M. • Mayor McMeekin in the chair. • Counci~men Willard, Meyer, Lake, Christensen and McMeekin answered the roll call. In the absence of the City Clerk, Pearl C. Morris, Deputy City Clerk served. • It was moved by Councilman Christensen and seconded by Council- man Meyer, that the minutes of the previous regular meeting of January 19, 1943, be approved as written. All members of the Council present voting aye, the Mayor declared the motion duly carried, and it was•so ordered. WRITTEN CODr~IUSUNICATIONS: A communication was received from the Railroad~Gommission of the State of California acknowledging receipt of our letter of January 20, 1943, with a copy of our Resolution No. 1495 relative to the change in water rates, stating that it would•be placed in their files for future reference, same was ordered filed. report Prom the Gity Court for tl~e month of January, 1943 was presented and ordered filed. A communication was received from Caroline Bryant, Clerk of Water Department, submitting a bill for service and v~Tater against Charles Miller in the amount of X6.90. A communication was received from Everett W. Coe, General Repre- sentative -for Arthur Bros. P~~tighty American Circue, asking to show two -days in the City of Lynwood, March 15, and 16th. , Mr. Coe was present and ad- dressed the Council explaining the type of Circus they put on and consenting to conform to the City's Ordinance regulati ins as to fees, health and Po- lice regulation during these days. It was moved by Councilman Willard and seconded by Councilman Christensen, that Arthur Bros. Mighty American Cir- cus be granted permission to show in Lynwood March 15, and 16. Roll Call Ayes: Councilmen, Willard, Meyer, Lake, Christensen and bcMeekin. Noes: None. Absent: None. A license for renewal of the Dime Taxi Corporation was received. Inasmuch as they have not been serving Lynwood for several months and not at the present time, therefore the Mayor referred said License to the City Attorney to communicate with the Dime Taxi Corporation for further informa- tion. A grant Deed wa.s received from the Lorraine Corporation, 115th and Alameda Streets, Los Angeles, California, for right of way to the ex- tension of Santa Fe Avenue through the land8 known as the Lorraine Corpora- tion, said right of way is 100 feet wide. It was moved by Councilman Lake and seconded by Councilman Christensen, that said Grant Deed be accepted. Roll Call Ayes: Councilmen, Willard, Meyer, Lake, Christensen and r.QcMeekin. Noes: None. ORAL COPu'IMu'NI CANS Mr. Gerrold Campbell of 1030 Jackson Avenue, Lynwood, addressed the Gouncil regarding the water situation on Jackson Avenue and the condi- tion thereof of cesspools overflowing after the rains of the past week, also two tyro others residing on the same street spoke of the same condition. After some discussion on said matter, tine Mayor asked. them to contact the en~°ineer and see if it would be possible to confect Frith a sewer line that might be in a reasonable distance from their location at their own expense, however at the present time on the recommendation of the Health Department the only thing to be done arras for them to hire them pumped out until the water receded to level. Mr. Floyd Rowlee addressed the Gity Council as to the change of water rates, as he did not thing the rates should be increased to raise revenues for the City to take care of the added expense for Civilian De- fence and increase in salaries, but should c^me from increase of taxes, as we have always been proud of our low water rates compared to other Cities. ''"'~ ~~ ~1 ~~ Councilman Lake spoke on the cost of operation of the City for the com- ing year and the anticipated amount to be collected in the taxes which would be considerably less than enough to take care of the added cost of Civilian Defense and necessary salary increases at the time the bud- get was adopted for the year, and that by raising the water rate in a small amount would take care of the added expense for the year and. by so doing could be raised at once, and in this way. every user would pay and not duet the tax payers. If we had to wait to raise it by. taxes the money would not come in through the taxes until after December of this year. ,After further discussion the Mayor asked for a suggestion how to raise revenues in another way or method to raise-funds for this purpose, as they were open for any suggestion as to how it could be done and. asked that they listen to the reading of the Ordinance which was read a little later. . Mr. George Kennedy addressed the Council as to Mr. Canon's qualifications and his fitness for the position ha vine a long time United States~Arrny experience. After due consideration and inasmuch as the Executive Committee as a whole had not interviewed all of the applicants the matter of selection of Co-ordinator was carried over until next meeting. Thereupon an Ordinance, entitled: An .ordinance of tine incor- porated City of Lynwood, California, establishi ng a Curfew for minors under the age of Sixteen years and repealing Ordinance #75 of the City of Lynwood, relating to Curfew." was read. Thereupon it was moved by Councilman Meyer and seconded by Councilman Willard that said Ordinance be accepted as read the first time and passed to the second reading. . Thereupon an Ordinance, entitled: An Ordinance of the City of Lynwood., California, Waiving and canceling certain delinquent interests and penalties for the nonpayment of lighting assessments for certain years,'! was read by caption. Thereupon it was maed by Councilman Lake and seconded by Coun- Gilman Meyer that said Ordinance be accepted as read by caption for the -first time and pass to the second reading. Mrs. Caroline 'Sister addressed the Council about Home Gardens or Victory Gardens stating that there would be a meeting held .Thursday night at `7:00 P.
