The City Council of the City of Lynwood met in a. regular
session, in the Council Chamber of the City Hall, 11337_ Plaza Street,
on above date, at 7;30 P. Tw~i.

Councilmen Christensen, Lake, TJTeyer, '~~'illard and PaclGTeekin
answered the roll call.
It was moved by Co~zncilman Christensen and seconded by Coun-
ci7_rnan Meyer that the minutes of the previous re`_;u1ar meeting of Febru-
ary 2, 7.943 be approved as ?~rritten. ,All members of the City Council
voting a_ye, t're Ivlayor declared the motion duly carried.

A communication wrs received. from Los An~~eles County Division
of League of California. Cities announcing their next meeting on February
25, 1943., at the Elks Club, Los AnL,eles, principal speaker to be Louis H.
Burke. All who plan on attending were recuested to so notify the City
Clerk in order that r~~servatlons might be ~l~ade.
A communication Ura.G received from the running Congress de-
siring the.City of Lynwood to take out a membership in their organization,
There being no objection, said communication was ordered filed and no
furtT~er action was. taken thereon.
A communication was received from PJIrs. KatTerine T,. Feeley,
requesting to buy Bend No. 96, District No. F, which is assessed agair:st
her Lot 158, Tract 2551, and which the City of Lynwocd owns, a.t a dis-
count. T~<<e City Clerk stated that the principal amount of tT~.e bond is
X1'7.28 and has been delinquent since July %, 1938.
After due conGideration of the matter it was moved. by Coun~il-
man '~~'illa.rd a_nu. sec^nded by Councilman lUley:~r that the Cit~,r of Lynt~tood
waive all interest an:~ penalty on said bond and the City Treasurer be
authorized to sell said bond. ~.t pa_r fiat.

A communication was received from the Lea.ue of California.
Cities announcing the need for an amendment to the blackout ordinance to
permit the rriaintenance of vaarning 1i~~hts of lanterns in or about excava-
t:~ons or obstruct_ons during blackout period v.hen such ~x~arning lanterns
.are required to be maintained by some other law or ordinance. The City;
Attorney stated that the property amendment has been adopted.
A cornlnunicati on was received from ~~Irs. Caroline Slater, Chair-
man of Lynwood Coordinating Council, su~~mitting a Resolution adopted by
t'r~e Coordinatin.` Council of LyniR.ood, asking t'r_e City Council to include
in the program of Civilian Service the project of Home Gardens and Home
Food Production for Lym~~ood, a.nd that the Corn~~ander of Civilian Service
become responsible therefor. There being no objection, said matter was
referred to Councilman Z'~'illard with instructions to converse with the
Coordina:tin~ Council regarding the r~ tter.
A communication was received from Ryer-Dietary Supplements
Company, Inc. written by A. L. Young, their Agent, viherein they offer
to porch->s~ Lot 143, Tract 2551 for the sum of ~400.'~0 cash v~rith the
stipulation that tTie Lot is to be delivered clear of all liens, and that
applicant be permitted to erect a laboratory building of frame and stucco
construction thereon. .
Inasmuch as this offer is less tr:a.n the appraised value thereof,
it was moved by CounciL:rs.n Lake anal secs*~ded b~,= Councilman Millard that
the offer be rejected. All members. of the Cit`r Council voting a.ye, tree

A communication wac. received. from S. B. Schwab off:=rin~;~ to
purchase tax title to Lots 297 and 298, Tract `551 for the sum of ~8C0.00
free and clear of all bonds, ta.,.es an-~_ assessments, City to furnish mer-
cra.ntable title.
Inasmuch as this meets the price fixed by the Appraisal Commit-
tee,, it ~~as moved ~N~y Councilman Lake and seconded by Councilman F:Ieyer
that the offer be accepted.

I~~r. Ralph Burton- addressed the Council to the effect gnat he
v~ihhed to protest t'r~e increase in the water rates as he believes that
the Zx?ater Depart~:~ent is already carrying an undue portion of the cost
of City Government, stating that he believes that increased ex~oenditures
should be provided for in the ta.x rate.
Mr. Erickson also was present and a.~idressed the Council on the
subject, objectinE to the proposed insease in v.ater rates.

Iviayor P.~1cl~~teekin explained reason for need of increased water
rates to take care of added cost of Civilian Defense and other expenses
that must be paid Tor,- and that the City Council are of the opinion that
t'r_•is is the best metr~.od of raising• funds without financial injury to any-
one. R~tayor Ii~cPuieekin also stated that t'r_e Ordinance vt1ould not be finally
read this evening, but that it v~ould be considered finally on Bebruar,y
