REGULAR MEETING OCTOBER 20, 1942.
The City Council of the City of Lynwood. met in a regular ses-
sion, in the Council Chamber of the City Hall, 11331 Plaza Street, on
abo~re date, at 7:30 P. M.
Mayor PJIcMeekin in the chair.
' Council men Lake, Meyer and PJic?Vleekin answered the roll call.
Co~:.ncilmen Christensen a.nd 'Nilla_rd were absent.
It was moved by Councilman Lake and seconded' by Councilman.
Meyer that the minuted of the previous e.d,journed regular meeting of Oct-
ober 13, 1°42 be approved as written. All members of the Council pre-
sent voting aye, the ~Tayor declared the motion duly carried.

A communication was received from the PJiunicipal Finance Offi-
cers Association of Southern California. announcing their next meeting to
be held in the City of ~h'hittier on October 23, 1942, at 6:30 P. PJ;. when
Samuel Roberts is to be the principal speaker. All who wish to attend
~ were requested so to advise the City Clerk in order that reservations
might be made ,
A communication was received from W. E. Hayward making appli-
cation to hold €~ospel meetings a.t 3100 Tv~aeedy Boulevard, he representing
the Church of God in Christ. It was moved by Counci~m~~an Meyer and secon-
ded by Councilman Lake that permission be granted subject to the approval
of Building Inspector Evans. All members of the Council present voting
aye, the P:~ayor declared the motion duly carried e.nd it was so ordered.
A communicati on was received from th:e Lea.,,-,ue of California
Cities attaching a proposed ordinance dealing ~}-ith the matter of dim-out
ordinance as ordered by the ~,'~estern Defense Com:na.nd and Fourth Army Office
of the. Commanding General Presidio of San Francisco, Calif., calling a.t-
~'tention to the need for early attention to this matter.
The City Clerk stated that an ordinance has been prepared along
the line suggested b,y the League.
Thereupon an Ordinance, entitled: ~'An Ordina.nce of the City of
Lynwood Relating to Restricted. Lighting," was presented and read by cap-
tion. It was moved by Councilman La.'~e and. seconded by Councilrrian Meyer
that the further reading of said Ordinance be waived. All members of the
City Council present voting a.ye, the PJiayor declared the motion duly car-
ried a'nd it was so ordered.
Thereupon it Ares moved by Councilman Lake and seconded by Coun-
cilman Meyer that said Ordinance be accepted as read the first time and
pass to the second reading..

Absent: Counc linen Christensen and Willard.
A coin-:runica.tion was received from City Attorney Ruby, report-
ing re~~ard ing the dim-out ordinance which h~ had recFrived from the Calif-
, ornia State Council of Defense, making certain suggestions regarding said
matter. There being no objection, said communication ~~~as ordered filed.
A communication was received from City Engineer Bateman to the
effect that Harold fl~addox, Electrical Inspector is leaving tre employ of
the City of Lyrn~~ood due to lack of work in the Building Department, re-
commending that he be granted a leave of absence without pay subject to
recall by the City on thirty days' notice given to him by the City at
such time as his services are again needed. Thereupon it was moved by
Councilman PJfeyer and seconded by Councilman Lake that the recommendations
of City Engineer Bateman be accepted in connection with said matter.

A communication was received from City Engineer Bateman to the
effect that the firerrren ^re taking their examinations for radio licenses
so they v~~ill be available for desk duty in the Police Department, stating.
that all members of the Fire Department with the exception of the Chief
are participating in this move which will relieve 2 police officers now
on the desk for outside assignment and will eliminate the necessity of
replacement of this number of r<1en leavin~° for military duty or other~F!ise.
Therefore, recorn::endinf that the City Council increase the salaries of
the six firemen involved ocmmensurate ~Flith like positions in the police
department: also recommending that the City Council issue a directive to
the Fire anal Police Chiefs to nla.ce this plan into operation immediately,
eta tang further that this plan when in full operation tA~ill be a saving
of approximately X4,200 annually.
Thereupon it was moved by Councilman P.Re,yer and seconded by Coun-
cilman Lake that the recom„~endations as made by the City Engineer be ac-
cept~.d. to take effect at once, and that the salary of the follow` ng; Per-
sonnel in the Fire Department be increased as follows: Captain W. Daet-
weiler from X190.58 to ~20r.90 per montr,; Captain E. Ctalla.her from ~1°0.58
per month to X207.90 per month; Fireman C. Lorton, R. Rutter and H. Harry-
man from X167.48 per month to x$184.80 rer month, and the salary of E.
Yolton from X160.06 per month to X177.00 per month; that in tree event this
plan 7_oes not v:~ork out satisfa.ctarily, and is changed back to its rresent
status, then the salary status of said personnel of the Fire Department
shall be reduced to the ~alar,,~ paid previous to such chan¢~e.

the Cit~T of Lynwood all his interest in said ?"ater S4rstem to the City of
Lynwood fora consideration of X1,000.00. Thereupon it was moved_ by Coun-
cilman Ivleyer a.nd seconded by Councilman Lake that said Bill of Sale be ac-
cepted and that the City Clerk be a_nd he is hereby directed to cause said
instrument to 'pe recorded in the Office of tr:e Recorder of Los Angeles
County.

A communication was received from the League of California
Cities giving a resume of resolution a~_opted b,y~ the League while in con-
vention assembled in the City of Los Angeles regarding :natters of interest
to the Cities which their represent, requesting that the Council support
them in their contention, if they so desire.
Thereupon it was moved by Councilman Lake a.nd seconded b~T Coun-
cilman P,~eyer that the City Clerk be directed to write our two senators
and our Congressman the Council's Apposition to the bill now penc'ing in
Congress which would tax the income of TuTunicipal Securities, as it would
have a tendency to increase the interest rate on Municipal Bonds. All me:n~

duly carried and it v~~as so ordered.

thatthe Council ~_o cn record. in favc n of Sanate Eill 262~~ relating to
Benefits for injuries sustained by Volunteer civilian Defense workers,
and the City Clerk be directed to so notify our Senators and Congressman.

A a;mmunication was received. from Paul '"'. Kerr, Coordinator of
Civilian Defe se recommending treat T;~. L. Baser be appointed. As Chairman
of the Transportation Committee tra.t functions ~~rithin the Civilian De-
fense Council, as the former Ci~airrnan, Cecil E. Sn~jder, does not have
sufficient ti;nF to devote to the ~x~ork on account of being a member of
the Selective: €~erv~e Board No. 265. The City Council. took no action on
this matter a.s it was the opinion tr:at the Cornmardr of Defense should
ap^rove suc'r~ appointee, r~owever, that the City Council had no objection
to suc~ a.opointments.

allowed in the City of Lynwood., and if people desire to have horses that
they should. rent a space in a maintained stable in the open spaces c~~here
it does not interfere with the ~~TVelfare of others.
Mrs. Richard Bath, 10930 Stna.d-~rd Ave, also addressed. tee Coun-
cil on the matter stating that it w~~s rer ~,oy that wa.s kicked by .the horse
and. it Was uncertain for several days ~~ihether or not he would live, stating
that something must b~ d^ne to eliminate the hazard as she cannot Constar:tly
tix~atch her three year old child_ to keep him away from horses houses and
picketed in tti.e nPighbor'r_ood.

There being no objection the TnTayor referred ~.he matter to
Chief of Police P~iiller for action.
Tuir. Bill Turner ad~~?reased the Council requesting permission
from the City Council for the Lynvaood Junior High School band to play
a.t interv^ls during the montri and. have victory Mond drives in the. City
of Lynwood, also rag^rding t?~e the -band. shell for such use. The City
Council through the Ma~ror informed P1Ir. Turner that it vould be agreeable .
for them to do so, hovsiever, to check with the .Police P_epartment if
parades are to be held so t'^at the traffic may be controlled, and to
confer witr~ Cit;Yr En~•ineer Bateman regarding a band shell for such purpose.
Mr. Thompsbt~'= addressed the Council regarding; the rezoning of
the Lots belong ink; to I~~r. Pa.nupolas, stating that he believes that the
Council should make a personal inspection of the premises at night in
order to determine more accurately the ri~~ht course of action to be taken.
There being no objection, the matter of rezoning in said dis-
trict was c,ritnued until the nest regular men=ting• of the Council r~Then
further legal information shall be received.

A communication wa.e received from A. L. Young making applica-
tion on behalf of Harry Jevas and Clara Jevas to purchase Lots 13 and 14,
Block 4, IUlod,jeska Park for the sum of X250.00 free and clear to them
v+.?ith good title. There being no objection, said. matter vaas referred to
the Appraisal Committee.
A communication was received from PAoff~tt and Hemmenway re-
questing information as to whether or not the Council- would. ~er~<iit
two Street car build.in~: to be moved on to Lots I-~, and 14, Block 4, IuS.
P., if Harry Jevas and Clara Jevas are successful in purchasing the Lots,
to be used as a restaurant. It t~rafi moved by Councilman r~eyer and secon-
ded. by Councilman Lake that the moving: on to said Lots of such structure
be denied.
