HomeMy Public PortalAbout19990607REGULAR COUNCIL MEETING JUNE 7, 1999 CALL TO ORDER 1 The Regular Council Meeting of June 7, 1999, was convened at 7:30 P.M. by Mayor Tom Rackers. Prayer was offered by Councilman Charles Jackson, followed by the Pledge of Allegiance. ROLL CAL The following Council Members were present for the roll call: Present: Blaney, Jackson, Jaynes, Nelson, Nilges, Stella, Vincent, Vogel and Weber Absent: Landwehr A quorum was declared present. PUBLIC HEARINGS Rezoning of 800 West High from RA -2 (Multiple Family Residential) to C -O (Office Commercial) — Planning and Code Enforcement Director Keith DeVault made a presentation outlining the background of the request for rezoning. Following Mr. DeVault's presentation, no one requested to speak in favor of, or opposition to, the request for rezoning. Mayor Tom Rackers declared the public hearing concluded. PRESENTATIONS FROM THE GALLERY Finance Director Steve Schlueter made comments regarding the annual audit report, and thanked staff member Phyllis Gilpin for preparing, printing and distributing the report. Mr. Schlueter then introduced Mr. Dale Siebeneck, CPA, with Evers & Company who presented the Auditor's Report and answered questions from members of the Council. Several Council Members requested that the recommendations made by the auditors be reviewed periodically to ensure that the City is addressing problems rather than waiting until the end of the year. Public Works Director Marty Brose made a presentation on the levee project. The presentation included projected dates for each phase of the levee up to, and including, completion. Following the presentation, he answered questions by Council Members. Greg Dorge made a presentation on GIS Project. The presentation included a demonstration of the various ways that geographical information can be tabulated, indexed, and viewed, and the various applications for which such information would be invaluable. REGULAR COUNCIL MEETING JUNE 7, 1999 2 Following the presentation, Mr. Dorge answered questions by member of the Council. CONSENT AGENDA The following items were presented for approval on the Consent Agenda: a. Minutes of May 17, 1999, City Council Meeting b. Bid 1820 - Material Spreaders, Public Works c. Amendment to Contract with Burns & McDonnell for W. Edgewood Project d. Authorizing Abatement of Tax Liens on Property Located at 706 & 708 E. Miller for Use as Habitat for Humanity Housing A motion was made by Councilman Charles Jackson to approve the Consent Agenda as presented, seconded by Councilman Carl Jaynes, and approved unanimously. MINUTES AND REPORTS RECEIVED & FILED Mayor Tom Rackers announced that the following reports have been received and are on file in the City Clerk's Office: a. 1998 Missouri River Regional Library audit report b. REGULAR COUNCIL MEETING JUNE 7, 1999 6 Bill 99 -14 was read third time by title, placed on final passage and passed by the following vote as Ordinance 12935: Aye: Blaney, Jackson, Jaynes, Nelson, Nilges, Stella, Vincent, Vogel and Weber Nay: None INFORMAL CALENDAR Bill 99 -7, sponsored by Councilman Jaynes, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A DEVELOPMENT AGREEMENT WITH RON DAWSON AND DON WELCH CONCERNING WESTMINSTER ESTATES SUBDIVISION. Councilman Carl Jaynes requested that Bill 99 -7 be removed from the Informal Calendar and placed on final passage. A lengthy discussion was held regarding the issue, and several Council Members stated their reasons for the way they plan to vote on the bill. At the conclusion of the discussion, Bill 99 -7 was defeated by the following vote: Aye: Blaney, Jaynes, Stella and Vincent Nay: Jackson, Nelson, Nilges, Vogel and Weber RESOLUTIONS RS99 -3 — RS99 -4 — Authorizing Chief of Police to Submit Application for School Resource Officer Program Funding (Sponsored by Councilman Nilges). A motion was made by Councilman Charles Jackson for approval of RS99 -3, motion was seconded by Councilman Carl Jaynes and approved unanimously. Authorizing Bank Signatories for City (Sponsored by Councilman Nilges). A motion was made by Councilman Charles Jackson for approval of RS99 -3, motion was seconded by Councilman Larry Vincent and approved unanimously. NEW BUSINESS There was no New Business brought up at this time. UNFINISHED BUSINESS REGULAR COUNCIL MEETING JUNE 7, 1999 7 Councilman Charles Jackson stated he had received a call from a constituent about the inappropriateness of shows on the local network television channels. Staff commented that the City has no jurisdiction over this sort of issue. Councilman Charles Jackson stated he has received numerous calls from citizens who appreciate the fact that the City is intervening in the United Water Missouri rate increase case currently pending before the Missouri Public Service Commission. Councilman Charles Jackson made comments regarding the City's policy on Affirmative Action. He recommended that interim reports be made so the Council can see if any progress is being made before the annual report comes out. Councilman Rick Nilges commended the Fire Department and the Public Works Department on hosting another successful Fire Training School in Jefferson City over the past weekend. Councilman Charles Jackson thanked staff for the additional contract information which was included in the last Council packet. COUNCIL LIAISON REPORTS City Administrator Rich Mays reminded Council that the Public Works Committee meeting will be held the fourth Thursday of the month, and the time has been changed to 6:30 P.M. Councilman Carol Blaney announced that the Transportation and Traffic Committee meeting for the month of June has been canceled. Councilman Carol Blaney announced that a Historic Preservation Forum will be held on June 8 at 7:00 P.M. in the 1st Floor Conference Room, and encouraged any staff or members of the public who have an interest in this topic to attend. Councilman Carol Blaney commended the City on the progress she has noticed on the sidewalk(s) being built next to schools in the City. Councilman Larry Vincent Announced the Solid Waste Committee will meet in Tuesday, June 15 at 5:15 P.M. and requested that staff start including those meetings on the Council Calendar of Events. EXECUTIVE SESSION MINUTES A motion was made by Councilman Larry Vincent to approve the Minutes of the May 17, 1999, Executive Session, motion was seconded by Councilman Charles Jackson, and approved unanimously. ADJOURN MENT There being no further business to come before the Council at this time, a motion was made REGULAR COUNCIL MEETING JUNE 7, 1999 8 by Councilman Larry Vincent to adjourn, seconded by Councilman Charles Jackson, and approved unanimously at 9:10 P.M.
