M. Mayor Will~.rd in the chair. Councilmen Christensen, Lake, Meyer, McMeekin and ';'~llard answered the roll call. It was moved by Councilman Christensen and seconded by Coun- ci~man r.~~cMeekin that the minutes of the previous regular meeting of June"l, 1943 be approv~.d as written. All members of the City Council voting aye, the Mayor declared the motion duly carried and it was so ordered. The hour of 8 P. M. having arrived said time being the hour fixed for hearing any protests or objections in connection with the in- stallation of a sewer system designated as "Lynwood Sewer Project No.3", notice of said hearing having been published, posted and mailed as re- quired by the Improvement Act of 1911. The Mayor announced that this was the time and place for the filing of any objections to the doing of thw work described in Resolu- tion of Intention No. 1557, inquiring of the audience whether or not any one desired to submit any objection to the doing of skid work. Thereupon Mr. Alfred J. Plack, 122~?1 Gertrude Drive, came for- ward and read a protest against the proposed improvement by insta.lla- tion o-f sewers, on the grounds that the cost as estimated is excessive; that it should be deferred until after the war in order to help the un- employment situation expectec? thereafter, therefore petitioning the City Council to table said improvement. Said protest was signed b~~ Alfred J. Plack, lllary Lee Plack, Morris S. ~lalraven, Esther G. ~lalraven, Janite A. Garrett and M. B. Moseley, however, they did. not describe the parcels that they own, as required by~ la.w. Mr. J'lack f~ led his pro- test with the City Council. The City Clerk stated that no written objections or protests had been filed with him. rdr. Plack also was present and addressed the Council on be- half of his petition. '~;~r. Henry Schick. also addressed the Council in favor of the project and that he does not think that the matter should be delayed. WRT`T"T'EN COIy~uTUNI CA'T'IONS: A commu nication in the form of petition wa.s received signed by Mark Hill and 72 others requestj.ng that the City clean the lot next to the alley on Beech~~ocd Avenue across from the church so theta will be able to play thereon. It was moved by Councilman Christensen and seconded by Councilman Meyer that the request be granted. All members of the Council voting aye, the P~Tayor declared the motion duly carried and it was so ordered. ~. 4 ORAL COMMUNIGA'iIONS: Mr. A. J. Wiggins addressed the Council on the matter of clearing certain lots in the City of Lynwood for playgound activities, stating that there are six lots that they are proposing at the present time, however, only one or two in the immediate future, but he would like to get authority a nd sanction from the Council to clear ail six so that when it does develope he does not need to appear before the Council for each lot or group of lots to be used. Thereupon it was moved by Councilman Meyer and sec^nded by Councilman Christensen that the City clean six lots in connection with said matter when they are ready for use by said Committee. All members of the City Council present voting aye, the Mayor declared the motto n duly carried and it was so ordered. Messrs. Frank Palmer and. Frank Frome addressed the Council regarding the L. A. Railway Co., using their streets, Linden and Los Flores Flvd. to turn on which is ruining the street in addition to being a nuisance to them. Thereupon a letter from John A. Blain regarding said matter was read to the effect that the franchise that was granted to said Company did not include the use of said streets, therefore that the matter could be taken up directly with the L. A. Railway Co. for so- lution. There being no ob~~etion, the Mayor referred the matterto the City Attorney to check with the Railway Co., to ascertain what their rights are and to request them to discontinue the use of said streets and to make other arrangements for turning. ~JRITTEN COMMU NICATIONS: • A communication was received from the League of California Cities announcing their next meeting to be held on July 17, 1943, at 6:30 P. M. at the Elks Club. All who were planning on attending were directed to notify the City Clerk in order that reservation might be made . A communication was received from A. H. Friesen making ap- plication for a license to sell used cars in the City at 10340 L. B. Blvd. It was moved„by Councilman Lake and seconded by Councilman Christensen that permission be granted and that the License Collector be authorized to issue license therefor. All members of the City Council voting aye, the Mayor declared the motion duly carried. A communication was received from Judge Howard Hemenway to the effect that Mrs. Wanamaker leaves on her vacation an the 22nd day of June, requesting that Mrs. Lora Bray be appointed as her substitute on a part time basis from 8 A. M. to 12 P. M. Thereupon it was moved by Councilman Christensen and seconded by Councilman &icMeekin that Mrs Bray be appointed on a part time basis in the City Court as suggested by Judge Hemmenway at a salary of 60.00 per month. Goet~~, General Manager of Precision Products requesting permission to use buildi~rg located at 3236.Mulford .Avenue for light manufacturing purposes, stating that the equipment to be installed is a light, smooth running, and quiet, such as drill presses, small lathes and automa~ic screw machines, and that any sound created within the brick building should not carry to the out- side. It was moved by Councilman McMeekin and seconded by Councilman Christensen that permission be granted, and that the License col?eetion be authorized to issue license therefor. A1.1 members of the Council voting aye, the Mayor declared the motion carried. A communication was received from A. L. Young stating that the war damage insurance expires on August 9, 1943. It was mo ved by Councilman McMeekin and seconded by Councilman Meyer that Cdr. Young be authorized to renew said insurance. All members of the City Council voting aye, the Mayor declared the motion duly carried and it was so ordered. A communication was received from Millard L. Johnson to the effect that he regrets to be comg~lled to submit his resignation as City Engineer, as he feels obliggd to accent a commission in the Army of the United States as it is apparent that they need trained Engineers at once, expressing gratitude for the Council's confidence in apnoint~lr~g him to the position. It was moved by Councilman Lake and seconded by Councilman McMeekin that said resignation of Millard L. Johnson as City Engineer, Street Superintendent and Wader S?~perintendent be accepted. All members of the City Council voting aye, the Mayor declared the mod tion duly carried. 146 Thereupon it was moved by Councilman Lake and seconded by Coun- cilman McMeekin that Mr. Frank Alderman be appointed City Engineer of the City of Lynwood on a part time basis, his compens~tian to be fixed on .the basis of wort. performed; also that John A. A petition was received signed by Verna Henderson, 10916 Fra- car Avenue and 17 other property owners residing on Fracar Avenue, re- questing that the street same be changed to "Bowman" to conform to the street in South Gate in line with said street. Inasmuch as there is a sewer proceeding pending, and said Street be named in the proceeding, the City Clerk was instructed to notify the petitioners to the effect that the Gity Council will proceed with the change after the proceedings are completed. A claim in the sum of x'41.64 for damage done to an automobile belonging to the City of Los Angeles by a ca.r driven by Lieutenant Paul Kerr belonging to the City of Lynwood, was submitted as received from f the City ~~ttorney's office of the City of Los Angeles. There being no objection, the matter was refePred to the City Attorne,V for investigation and also the City Clerk way instructed to notify our Insurance Company regarding same. A communication was received from Mr. R. Y. O'Shaughnessy, War Savings Staff Chairman of the City of Lynwood requesting X25.00 per month to cover general expense in connection with financing part of the upkeep of the Victory Hou se and Band Stand. dir. O'Shaughnessy addressed the Council regarding the matter to the effect that the money ~T~i11 not be used if other funds can be raised to finance the enterprise. Ma~ror Willard and Councilman McTJfeekin stated that PJir. Scott from the Treasury Department in a meeting had stated that the V"ar Savings program was not an obligation of the City of Lynwood, and that they had a ways and means:cammittee set up to take care of necessary expenses in connection with said matter, therefore they believe that the City should divarce themselves from further financial o~ligation, as they had no voice in the matter. However, after further discussion regarding the matter, it was moved by Councilman Christensen and seconded by Councilman Lake that the City appropriate X25.00 per month bo help finance the bond sales in tY~e City of Lynw.~od. Daetweiler to the effect that the weed burning crew damaged a rabbit hutch and shel- tEr belon ing to a Mr. F. S. ~Iilburne of 10755 San Jose St., and that he requests 15.00 in compensation therefor. It was moved by Councilman Mc- Meekin and seconded by Councilman Meyer that damages be paid to Milburne for said amount for such damage. A communication was received from Acting Fire Chief Daetweiler to the effect that the six months' leave granted to Chief Lewis on ac- count of illness expires on June 15, and as he is still unable to return to work t at he would suggest that another leave be granted. Thereupon it was moved by Councilman McMeekin and seconded by Councilman Christensen that Mr. Lewis be granted a sick leave until Janua,r~J 1, 1944. All members of the Cit~T Council present voting aye, the Mayor declared the motion' culy carried. A report was received fram the Appraisal Committee, submitting appraisals of certain Lots in the City of Lynwood. There being no objec- tion said cammunication was ordered filed. A communicatian was received fr^m Amos C. Dreher offerinp~ to purchase the easterly 50 feet of Lot 166, Tr~~ct 2551 for the sum of 500.00, free and dear of all taxes, assessments and bonds of record~~and the City to clear title. thereto. Inasmuch as this offer is within the appraisal, it was moved by Councilman C~~ristensen anc? seconded by Councilman Mc- 14leekin t~~~at the offer be accepted. The Committee appointed to look into the need for the City holding Lot 434, Tract 2551 for Municipal purposes reported that in their opinion they do not need it, however, that perhaps the Lot should be offered for sale without the bunker. The City Clerk stated that the offer of Carl L. Willard is within the appraisal without the bunker, therefore, it was moved by Councilman IvTeyer a.nd seconded by Councilman I~Icl4ieekin that the offer of Mr. Willard to purchase said Lot 434, Tract 2551 for ~2C0.00, free and clear of a.ll taxes, bonds and assessments of record be accepted. Thereupon it was moved by Councilmen Lake and. sec~~nded by Councilman T~Tc~~eekin that the City of Lynwood purchase said bonds at said figure. In connection with the awning business establ ishment located on Capistrano Avenue owned by Mr. and Mrs. Duncan, the License Co11ec- tor w.as instructed to notify them that unless they can correct the an- oyance to the neighbors that they may not be entitled t o a license to operate thereat. A communication wa s received from Chief of Po lice Miller sub- mitting a list of men who de sire to work in l:; eu of vacation, some for two weeks and others for a shorter time, in return for the pay therefor. Thereupon it was moved by Councilman McMeekin and seconded by Council- man Christensen that this plan be accepted and that the Chief .of Police submit leis payroll to the Ci ty ~'lerk covering same. Chief of Police Miller addressed the Council regarding need of a Secretary of Civil Service Commission, suggesting the name of Finley Shelman as he has had considerable experience in connection with Civil Service matters. Patricia Allen has left the em- ployment of the City, that the position of Secretary of the Civil Ser- vice Commission that she held be declared vacant.
