REGULAR IviEETING JANUARY ~ 1g43.
The, City Council of the City of Lynwood met in a reguhar ses-
sion, in the Council Chamber of the City Hall, 11331 Plaza Street, on
above date, at 7:30 ~.M,
Mayor McMeekin in the chair.
Councilmen Christensen, Lake, Wil]~d, Meyer and NSeMeekin
answered the roll call.
It was moved by Councilman Christensen and seconded by Council-
man ~`~'illard that the•minutes of the previous. regular meeting of December
15, 1942 and of the adjourned regular meeting of December 31, 1942 be
approved as written. All members of the Council voting aye, the P~:~~ayor
declared the motion duly carried.
'the hour of B:OC P.fl~I. having arrived, said time being the hour
fixed for receiving bids in connection with the. collection of dog license
tax, and the picking_up of stray 3og and animals within the City of Lyn-
wood.
The Mayor announced that this was the time and place for re-
ceiving such bids, inquiring of the audience tiTahether or not there vaas
any one present who had not already filed a big who wished to do so.
There was no response.
Trio City Clerk stated that he 'rad received two bids.
Thereupon it was moved~by'Councilman Lake and seconded by Coun-
cilman Meyer t~Lat tt-~e bids be publicly opened and declared. All members
of the Council voting aye, the P~iayor declared the motion duly earried.
The followin~• firms submitted bids at the prices listed below:
George Herman of 1';34`7 Wri~,ht Road who offered to do the work
for ?5°~~ of .all dog license fees col-~ected.
State Commission for protection of Children and Animals who
submitted a bid to do the ~ti~ork for 80 o of all dog license fees collected.

A communication wa_s received from C. J. Pti~aller, Chief of Police
to the effect that because of advance in prices ,in almost every edible
line, the cafes serving. meals to City prisoners have asked that 3 submit
their new price as a basis for serving ?rieals, being & raise from 35¢ per
meal to 40¢ far each meal served. It v+ras :roved by CounciL-nan Christensen
and seconded ~y Councilman '.Millard that the City Council accept the in-
crease in price and that the Chief of Police be authorized to contract
for meals on suer:. new basis. All members of the City Counci]_ voting aye,
the NTayor declared the motion d~zly carried.
A communication was received_ from City Attorney C. A. Ruby an-
nouncing. that tre City of South .Gate has adopted a Resolution and Ordin-
ance <<~~hich conforms with Lyn~Arcod's in connecticn with cr~nE~ing Tweedy-
Abbott Road to Abbott Road, and esta blishing cne ti~iay traffic on e=ach side
of State Street, bet~~~een Century Boulevard and Long Beach Boulevard.
There being no objection, said c~~mmunicat~on was ordered filed.
A cemmunica.tion was received from the Southeast Taxi Service
making application fora license to operate a taxi service to be station-
ed near the P. E. Station, and to operate with meters--25~ for first mile,
10¢ each additional half mile. No charge extra passengers.. ~2.5C per
hour while waiting,. enclosing X12.00 far license fee.
Mr. Wesley D. Ballard, owner, was present and addressed the
Council on the matter stating that he desires to provide sufficient cabs
to take care of the traffic needs, requesting additional legislation that
would protect him fror~i encroachments from ether tax cab firms, stating
that he would like protection so that he would be permitted to put on the
additional cabs, before other license were issued.
After due conside}°ati^n of the matter, it was moved by Council-
man ILake and secon~}sd by Councilman Christensen that permit be granted to
the Southeast Taxi Service to operate a taxi service within the City of
Lynwood, and that the applicant be required to have the City Attorney
approve his insurance policy, anc~ to check with hire regarding additional
legislaticn to give the applicant protection.

A communication was received from Iola R+iartin, Secretary of Lyn-
l~~ood Coordinanting Council calling attention to the need of a Curfew Or-
dinance, e~rhich had been brought up at a previous meeting. There being no
objection, the CittT Attorney was instructed to check into the matter.
A communication was received front A, L. Young Mating that on
~Sanuary 30, 1945, there are two. fire insurance ?policies that expire, each
in the amount of X10, 000. 00, v~.~hich are now written in the Milwaukee iwech-
a.nics and the Fittsburg'n Underwriters Department of the Firemens Insur-
ance Company covering Various buildin~:s. It was moved by Councilman Lake
and seconded by Cour.ci~m~~n Christensen that A. L. Young be authorized to
rer.eai said insurance and write it in the same company as it is ~Tritten in
at the present time.

A communication was received fr^m t~. H. W2c~•sworth, Attorney at
La~~~ enclosing on behalf of Helen R. I~%:axwell, a. deed covering a strip of
land forty feet wide which will extend Fernwood Avenue t~lesterly to Imper-
ial Highway in the City of Lyrnaaocd. `
Thereupon the Grant Deed, signed by Helen R. P~iaxwell, and dated
December 2~, 1942 wherein she conveys to the City of Lynwood a portion of
Lot 2 of the subdivision of the J. J. Bulbs 75 11/10'0 Acre lot, as sho~~in
on ma.p recorded in Book 55, page 28 of P~Ii sceTaneous Records of the County
of Los AnQ•eles, described 'therein, said strip of land to be used for
street purposes and to be known as Fermvood Avenue. Thereupon it was ~rioved
by Councilman Lake and seconded by Councilman Christensen that said Deed
be accepted and that the City Clerk be instructed to cause said instrument
to be recorded in the office of the P,ecor~~er of Los Angeles County, Calif-
ornia.

A .communication was received from PSI. E. Chan~~_ler resigning 2 s
a member of tre Pbliee Department to become effective as of January 16,
1943, stating that this is found necessary on account of ill health. There-
upon it was moved by Councilman Christensen and seconded by Councilman
Willard that said resignation be accepted to become effective as of January
16, 1943.

A communication v~ias received from ~e 6outhern California. Gas Co.
for permission to install a gas line to furnish gas to the Lynwood Elemen-
tary School, as shown on an attached drawing, v~ta~. submitted, sai' r~gh't of
way Agreement having heretofore been signed by Mayor McMeekin as early at-
tention was needed. Thereupon it eras moved by Council:rian !~l_~_lla.rd a.nd
seconded by Councilman Christensen that the action of P~Zayor P~icMeekin in
signing said. right of way agreemem'G be ratified by the City Council.

A communication vTas received from the Associated Assessment ,~
Engineers, announcing that the Board of Supervisors at a meeting held on
December 21, 1942 unanimously accepted and approved the recom-~endation of ;;
the Delinquent Tax Lands Committee covering the request that the use of `~
a new tax deeded lands procedure be established, commonly kno~~~n as Chapter
294, far sale of tax deeded properties to Cities without the payment of
any consideration, and profits to be split on a proration basis based on
the tax interest .each Agency may have in the parcel of land, after deduc-
tion of payment of assessment, bonds, and costs. There b~ein~~ nc ob,jection,
said communication was ordered filed.
A communication was received signed by A. S. PfiacGregor, 12008
Cornish Avenue and Kermit ?!.'. Anderson, 12002 Cornish Avenue, stating teat
they are desirous tc connect on the se~Jer line in Agnes Avenue in order
to take care of their cesspool ills, and then when the assessment district
is formed that the~T be left out of it. There bein^• no objection, said
matter was referred to Street Superintendent to check into the advisability
of such a proce~'.~ure, a.nd to check the grade to determine uThether or not it
could be accomplished, if it is advisable to grant permission.

A communication wa.s received from Chief of Police Miller re-
commending that the salary of Desk SArgeant Edwin Zello be increased to
184.80 the same as others who do like work in his department.
After due con~idera.tion of the matter, it wa.s decided to lay
the matter over until a later meeting so that the City~Council may check
up on the financial status of the City of the City, with a view of re-
viewing other salaries as well.
lUlayor McMeekin appointed Councilmen Lake and C;'illard as a com-
mittee to work with himself to check upon the financial status and to
deter~!ine v~ihat can be done regarding salaries.
The City Clerk stated that he ha.d two bids on tax deeded lots.
Thereupon the City Clerk proceeded. to open the bids.
One was received from A. L. Young on behalf of a John L. VCintz,
bidding on Lot 23, Tract 2551 for the sum of X1,250.00 cash, attaching
his check in the amount of 100.00, his bid being conditf.oned on the pre-
mise that he be granted a permit for a shop for light manufacturing of
roller skate wheels a.nd parts.
An Offer was received from UPilfred L. Fraser, bidding on Lot
23, Tract 2551 in the sum of ~1, 300.00, frFe and clear, and City to
clear title.
The Mayor inquired of the audience vahether or not there was any
one present who wished to bid. higher on said lot,
Thereupon Mr. F. B. Roberts representing A. L. Young, on be-
half of John L. !~'intz, bid orally ~1, 350.00 on said Lot.
~t~7r. ~Nintz addressed the Council regarding his business to the
effect that his type of work is not noisy a.nd therefore would not be a
nuisance to any persons in the neighborhood.
The City Council stated that they woulc?~ be willing for him to
overate on said. Lot, hot~tever, that they could not bind future Councils
and if there were r~ further bids would be willing to accept said bid.
No other bid was offered.
Thereupon it was moved by Councilmen Millard.and seconded by
Councilman Lake that said Lot 23, .Tract 2551, excepting the westerly 1.0
ft, thereof, be sold to John L. '~"intz for. the sum of ~1, 350.00, free and
clear of all, taxes, bonds a.nd. assessment of record, and the City to
. clear title, however, if not successfully clea.red.then.the money shall
be returned to the bidder, less out-of-pocket expense incurred in the
quiet title procedure.

' ORAL COIu1i•~iLJNICATIONS: .
Mr. George Kennedy addressed the Council on behalf of the Ex-
ecutive Committee of Lynwood Post No. 85, the American Legion, submitt-
ing a Resolution which he read, where at a special meeting they protesir
the present Coordinator a.nd Secretary of Civilian Defense to serve the
City of Lynwood, demanding that the City Council employ a full time per-
son who is qualified to act as Coordinator, and that such qualification
should be based on prior service in the armed forces of the United States
in time of Var. F~Zr. Kennedy also stated that the Council requested de-
ferment for the present Coordinator from L'. S. service on the basis that
his services a.s Building Inspector and License Collector were needed,
' a.nd t'r~at if his duties vaith the City to handle said ,job are needed, that
then he cannot perform adequate service to the work of Coordir~tor, Mr.
Kennedy stating that he does not believe that the change made in person-
nel has improved the Civilian Defense organization in the City of Lynwood.
_~ Mayor P~IcNieekin stated that he wishes it understood that he
was not in fa~rar of requesting deferr~~nt for any employee in the first
place, and that he has consistently advocated a full time employee for
Civilian Defense, however, finances of the City has prevented us from
' doing so, therefore, the present plan was a`'devise a_s a substitute, ~thich
he is responsible for. .
After due consideration of the matter, it was agreed that NIr.
Kennedy get a committee from the Executive Committee together to meet
' the Velar Council a.nd see ~f scene satisfactory solution can be arrived at.
`UNFINISHED BUSINESS:~
A Supplemental Agreement was received signed 'py John T. Fair-
' banks, Garbage and Trash Collector, wherein he agrees to a X25.00 per
month reduction in his contract price because he is not allowed by the
U. S. Army to pick up lawn clippings and ashes. Thereupon it was moved

by Councilman Meyer and seconded by Councilman Lake that said Supplement
Agreement be accepted and that the Mayor authorized to sign said Agree-
ment for and on behalf of the City of Lynwood.

The matter of City of Lynwood adopting an Grdinance to prohibit
fortune tellers from operating in the City, as r'egsted~ b~, the County in
order that uniform legislation ~~ould be secured throu~~hout the County, as
they are contemplating such an ordinana~e for unincorporated area, was
brought up for consideration. The City Council were not in favor of such
legislation at this time, therefore the communication was ordered filed.
A communication way received from John A. Blain, t'ra.ter Super-
intendent reporting on the m~~ tter of H. S. Rutter' s applica~..~on for addi-
tional vacation as he ~5~a.s unable to take his full vacation in_ 1941, stat-
ing that he finds that i~r. Rutter was called back to ti~~ork by IvTr. Bateman
on account of shortage of help, and therefore in view of this fact, re-
commending that he be granted an additional six days. After due con-
sideration of the matter, it v~ras laid on the tal~.~e until Mr. Rutter's
return.
A communication wa.s received from City Attorney, Chas. A. Ruby,
reporting that the County of Los Angeles has turned down a stop sign at
Imperial Highway on Alameda Street, as it should be controlled by an auto-
matic signal, recommending that it be deferred until such time a.s it can
be aco~mplished. There being no objection, said communication was ordered
filed.

It was moved by Councilman Christensen and seconded by Coun-
cilman Lake that the demands be mellowed and warrants be dravrn on the
Uity Treasurer for said various amounts.

An Ordinance, entitled: "An Ordinance of the Gity of Lynwood,
California, repealing section 2'? of Ordinance 205 of the City of Lynwood,
California which provides a license fee for Agents or Brokers for Surety
Bail Bonds", wa.s read for the first time. It was moved by Councilman
Lake and seconded by Councilman Christensen that said Ordinance be ac-
cepted as read the first 'dime and pass to the second reading.

Councilman `'~'illa.rd addressed the Council to the effect that
P~~Ir. ~"lhite did not accept the position as Police Officer, therefore, re-
commending Bruce Betz who has agreed to accept the ,job, and is on the
eligible list provided by the Civil Service. Baa.rd.
Thereupon it wa_s moved by Councilman Willard and seconded by
Councilman cr~ristensen t'r~a_t Tyr. Bruce Betz be employed as Police Officer
at a salary of ~17C.00 per month.

Noes: None.
Councilman V`Tillard also addressed the Council on the need of
two truc_~e for purpose of conveying additional fire fighting equipment
recently received, stating that one unit has been vurchase from Codding-
ton and Russell for 4250.00; also seeking the Council's advise on another
piece of equipment; also ti~rater tank to be mounted on each truck. Coun-
cilman Willard stating that Acting Fire Chief Daetweiler and himself
have been trying to purchase a truck, but they are hard to get at the
present time.
Acting Fire Chief Daetwiler also addressed the Council on the
matter to the effect that each unit no doubt will cost approximately
X400.00 ti~Jhen completed.
Thereupon it was moved by Councilman Christensen and seconded
by Councilman P~Ieyer that Councilman Willard's action in authorizing the
purchase of said truck for X250.00 for such use be ratified, and tha t
Councilman Willard and Acting Fire Chief Daetweiler use their best ,judge-
ment in endeavoring to secure the addit~ronal equipment necessary at as
reasonable price as possible, which action can be ratified by the Council
~~
at a later date.
