M. M~~or Willard in the chair. Councilmen Christensen, Lake, Meyer, McMeekin and Willard answered the roll call. It was moved by Councilman Christensen and seconded by Councilman McMeekin that the minutes of the previous regular meeting of May 18, 1943 be approved as written. A~_1 members of the City Coun- cil voting aye, the Mayor de.~lared the motion duly carried and it was so ordered. VL'RITTEv COM[~~IUNI CA~:CIONS: ,.,,,, A communication was received from Gladys Clouse, Comissioner of the Girls Scouts of Lynwood, to the effect that on July 7, 8 and 9 and on July 14, 15 lnd 16, they desire to use Constitution Fa~i~ for Scout Day Camp; also requesting that police protection with special patrol at night be afforded, Thereupon it was moved by Councilman d Christensen and seconded by Councilman Lake that permission be granted and that the Police Department be instructed to patrol the area on said days as of ten as deemed necessary. All members of the City Council voting aye, the Mayor declared the motion duly carried. A communication was received from the County of Los Angeles enclosing a copy of Resolution whereby the Board of Supervisors appropri- ated X5,017.50 to the City of Lynwood for street improvements. There being no ob,jecti¢ap, said communication was ordered Piled. A communication was received from Moffitt and Hemmenway, by Howard Hemenway, &uggeati~g~:that a person be engaged to make search for persons named in quiet title suits where it is impossible to find the defendant so that legalgrounds may be established that every possible effort was made to find the record owners of properties, stating that there is a person in Los Angeles who makes a business of furnishing ad- dresses of persons-whom it is desired to locate for a charge of X5.00 per name. After due consideration of the matter, it was moved by Coun- cilman McMeekin and seconded by Councilman Meyer that Ddr.. Hemenway be authorized to employ his services for such purposes on behalf of the City of Lynwood. Roll Call: Ayes: Councilmen Christensen, Lake, Meyer, McMeekin and Willard. Noes: None. A communication was received from James 0. Stevenson, Direc- tor of the L. A. Bureau of Municipal Research to the effect that they are publishing a survey of taxable property, including properties in Lynwood, showing growth, how much it has yet to grow, building activity since 1920, and how the property is now taxed in proportion to its pre- sent economic worth, stating that they would be pleased to reserve a copy of the survey for a X50.00 subscription, stating that they will be glad to send it for a ten days and if it is deemed advisable to purchase, then the matter be taken up further r~ith the Council. A communication was received from the County of Los Angeles ~, Health Department, by A. J. Messier, Business Manager, submitting a con- tract for taking care of Lynwood's health services for fiscal year 1943- ~4 for ~1~/05 per inspection and special fee for appearance in Court. Thereupon it was moved by Councilman Meyer and seconded by Councilman Lake thatsaid contract be accepted and that the Mayor be and he is here- by authorized to execute said instrument for and on behalf of the City of Lynwood. Roll Call Ayes: Councilmen Christensen, Lake, Meyer, Mc~Reekin and Wil- lard. Noes: None. A c ommun~cation was received from Frank Froma and signed by 8 others, submitting their protests regarding the busses turning on Los Flores Blvd. and Linden Avenue by Los Angeles Railway busses. There being no objection, said matter was referred. to the City Engineer to check and report back his findings, and repair any damage already done to the streets in question. A communication was received f ram Helen R. Maxwell offering to purchase tax title to ~p~~~~~matEly 7 acres in the J. J. Bullis Tract of which she is record owner, for the sum of X3,200.00. Thy City Clerk stated that the Appraisal Committee had approved this offer. ~~~ Thereupon it was moved by Councilman Christensen and seconded by Councilman Lake that said offer be accepted. An offer to purchase Lot 12, Tract 2551 for. the sum of X800.00, free and clear of all taxes, assessments and.'r~onds of record, was re- ceived from Harvey Largent, 3350 B. idorton Avenue, Lynwood. Said bid being within the appraisal, it-was moved by Councilman Christensen and seconded by Councilman Meyer that said. offer be accepted. In connection with the purchase of Lots 13 and 14, Block 4, Mod,~eska Park for the sum of X400.00 by Harry Jevas and Clara Jevas, an Agreement of Sale and purchase was presented, calling for installments payments over a period of 12 months kith interest at 7~ on deferred balance, was submitted. Thereupon RESOLU`T'ION N0. 1559, entitled: "A RESOLUTION OF THE CI`1"Y COUNCIL OF THE CI`T'Y OF LYNN":'OOD, CALIFORNIA, ACC~:P~l"ING BID FOR THE PURCHASE OF CI1"Y 04~~NED TAX DEEDED REAL PROPExl'Y, "was read. It was moved by Councilman Lake and seconded by Councilman Christensen that said Re- ~olution No. 1559 be adopted. Roll Call: Ayes: Councilmen Christensen, Lake, Meyer, McMeekin and Willard.. Noes: None. An offer to purchase Lots 809 and 810, Tract 3078 for the sum of X1,300.00 free and clear of all taxes, assessments and bonds of re- cord, and City to furnish a merchantable title thereto, was received from Herman Goldberg. It wa_s moved by Councilman Lake and seoonded by Councilman McMeekin that said offer be accepted and that the sale be consummated., be'~ng within the appraisal figure. Ro11 Call: Ayes: Councilmen Christensen, Lake, Meyer, McMeekin and Willard. Noes: None. • An offer to purchase Lot 434, Tract 2551 for the sum of 9200.00 was received from Carl L. Willard, free and clear of all taxes, assess- ments and bonds of record and City to furnish a merchantable title. In- asmuch as itrhis Lot is located near the City Street yards, it was deter- mined that ~ committee be appointed to check into the question as to whether or not the City should preserve said Lot for municipal use or sell it. Mayor Willard appointed Councilmen McMeekin, Meyer, Lake, and City Engineer Johnson a committee to look into the matter. A communication was received frorr~ the City Clerk Mating that on June 3, 1943 three of the tax; deed option agreements entered into with the County of Los Angeles expires, recommending that the City make application to purchase the unsold ones under Chapter 2°4 without con- sideration, but that the proceeds shall be didided on a prorate basis to the various taxing Agencies; also giving a resume of work aceompl_ished " on restoring tax deeded properties to the tax roll, setting forth that of the 407 parcels included in said applications, 184 have been sold to ~. individuals, 13 others heve been purchased by City for quiet title pur- poses and 15 are taken up at this meeting, .therefore, reporting that there _ are 182 parcels on which the City have not exercised their option on; also reporting that in the refunding of A. & I. Districts that 1504 par- cels were restored to the tax roll, so that approximately 1760 parcels have now been restored to the tax roll in the City of Lynwood. Thereupon it was moved by Councilman Mcl~ieekin and seconded by Councilman Meyer that the City Clerk be instructed to prepare an applies- tion for purchase of tax deeds on alI properties that the City have not taken up of said Option Agreements expiring on June 3, 1943, and other lots that may have become tax delinquent that may be d~eirable to eaake application for, under Chapter 204 of the State of California.. All mem- hers of the City Council voting aye, the Mayor declared the motion duly carried. An Offer to purchase Lot 8, South one-half, Tract 2794 was re- • ceived from A. J. Wiggins to be used by the Lynwood_ P~elfare organization, for the cum of 650.00, free and clear of all taxes, assessments and b~ndE of record and the City to convey their tax title and fee title to them when purchase is paid in full. X40 Thereupon an Agreement of sale in connection with the pur- chase of said Lot was submitted, calling for cash payment of X65.00 and balance to be paid over a n_ eriod of one-year tisjith interest at 7°~n on deferred balance. WHEREUPON RESOLUTION N0. 1560, entitled: "A RESOLU`T'ION OF THE CIrI'Y COUNCIL OF THE CITY OF LYN~VO~D, CALIFCRNTA, ACCEPTI~~G BIU FOR `l'HE PURCHASE OF CI'1'Y OI~NED TAX DEEDED REAL PROPERTY," was read. The City Clerk stated that this offer is X100.00 less than the appraised value, however, inasmuch a.s this organization is a wel- fare organization, it was moved by Councilman Christensen and seconded by Councilman McMeekin that the offer be accepted and that said Resolu- tion No. 1560 be adopted. Roll Call s Ayes: Councilmen Christensen, Lake, Meyer, McMeekin and Willard. Noes: None. At this time Councilman McMeekin requested to be excused, ,,~„ which was granted by the Mayor, whereupon Councilman McMeekin vacated his seat and left the Council table. A communication was received from City Engineer Millard L. Johnson to the effect gnat it is customary to make increased, in sal- aries after the persons have been in service in the Street and Water department for six months and that Mr. P. Foley and E. J. Cayer have - :nee served such probationary period, therefore, recommending that Mr. P. Foley's salary be increased from X150.00 per month to X170.00 per month, and that the salary of E. J. Cayer, be increased from X160.00 per month to X175.00 per month. Thereupon it was moved by Councilman Christensen and seconded by Councilman Lake that said recommendations be accepted and that the salaries be increased for said men as stated. City Engineer Johnson also stated that he would like for the City to rehire John Blain to help in his Department as a man will be very much in need for the sewer project that is contemplatted and in connection with imork now being done from moneys received from the County for street improvement work. Thereupon it was moved by Councilman Lake and seconded by Councilman Christensen that Mr. John Blain be reemployed at a salary of X250.00 per month as recommended by Engineer Johnson. Absent: Councilman McMeekin. deport ~f the City Court was received, showing activities of paid department for the month of May. It was moved by Councilman make and seconded by Councilman Meyer that the Department be instructed to submit their requests for estimated for expenditures for the budget of 1943-44, leaving the salariles as now fixed, and submitting a letter of recommendation reg~rd- ing increases of adjustments of salaries and explanation of any other items included in estimates for expenditures. All members of the City Council present voting aye, the Mayor declared the motion duly carried ,,,,~ and it was.so ordered. Mr. Russell Caley addressed the Council requesting permission to place a Service Station (Gasoline) on Lot 6, Tract 2794, as he is eom- pelled to move it off of its present location, stating that it will be placed in the rear of lot and will be removed after the war, or as aeon as priorities may be secured for the permanent location of said building; on arlot. After due consideration of the matter, and because Mr. Caley agreed to maintain the building in ~ neat a condition as possible, it way moved by Councilman Christensen and seconded by Councilman Meyer that Mr. Caley be permitted to place said structure on said Lot temporarily. All members of the City Council present voting aye, the Mayor declared the motion duly carried and it was so ordered. ORAL COTy1MUNICA`i'IOI~S CON' A4r. Doub, 3910 Morton Road addressed the Council regarding his horses that he has coralled at said address, stating thatthesChief of Police had ordered them moved as he is not complying with the ordinance in r~taintaining; them there. Mr. Boub was instructed to confer with the City Attorney if he is not satisfied with the mandate of the Chief of Police to determinb whether or not he is in violation. ~4~. It was moved by Councilman Christensen and seconded by Coun- cilman Meyer that the First Baptist Church be perm'_tted to place an ad- vertising si~~n across Lyn~Tood Road at State St. to advertise their two weeks. of s~..ecial meetings. Councilman Christensen was appointed a eommit~ee of one to look into the matter of the advisa ~ality for the City ~Sffer'iAg to the servicemen opportunity to sleep in the band stand when they come through by right without other accommodations. 1~3 Fire Chief Daetweiler addressed the Council on the matter of need for a two-way radio set for the fire trucks, stating that one can be purchased with two receiving sets to be used in the Street and Water Departments for 375.00, and the receiving sets would be X125.00 each. City Engineer Johnson also addressed the Council on the need for the sets in the Street and Water Departments, in order that they may be called into the department when needed and to go on emergency calls without delay, stating that the Water Department would be the most ur- gent on account of assistance and need in cases of fire calls. Af ter due consideration of the matter, it was moved by Coun- cilman Christensen and seconded by Councilman Meyer that Fire Chief Daetweiler be authorized to purchase a two-way radio set for one fire truck and one receiving set for the Water Department as per prices quoted Ro11 Call: Ayes: Councilmen Christensen, Lake, Meyer and Willard. -Noes: None.
