HomeMy Public PortalAbout19990706REGULAR COUNCIL MEETING JULY 6, 1999 CALL TO ORDER 1 The Regular Council Meeting of July 6, 1999, was convened at 7:30 P.M. by Mayor Tom Rackers. Prayer was offered by Councilman Edith Vogel, followed by the Pledge of Allegiance. ROLL CAL The following Council Members were present for the roll call: Present: Blaney, Jackson, Jaynes, Landwehr, Nelson, Nilges, Stella, Vincent, Vogel and Weber Absent: None A quorum was declared present. PRESENTATIONS FROM THE GALLERY A presentation was made by Public Works Director Marty Brose regarding the status of the Edgewood project. A presentation was made by Mr. Darryl Cook, 516 E. Dunklin Street, made a presentation on behalf of the Campus View Community Association regarding Campus View Apartment development and the Greenway near Lincoln University. He stated he hopes that Lincoln University, the Jefferson City Housing Authority and the City of Jefferson can reach some sort of agreeable compromise on the situation of building a housing project and allowing public use of the greenway trail in his neighborhood. Mr. Joe Wilson, 2201 Oberman Place, made a presentation regarding animal ordinances. Mr. Charlie Nicks, proprietor of Skin Thieves Tattoo Shop, 200 S. Moniteau, Sedalia, MO, made a presentation about allowing and regulating tattoo establishments in Jefferson City. Following Mr. Nicks's presentation, Councilman Rick Nilges stated that the City would provide Mr. Nicks with a copy of pending Council Bill 99 -25 which, if passed, would allow and regulate tattoo establishments in Jefferson. CONSENT AGENDA The following items were presented for approval on the Consent Agenda: a. Minutes of June 21, 1999 City Council Meeting b. Bid 1739 (RENEWAL) - Cemetery Maintenance, Planning & Code REGULAR COUNCIL MEETING JULY 6, 1999 2 Enforcement c. Bid 1828 - Influent/Effluent & Sludge Testing, Public Works d. Authorizing Conditional Use at 707 Washington Street e. Authorizing Conditional Use at 2117 Windriver Drive f. Authorizing Renewal of Agreement for Broker Services g. Authorizing Renewal with MSI for Administration of Workers' Compensation h. Accepting Re- Insurance Quotes from Safety National for Workers' Compensation Authorizing Transfer of Surplus Animal Rescue Equipment to City of New Bloomfield A motion was made by Councilman Charles Jackson to approve the Consent Agenda as presented, seconded by Councilman Steve Nelson, and approved unanimously. MINUTES AND REPORTS RECEIVED & FILED Mayor Tom Rackers announced that the following reports have been received and are on file in the City Clerk's Office: a. Ad Hoc Stormwater Committee, June 15, 1999 b. Public Works & Planning Committee, June 24, 1999 c. Annual Report of Workers' Compensation ANNOUNCEMENTS BY THE MAYOR Mayor Tom Rackers announced that July Yard of the Month Award has been awarded by the Hawthorn Memorial Garden Club to Tom & Carol Schneider, 705 Sherwood Drive. The award will be mailed to the Schneiders since they could not attend the meeting. MAYORAL APPOINTMENTS Mayor Tom Rackers presented the following appointments to the Council for approval: Introductory Police Officer - Russell W. Brenner Introductory Police Officer - Michael J. Ottolini Introductory Telecommunications Operator - Kevin J. Stegeman A motion was made by Councilman Carl Jaynes to approve the appointments as presented, motion was seconded by Councilman Charles Jackson and approved unanimously. REGULAR COUNCIL MEETING JULY 6, 1999 BILLS INTRODUCED 3 Bill 99 -28, sponsored by Councilman Jackson, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, VACATING AND DISCONTINUING A PORTION OF THE MARILYN STREET RIGHT -OF -WAY AT NORTHEAST CORNER OF MARILYN STREET AND MEADOW LANE. Bill 99 -29, sponsored by Councilman Jaynes, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ACCEPTING AND APPROVING THE PLAT OF DEL CERRO SUBDIVISION, SECTION FIVE , A SUBDIVISION OF THE CITY OF JEFFERSON. Bill 99 -30, sponsored by Councilman Jaynes, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ACCEPTING AND APPROVING THE PLAT OF WESTMINSTER ESTATES, A SUBDIVISION OF THE CITY OF JEFFERSON. Bill 99 -31, sponsored by Councilman Jaynes, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A DEVELOPMENT AGREEMENT WITH RON DAWSON AND DON WELCH CONCERNING WESTMINSTER ESTATES SUBDIVISION. Councilman Rick Nilges requested that Bill 99 -25 be placed on the Informal Calendar at this time. COUNCIL LIAISON REPORTS Councilman Carl Jaynes announced the Stormwater Ad Hoc committee will meet July 20 at 6:15 P.M. Councilman Carol Blaney announced that the Transportation & Traffic Commission will meet at 8:00 A.M. on Thursday, July 8. GO INTO EXECUTIVE SESSION A motion was made by Councilman Charles Jackson that the Council go into Executive Session at this time to discuss matters pertaining to real estate, litigation and personnel.
