M. In the absence of the Mayor McMeekin, the meeting eras called. to order by City Clerk Anderson, announcing that a motion would be in order for the ~pointment of a Mayor Pro tem and temporary Chat~rman. Thereupon it was moved by Councilman Christensen and seconded by Councilman 'Hillard that Councilman Lake be appointed to act as Mayor pro tem and temporary chairman. All members of the City Council present voting aye the Mayor declared the motion duly carried and it was so or- dered. Thereupon Councilman Lake took the cahir as temporary Chairman. Councilmen Christensen, ft~leye~, Willard and Lake ans~Rrered the roll call. Councilman McMeekin was absent. WRIT`1'Eiv COMIviUNICATIONS: A communication was received from the Imperial Highway Asso- ciation announcing their next meeting to be held at Warners Hot Springs, ,San Diego County on Saturday, March 27. There being no objection, said 'eomm~inieation was ordered filed. A communication was received from the Roosevelt Parent Teachers Association calling attention to the flooded condition of Abbott Road during the rainy season making it difficult for small children to get to and from school. There being no objection said matter eras referred to Street Superintendent Blain to check to a:~certain if anything can be done to correct the situation. A communication was received from W. 0. DeBusk making applica- tion to buy an old 1927 Chevrolet Truck owned bsr the City of Lynwood for the sum of ~25.G0. It was moved by Councilman Willard_ and seconded by Councilman Meyer that the 1927 Chevrolet Truck be sold to Mr. DeBusk for 25.00 if it is not•used by the City of Lynwood, and the Street Superin- tendent determines that it is no longer useable for City purposes. A communication wa_s received from the Lea~~ue of California Cities announcing their next meeting to be held at the Elks Club on PJTarch 2,5, when Robert !~'. Kenny, Attorney General of the State of California is to be the principal speaker, and Robert H, Scott, Judge of Juvenile Court. All who wish to attend were requested to so notify the City Clerk in or- der that reservations might be made. A communication in the form of Resolution was received from Lynwood Post 85 American Legion demanding that in the interests of the gen- eral public, the collection of lawn clippings be resumed on a monthly bast.s and that the collection of tin cans be made every other month. Mayor pro tem Lake explained to those present that the reason for discontinuance of this collection is because of army regulations, prohibits the burning of lawn clippings; also stating that the Council are going to consider their trash problem further later. A communication was received. from the Assembly Interim CommitteE Investigating Camps for Juvenile Delinquents requesting any information that the Council nay have with regards to dealing with ,juvenile delin- quencies and how to reduce ,juvenile delinquency. There being no ob,jectior said communication was ordered filed. A communication was received from Patricia Allen to the effect ~. that her applicati~;n for enlistment in the United States Coast Guard Re- serve was accepted on March 1, 1.943, requestin~~ a mi]_itary leave of ab- sence from the City of Lynwood when she is called for active duty. The communication was ordered filed until such time as it is determined when Mrs. Allen is leaving so that a leave can then be considered. A communication was received from RRr. Cyril A. Dvorak commend- ing Police Officer R. Y. O'Shaughnessy for his willingness to be helpful as a Police Officer and friend. There being no objection, said communi- cation was ordered filed. A communication was received from Chas. A. Ruby submitting a demand in the amount of 50.00 for Sbecial Attorney fees in connection with handling the case entitled G. Brashers & Co. vs. T. G. Dummett, City Treasurer, which he prosecuted successful~:y on behalf of the City of Lynv:c~od. Thereupon it was moved by Councilman Christensen and seconded ~- ~~© by Councilman V!lillard that said. Special Attorney fee in said amount of X50.00 be allowed.. Roll Call: Ayes: Councilmen Christensen, Meyer, Willard and Lake. Noes: None. Absent: Councilman McPrieekin. The hour of 8 P. M. having arrived, said time being the hour fixed for receiving bids in connection with the installation of a sewer system in the Broadacres area and in other sections ofthe east part of Lynwood, as published in the Lynwood Press, a legal newspaper, as re- quired by laaT, The Niayor pro tem announced that tris was the time and place to receive such bids, inquiring of the audience if there was any one present v~~ho had not already filed a bid, who wishes to do so at this time. There was no respcnse. The City Clerk Mated that one bid 'rad been filed. Thereupon it was moved by Councilman Meyer and seconded by Councilman Willard that said bid be publicly opened and declared. All members of the City Council present voting aye, the Mayor declared the motion duly carried and it was so ordered. Whereupon the bid of Lei.o & Bosnyak in the total amount of X13?,613.00 was read. P~aia~:or pro tem Lake stated for the benefit of -those who were present in the interest of the sewer project, that in view of the fact that this bid is more than 1G~o in excess of the Engineer's estimate of the ,job, it will be impossible to let the contract and proceed with the work. Manor pro tem Lake stated that the Council wished an expression from thosepresent as to whether or not they desire the Council to com- mence proceedings again in spite of increased cost, stating that it could be done under a.health ~~neasure of the law which would make it possible for the Council to proceed without so much delay as ~~~as neces- sary under the old proceedings. .The following persons addressed the Council on the matter: Mr. Thomas Kendall, Clyde Simpson, Wm. Flint, V4'. R. Algard, tel. H. Tonne, Harold T~ii. Anderson, Gene LeRoe. Mayor pro tem Lake requested all wk~o were present to stand who are desirous for the Council to proceed with new proceedings at the added cost, and. all who a.re opposed to likewise stand. A large majority of those present stood in favor of the comr~encernent of new sewer proceedings, and a few arose in opposition thereto. Thereupon it was moved by Councilman Willard and seconded by Councilman D~?eyer that the bid of Leko &, Bosnyak to install sewers in the City of Lynwood be rejected, and that the sewer proceedings commenced under Resolution of Intention No. 1468 be and they are hereby abandoned. Thereupon it way moved by Councilman 'Millard. and seconded by Councilman Ivieyer that the City Clerk be instructed to communicate with the he~ltri Department of the County of Los Angeles requesting that they give the Ci t,-- of Lynwood a letter to the effect that the maintenance of cesspools in the proposed new sewer district is a health mena.nce as re- quired by Section 280 of the 1911 Bond Improvement Act, and that t'r~e City Attorney be ir_structecl to draft the Resolutions necessary for the com- mencement of said sewer proceedings for consideration of the Council at a meeting to be held as s©on as possible. A communication was received from the City of South Gate Ca11in~ attention to the desire of one Pv1rs. J. 0. Cooper, 3340 Cherokee Ave., South Gate to continue to receive water from Lynwood under old plan, wherE as, SoutY~ Crate now has water available to serve her. It was moved by Councilman PfcTdleekin and seconded by Councilman Christensen that we stand by our Agreement with South Gate to the effect that the City of Lynwood would. disc~.~ntinue serving South Crate residents when the City of South Gate had paid their part of the consideration and had completed th~~:r lines to serve their citizens. All members of the City Council voting aye,. the P~iayor pro tom declared the motion duly carried and it was so ordered. A oomrrunication was received from Chief of Police A~iller, sub- rr,i'tting a Resolution adopted by the personnel of the Police and Fire De- partments wherein they recommend certain increases in salaries and c~~m- pensation for accuracy in shooting revolvers. After due c~~nsid.eration of the matter, it wa_s moved by Councilman Christensen and seconded by Councilman PJteyer that the matter be tabled until the time Urhen the 1943-4~ __ _ 10~~ ___ _ fiscal year budget is considered. Ludin~~ton, Tvigr. of Crafts Shoe.=s making application to exhibit in Lynwood a.t the usua~_ ex- hibit site ors Long Be^ch Blvd. and Pviinnesota Street ,during dates of April 6 to 11th, or sleek later, for sa.rne licence fee as formerly X50.00 per d=;y to include police supervision by City. Thereupon it was moved by Councilman Christensen and seconded by Counci~_man A~Ieyer that permis- sion be D~ranted. All members of the Council voting aye, the Mayor d.ecla.red. the motion duly carried. A communication was received from P,~Tr. John T; Fairbanks to the effect that owing to the labor, trucks, gas and tire situation under the rationing of the 0. ~. T., he finds at this time treat it is impossible for him to continue the same amount of hauling and work that he has been do- ing in the past under his present contract with the city, so requesting that the City cancel frc;m his c~~ntract the unessential part, the hauling of tree and shrub trimmings so that he can disc ntinue this servica ~s of "~'' April 1, 1943, stating that he wild deduct the s?~m of X75.00 per month from his present sum paid per month. Mr. Fairbanks was present an~1. addressed the Council regard~.ng~ the matter. ~ After due consideration of the matter, it was referr=d to Street Superintendent Blain for checking to ascertain what the City might do in order to furnish this service. ORAL COI~P~IUPJICA`I`IONS Mrs. Gladys Clouse addressed the Council seeking information as to whether or not a plan oauld be devised that would provide workers to help to take care of girls who are anxious to join the girl scouts, but are un:~ble to do so because of lack of leaders, suggesting that the Coord inator of Civilian Defense when contacting works for Civilian De- fense could try to get applicants for leaders for girl Scout work. Mrs. Clouse also asked about the use of the new City park for holding; of dif- ferent events of the girls scout troops, and she was assured by the City Counci)_ that it is available for such use. It was also suggested that Councilman ti'lillard is the Chairman of tre Commun_ty Service of Civilian Defense and that possibly' he can work something up in connection with the suggestion made ~:y Nlrs. Clouse. P~Ir. Dick O'Shaughnessy addressed the Council submitting an Award that Lynwood. received in recognition of the sale of•U nited States ~rar Bonds through participation in the Pasadena Tournament of Roses Parade of ?War Bonds, Nevi= Year's day 1943, suggesting that the Council direct that it be hung up in the lobby of the City Hall. Mr. 0~'Shaughnessy stated that X175, 000.00 worth of bonds were sold from November to March, which means ghat a light bomber will be constructed with Lynwood's name on it, and that X454, OOQ. ^0 was sold in Lynwood in 1942 and X93, 000.00 for January and. February of this year. . "1la.yor Lake commended. Pis. 0' Shaughnessy for his efforts in sel- ling bands in Lynwood.
