hor~zed to execute said agreement for and on behalf of the
Gity o~f Lynwood.

Report of the City Court for month of August was received.
Also report of consumption of gasoline by the various department's cars
for the month of August, was submitted. -There being no objection, said
reports were ordered filed.

Mesdames L. Hester, Verle Loveland, May Fussell, all residing
east of Atlantic Ave., addressed the Council on the need of crossing
guard to assist school children across said Atlantic Ave. who attend
the Washington School, stating that it .is .no~~r very hazardous as the
Children find it most difficult to cross the street on account of so
many automobiles .who use Atlantic-Ave.
Chief of Police 14Tiller and Engineer Bateman addressed the
Council regarding the matter.
After due consideration of the crossing guard problem, it was
moved by Councilman Christensen and seconded by Councilman Meyer that
the City hire ttivo Crossing Guards, one to be stationed at Sanborn and
Atlantic Ave. and. the other one on Long Beach Blvd.

A Petition eras received si~•ned by Jimmey Hignett and 10 others
rerue~sting that sanitary severs be installed in Dornish Avenue, between
Imperial High~l~ay and Pendleton and that such sewers be included as part
of the work described in Resolution of Intention No. 1408.
A 'communication was received f rorn John A. Casagranda protesting
the installation of sewers as proposed by proceedings now under considera-
tion by the City, being Lots 7 to 10, inclusive, Blcck "A" and Lots 6 to
10, inclusive, filock "B", in Tract 12197. Inasmuch a.s the hearing. on the
Resolution of Intention had been concluded, no action w~:s taken on the
matter other than the communication was ordered fi7_ed.

°The City Council of the City of Lynwood, California, does here-
by resolve as follows:

and it is the intention of this City Council to make certain ehan~;es in
the work or improvement described and set forth in its Resolution Of In-
tention No. 1468 on file in the office of the City Clerk of said City to
which reference is here'~y 1.1ade for further particulars..
"SEC`T'ION ~, It...~ hereby proposed that the following described
~~~ork or .improvement be added to the ~rork or improvement described in said
Resolution of Intention: the construction of vitrified clay pipe sanitary
sewers together v~lith house connec`ions, manholes, lam holes and all appur-
tenant v~lork including resurfacing of trenches with bituminous macadam
pavement in CCLY}~'R AVENUE from the nIDrtherly line of Imperial Highway to

It was moved by Councilman Lake, and seconded by Councilman
'Willard that said Resolution No. 1477 be adopted.

Mr. John Fairbanks addressed the Council on the matter of his
contract with the City to haul trash and lawn clippings, reporting that
the U. S. Army has now instructed that he no linger can dumb? lawn clipp-
ings and ashes a_t dumps on account of the fact that these items are com-
bustible and therefore ,they will not burn readily thus being contrary to
dim out regulations, therefore, requests°ng ~to be released from such ser-
vice during the time that such 'restrictions =re rr~aintained by the United
States.
Thereupon it was moved by Councilman Christensen and: seconded
by Co~_ncilman P~Ieyer that ~v7r. Fairbanks be released from performing that
part of service called for in his contract in reg~-rding• to picking up
lawn clippings and ashes, and that NIr. Fairbanks give due notice in the
papers of the discontinuance of such service so that the residents nay
be fully advised. All members of the Council present voting °aye, the
Mayor .declared the motion duly carried a.nd it was Go ordered.
