HomeMy Public PortalAboutM 1942-12-15 - CCV w REGULAR MEETING DECEMBER 15, 1942 The City Council of the City of Lynwood met in a regular session, at the City Hall in the Council Chamber, 11331 Plaza Street, on above date, at ?:30 P. M. Mayor McMeekin in the chair. Councilmen Christensen, Lake, Meyer, Willard and McMeekin an8wered the roll call. Tt was moved by Councilman Christensen and seconded by Coun- Gilman Meyer that the minutes of the previous regular meeting of Decem- ber 1, 1942 be approved as written. All members of the City Council voting aye, the Mayor declared the motion duly carried. WRITTEN COMMUNICI~TIONS: A communication was received from R. Y. O'Shaughnessy, Chair- man of the Defense Savings of Lynwood, announcing a plan to sell savings stamps at Lynwood schools, which would necesaititate the purchase of flags where the children had purchased at least fifty cents in, stamps. per month, stating that the cost of such a flag would be 5.50 each, and that there are ? schools who might qualify. Mr. O'Shaughnessy was present and addressed the Council re- garding the matter. After due consideration of the matter, no action was taken thereon as it was the opinion of~'the City~Council that this is a func- tion that should be taken care of by the citizens and should not be borne by City Government. A communication was received from A. L. Young, submitting a bid o n behalf of one J. L. blintz, for tre purchase of Lot 23, Tract 2551 for the sum of X1,000.0'0, with a deposit accompanying said bid in the amount of ~1 00.00' also stating that the offer is conditional on the right of the applicant to be permitted to do light manuf acturing on the premises (rol- ler skate wheels and parts). Inasmuch as it was determined that the offer does not come up to the appraisal as made by competent appraisers, the offer was rejected. A communication was received from John E. Schuenemann making an offer of ~?00.00 to urchase Lot 86, Tract 2551 free and clear and suf- ficient title, with 10.00 deposited accompanying said bid. Inasmuch as it was determined that this offer is less than the appraised value of the Lot it was decided to reject the offer, however, to offer him the Lot at the ~pprai sad value. A communication was received from the State Co~unission for Pro- tection oP Children and Animals making offer to collect dog license Pees and take care of stray dogs and pick rttp dead cats and dogs, for 800 of the fee collected, submitting a contract alQ~ig said line. After due considera- tion of the matter, the City Clerk was instructed to advertise for bids for the doing of said work. A commu nication was received from Earl Kudell, Administrative 8f- ficer of Los Angeles County to the effect that the County has under consi- deration an Ordinance which would prohibit the practice of fortune tel lers in unincorporated areas, which might mean that they would locate in Cities, requesting information as to whether or not the City would be agreeable to adopting a simila r ordinance on behalf of the City of Lynwood. I t was moved by Councilman Willard and seconded by Councilman Christensen that the matter be investigated a little more and that the matter be laid on the table until the next meeting of the City Council. All members of """ the City Council voting aye, the Mayor declared the motion duly carried. A communication was received Prom the Automobile Club of S. Calif. suggesting that the Council re-study their traffic problems in the light of changed conditions, to the end that only such traffic con- trol devices will be retained as are necessary for reasonable public safety, and others elminated. There being no objection, this matter was referred to the Chief of Police. A communication was received from theL. A. County Division of League of California Cities, announcing that there will be no meeting in December however, wishing the Council A Merry Christmas, and announcing that dues in the amount of ~l ^. 00 are now due.. It was moved by Council- man Meyer and seconded by Councilman Willard that the dues be paid. Roll Call: Ayes: Councilmen Christensen, Lake, Meyer, Willard and McMeekin. Noes: None. A communication was received from Mrs. Neva B. Bigelow making ap- plication to have some rubbish moved in the rear of 3115 Beachwood Avenue, as it is a fire menane. 63 Captain Warren Daetweiler, was present and addressed the Coun- cil to the effect that they had also received a complaint about the mat- ter and that the person responsible has been ordered to have the rubbish. removed, which he will check up to see that it is, so no further action was taken regarding the matter. A communication was received from Street Superintendent Blain to the effect that Mr. A. E. Higgins has resigned to ,loin' the armed forces, and that Mr. P. Foley has been appointed to replace him., recom- mending that such action be ratified and the salary be increased from X5.00 per day to X140.00 per month; also thet the City Council make de- vision regarding the salary of Mr. Bert Dyer, City Mechanic and his em- ployment, Thereupon it was moved by Councilman Meyer and 'seconded by Councilman Lake that the action of John Blain in employing P. Foley on the Street Department be ratified by the Council, and that his salary be fixed at $140. CO per month. Roll Call: Ayes: Councilmen Christensen, Lake, Meyer, Willard and Mc- Meekin. It was moved by Councilman Lake and Seconded by Councilman Christensen that the action of Councilman Christensen in rehiring Mr. Bert Dyer as City Mechanic be ratified after a proper release is secured from Douglas Company where he has been employed, and that the salary be fixed at X210.00 per month, beginning December 5, 1942. Roll Call Ayes: Councilmen Christensen, Lake, Meyer, Willard and Mc- Meekin. Noes: None. A communication was received from We.ter Superintendent Blain to the effect that Mr. H. S, Rutter employee in the ~~rater Department, has requested two weeks additional leave in addition to his regular va- cation period, stating that Mr. Rutter only used 6 days of his annual leave during 1941, recommending that as favorable consideration as can be extended by the Council be granted. After due consideration of the matter, it was ref erred back to Water Superintendent Blain to give more detailed information as to why the additional time is wanted, and~~:;why Mr. Rutter did not take his full vacation last year. A communication was received from Chief of Folice Miller re- commending that a salary increase be granted to Police Officer Mervil B. Miller from his present rate of ~l?6.00 a month to the pay of other officers, $184.80, as his services are satisfact®ry and he does the same work as others in the Department. Therupon it was moved by Council- man Christensen and .seconded by Councilman Willard that the 8ala~ry of Mr. Miller be increased from ~176.0~ to X184.80 per month as recommended by Chief of Police Miller. A communication was received Prom the Sequoia Investment Go., Inc. making application to purchase the tax deeds on Lgts 1251 and 1299, Tract 3335, they to assume all bonds and assessments of record; also offering as part payment therefor Bond No. 124, Lynwood A. & I. District No.18, Series 1, original par value X59.45, assessed against Lot 828, Tract 3078, on which the- City holds tax deed, or an option therefor. After due consideration of the matter it was moved by Councilman Lake and seconded by Councilman Willard that said proposal be accepted. DeBusk, Rw ©. Schmidt and P. Brodhagen stating that due to the ever increasing coat of living, we the undersigned employees of the Street:-Department respectfully petition the Counc~1 to increase their salary 10~ to begin January 1, 1943. There being no ob,~ection, the Mayor referred this matter to Councilmen Lake and Meyer for checking and reporting their findings at the next meeting of the Council. ~ ~~ A eommu nica.tion was received from the Lynwood Hospitality House requesting that the City Council furnish them with quarters as they are compelled to move from the building now being used, suggesting that it might be worked in in conJunction with the Control Center. After due consideration of the matter, it was decided to defer action on the matter until it is decided where the control center f"oom shall be located. Gasoline report for the month of November, was received and orderAd filed. ORAL COMMUNICATIONS: Mr. Floyd Rowlee addressed the Council requesting that the pro- vision calling for a license fee of X50.00 for bail bondsmen be repealed as it only tends to discriminate against the businesses in Lynwood as outsiders come in and post bail on behalf of Clients without a license fee. There being no obJection, the Mayor instructed the City Clerk to check up on that part of the Ordinance and have the City Attorney prepare an amendment to the License Ordinance for consideration of the City Council at their next regular meeting. UNFINISHED BUSINESS: ~, A Tax Deed was received signed by H. L. Byram, Tax Collector of Los Angeles County, wherein they deed to the City of Lynwood Lots 823, Tract 3078, Lots 37, 38 and 39, Tra;:t 2551 and Lot 36, Block 4, ModJeska Park. It was moved by Councilman Meyer and seconded by Coun- cilman Christensen that the deed be accepted and that the City Clerk be instructed to cause said instrument to be recorded in the Office of the Recorder of Los Angeles County. A Grant Deed wherein the City of Lynwood purport to deed to Herman Goldberg and Goldie Goldberg Lot 823, Tract 3078, was submitted. Thereupon RESOLUTION N0. 1488, entitled: 'RESOLUTION SELLING CERTAIN REAL ES'T'A`_'E AND AUTHORIZING THE EXECUTION OF A DEED UPON PAYMENT OF THE CONSIDERATION NAb2ED THEREIN," was read. It was moved by Council- man Christensen and seconded by Councilman Will and that said Resolution No. 1488 be adopted. Roll Call: Ayes: Councilmen Christensen, Lake, Meyer, Willard and Mc- Meekin. Noes: None. A Grant Deed wherein the City of Lynwood proposes to deed to Hazel A~.'Shively Lots 37 and 38, Tract 2551, was submitted. District No. 18, et.al, were completed, to the General Fund as a loan to be used in clearing titles on certain tax deeded properties. The Mayor addressed the Council regarding the matter of Civil- ian Defense, introducing an Ordinance that has been prepared by the Lea- gue of California Cities, creating a new set up for the function thereof, recommending that the Ordinance be adopted. Thereupon an Ordinance, entitled: "An Ordia~nce of the City of Lynwood, California, creating a Department of Civilian Defense, and providing for the organization powers and duties thereof; and providing for the compensation for certain officers therein; and repealing Ordin- ance No. 358, and Ordinance No. X64 of said City", was read by caption. Thereupon it was moved by Councilman Christensen and seconded ~y Coun- cilman Willard .:that the further reading of said Ordinance be waived. Mayor McMeekin stated that he had received the resignation of Paul Kerr as Coordinator of the Civilian Defense, however, that he sug- gests that the resignation be held in abeyance until later. _ Mayor McMeekin stated, however, that he did havA the reaigne- tion of City Treasurer, Ted Dummett as Assistant Coordinator, whleF~.<' should be accepted at this time. It was moved by Councilman Meyer and seconded by Councilman Willard that the resignation of City Treasurer Ted Dummett as Assistant Coordinator be accepted. All members of the Council present voting aye, the. Mayor declared the motion duly carried. Ma~,ror McMeekin stated that he ~mished F. D. Evans, Building Inspector appointed Coordinator of Civilian Defense temporarily until such a.s time as the Ordinance becomes effective. Thereupon it was moved by Councilman V'Jillard and seconded by Councilman Christensen that F. D. Evans be appointed. as Coordinator of Civilian Defense and that his salary be increased as Building Inspector a.nd Coordinator from 2.02.14 to X225.00 per month. It was moved by Councilman Christensen and seconded by Coun- cilman Willard that Fire Chief Lewis be given a six months leave of absence due to his illness. All members of the Coui:cil voting aye, the Mayor declared the motion duly carried. ' Councilman Willard addressed the Council recommending that Captain Warren Daetweiler be appointed as Fire Chief until such time as I~r. Lewis is able to return to work. Thereupon it was moved by•Councilman Willard and seconded by Councilman Christensen that Warre~t~ Daet~Teiler be appointed fire chief as recommended and that his salary be increased from207.90 per month to X242.56 per month.
