PAR. In the absence of TuTayor PJtcP~ieekin, the meeting was called to order by the City Clerk, and u~~on calling the roll it showed the fol- 1ov~rin~• present: Councilmen Christensen, Lake, Willard and A;Teyer. Mayor . PJIcPaeekin was absent. The City Clerk announced that a motion would be in order for the appointment of a temporary chairman and Nla.yor pro tem. Thereupon it wa.s moved by Councilman Millard and seconded by Councilman Lake that Councilman Meyer be appointed to act in said capa- city. All members of the City Council present voting aye, the It~iayor deelQred the motion duly carried and it was so ordered. Thereupon Councilman P~Teyer took the c~iair. It was moved by Councilman Willard and seconded by Councilman Lake that the minutes of the previous adjourned regular meeting of R~tarch 30, 1943 be approved as written. All members of the•City Council pre- sent voting ave, the P~~ayar protein declared the motion duly carried. ~y'RI`~'TEN COMT~iUTdICA'I'ICI~S: A communication was received from ll~~arvine Brovrn, 512 V'J. 30th Street, L. A. making application for a license to operate a taxi cab seY~vice in the City of Lymh~ood. It was moved by Councilman Willard- and seconded by Councilman Christensen that said applicant be referred to Chief of Police I~Iiller to check and investiga_te,, and if the Chief re- ports favorably, then the City Licer_se Collector shall be authorized to issue license as prayed for. All met~bers of the City Council present voting aye, the r~?ayor pro tem declared the motion duly carried and it was so ordered. A communication was received from Denser Tire & Rubber Company, by Irwin i'~,,t. Denser making application for the deeding of certain Street and alleys in the Commerce Tract to himself as the property is indus- trial property and will have no need for Streets and alleys as originally planned. There being no objection, said metier was referred to City Attorney Ruby to determine the facts and report to the Council his find- ings at the next meeting of the City Council. A communication wa.s received from Attorney Clyde Doyle on be- half of the Bank of America, for the benefit of Nelson McCook, J. R. Davis and Graydon Hoffman, Trustees, owners of 88 lots in Tract 5632 objecting to the proposed sewer project for said Tract as their Lots are ail vacant property and it, together with other bonds, would add up to in excess of the value of the Lots. There being no objection, said S~~m- munication was ordered filed. A communication was received frog Vera Read writing on behalf of the Com~?ton Union Council P. T. A, urging that something be done to provide another street through to Tract 5418 as it is almost impossible to transport the children durin~• the rainy season. The City Clerk re- ported on the progress of opening Norton Avenue to the effect that~ne- gotia.tions are still in progress and that one deed ha.s been secured and that .others are in the making. There being no objection, the Mayor pro tem instructed the City C1Frk to so notify said organization. A communication was received from V. Hugh Limber offerin to buy .Lots 35, 30, 37 and 38, Block 19, Tvlod,jeska Park farthe sum of 1, C00. C free and clear of all assessments, taxes and bonds of record and City to perfect title. The City Clerk stated that this offer if within the appraisal of said Lots. Thereupon it was moved by Councilman Christi=n- sen and seconded by Councilman Will.a_rd that s-id offer be accepted.. The City Clerk ~ta.ted that the Bonc~.holders ha_d been contacted by letter and had agreed to discount the b^nds as follows: A. & I. Dist. No. 9 bond from X225.68 to X110.00 and the bond issued in refunding A, & I. Dist. It~Iurphy had. offered to c;uit claim her interest in Lot 1196, Tract 3335 for the sum of X50.00, which v,ou~.d preclude the need for c,uiet title action to perfect title, recommending that the City Council accept the offer. Riley, State Con- tr©ller attaching Agreement wherein the County of Los Angeles and the State of California agree to sell certain tax deeded Lots to the City of Lynwood. There being no ob,jection,,said communication was ordered filed. A communication was received from H. R. Glove making applica- tion for a permit to .erect a two car garage on his property at the cor- ner of Beechwood Ave. and Elm Street. Mr. Glove Was present and ad- dressed the Council on the matter to the effect that he desires the gar- age so that he can store certain tools that he is using in maintaining a garden at, said location, and that he does not intend to live therein, or permit anybody else to do so, excepting that he may rest therein for an hour or so before going to work, stating further that no toilet facil- ities will be installed or other plumbing, other than running water for the garden irrigated. After due consideration o~ the matter, it was moved by Council- rnan Lake and seconded by Councilman l~'illard that in viev~l of the diffi- culty in securing priority to build residences in Lynwood_ on account of the.v~:ar condition, that ~'~ir. Glove be permitted to construct a garage as requested on said Lot to be for the duration of the war only, and that no plumi~ing be permitted to be .installed and not to be used for living qua.r- ters. . . There being no objection, said reports were ordered filed.- UNFIidISHED tsUSiIdESS: A communication was received from Street Superintendent John A. Blain reporting on the matter of pick up of tree trimmings to the effect if the City should undertake to do the work it would mean the need for the errip]~oyment of one additional man and the purchase of a truck which would cost about X400.00, and the man's salary would be at least X150.00 per month, theref~~re, suggesting that if P,-ir. Fairbanks should be re- lieved of-that part of hips contract dealing with pickup of trash, then such service should be discontinued during the duration of the war. There being no objection, this matter was laid on the table until the next meeting of the Gity Council. Water Su?~erintendert John A. Blain stated the ~:~~r. H. S. Rutter 'rlas returned to work on Talarch 18, 1943 and that his salary was not in- creased when the other men received the=ir increase because he was not here, therefore, recommending that his salary be increased from ~190.5~? per month to X210.00 permonth, and that P~Ir. ~. 0. ~.ehfeld's salary be rF- duced from X205.00 per month to X185.00 per month since he has been re=` lieved of his foreman's duties. Thereupon it was moved by Councilman Willard and seconded by Councilman Christensen that the recomrrrendations of John A. Blain be accepted and that the salaries be fixed as stated in ~~ said letter. It was moved by Councilman ?Willard and sec nded by Councilman Ch~°is- tensen that the City of Lynv:Tood enter into an Agreement with the Z~rake Supply Co. to furnish fire protection, and that the City .Attorney and Fire Chief be instructed to are°a_nge for a_n agreement cn a fair basis, to be ratified by the City Council at its next regular meeting.
