It was moved by Councilman Christensen and seconded by Council- man Iuieyer that the minutes of the previous re~ul~:r meeti ng of October 20, 1942 and of the adjourned regular meeting of October ".6, 1942 be ap- proved as ~titritten. All members of the City Council voting aye, the D,?ayor declared the motion duly carried a_nd it was so ordered. '+~'RITTEN COlvii~~~IUNICATIONS A communication was received from Sheridan Do~~rner, U. S. Sen- ator, a.cknov~rledging receipt of City's com._~unication regarding legislation pending in Con recs. There being no objection, said communication was or- dered riled. A communication was received from t','ard Johnson, Congressman, acknowledgin€' receipt of communication from the City Qf L;,Tnwood_ regarding le~;isla.tion pendin~~ in Congress. There being no objection, said communi- cation was ordered filed. . A communication wac received from A. J. Bateman to the e_f.fect that he has been ordered to report for military duty in Salt Lake City on October 29, stating' t~~a.t he re~-rets leaving the e;nploy of the City, tha.nkin~ the Council for their fine cooperation given him. PrTr. Bateman emphasized in his letter the need for the strictest economy in City gover- ment at this time as many of the revenues vahich have heretofore been re- ceived will be greatly curtailed and in some instances disappear, giving a. resume of savings that have been made already. Pflr. Bateman recommended that Mr. John Blain be appointed Superintendent of Streets and ?Water Superintendent, and that he also take over the d~_,ty of purchase approval similar to the plan now in effect, a t a. salary of ~?~225. OOper month. Thereupon it was moved by Councilman Lake and seconded b~,T Coun- cilman Ivieyer that the letter from Mr. Bateman be filed and that his re- commendations be accepted and that Trlr. Blain be appointed as Superinten- dent of Street and Streets and l~rater Superintendent at a salary of X2,25.00 per manth, with approval of purchases as recommended by Tir. Bateman. Moffitt, Attor- ney at Law, requesting that the Council adopt a tentative report and hold hearing thereon regua.rding zone variance as affecting the property owned by Gregory Panopulos. . Thereupon Tentative Report of the City Council of the City of Lynu;ood, California, in Relation to the conditional limitations and ex- ceptions to the restrictions of Zone Ftl, as established. by Ordinance #x'85 of said Citj= of Lynwood, was read. It eras moved by Councilman Lake and seconded by Councilman t~Tilla.rd that said tentative report be ad+opted. Cooley, Road- Commissioner of Los An.~eles County. informing the City that the materials necessary for the synchronization of proposed traffic signals on Alameda St. at Imberial Hihwa~r ^re not now o}:.,tainable, therefore e,tpressing their opinion that further action pertaining to this installation should. be suspended until such time as proposed installations may be accomplished as origir!ally agreed. J `~ A discussion ensued re`~r.rd_ir.~r the need of a stop sign at said intersection. Chief of Police P~?il~.er ad.c:ressed the Council on the matter. After due considers-tion of the matter, it ~~~as moved by Council- man t~lillard and seconded by Councilmen I~?eyes th~~t a four-y.•ay stop be es- tabli shed at said intersection of Imu~erial and Alameda. Str~=ets, a.nd that the Cit~,r Attorney be instructed_ t" communication t~~itri the Counter of Las Angel-es requestin~^ theixi permission to install s stop sign on the west side of Alameda Street as this territorjr is in ~anincorpora tech County area. A communication eras received from the Peace Officers Civil Ser- vice Association of California enclosing a letter from the office of the D~_rector of Selective Service in ~",'ashin~•ton, D. C. uihich state' clearly that there is ample rrovision to defer necessar~V rolicemen and firemen, to keep the I;epa.rtments efficient in the interests of safety and norale, atating~ teat trained policemen. and firemen .cannot be replaced, therefore su.g~esting: that this matter be called to t'r:e attention of the local draft board when t'r~e occasion arises. Thereupon Chief Miller Addressed the Council reeu~stin~t t'r:~--t the Council request of tl~e Local Draft Board for a d.efe~rrent ; for Harold C. Gardner who has been notified of their intention to reclassify him, as Iuir. Gardner is a well trained police officer and cannot be replaced ~~~ithout impairing his Depr.rtment. Councilmen Lake also addressed the Council to the effect that Building Inspector Evans has also received like notice from the local draft board, st~ting_ teat because Nr. Eva.ns is a Department Head and. therefore a keyman in the City Government that deferme-nt"= sh ould. be asked for on his ~tieha.lf a.nd for the best interest of City Government. Thereupon it was moved by Counc~ lma.n Christensen and. seconded ?-,t. Councilman Tuieyer that the local draft board be appealed to for defe~~en'~ ;; of ^rTr. Gardener and P~Tr. Anderson, s~.~bmitting :pis resignation as a Police Officer of .the City of Lyn~~rood to take effect October 31, 1942 ~-s he has completed. a bo~.t and therefore will have other **~ means of livelihood.
