CALL TO ORDER
1
The Regular Council Meeting of July 19, 1999, was convened at 7:30 P.M. by Mayor Tom
Rackers.
Prayer was offered by Councilman Edith Vogel, followed by the Pledge of Allegiance.
ROLL CAL
The following Council Members were present for the roll call:
Present: Blaney, Jackson, Jaynes, Landwehr, Nelson, Nilges, Stella, Vincent,
Vogel and Weber
Absent: None
A quorum was declared present.
PRESENTATIONS FROM THE GALLERY
A presentation was made by Mike Bollinger, Recreation Program Supervisor for the Parks
and Recreation Department. Mr. Bollinger gave a slide presentation of the annual
Bassmasters Fishing Derby recently held at Binder Lake, after which he awarded plaques
to Mr. Roger Mertens (Roger Mertens Distributor, Inc.), Mike Overton (Wal- Mart), and John
Buchanan (Capital City Bassmasters) in appreciation for their generous donations to the
event. All three of the recipients were present to accept the awards.
Mr. Tom Crawford, 4802 Westport, made a presentation on behalf of employees of the
Farm Bureau, several of whom were at the meeting, to oppose the connector street at
Fairway Drive for the Westminster Estates subdivision project (Bill 99 -31).
Mr. Joe Wilson, 422 Oberman Place, made a presentation regarding the proposed animal
ordinance.
Mr. Ron Dawson, 2001 Wayne Avenue, developer of the Westminster Estates subdivision
project, made a presentation in favor of the connector street at Fairway (Bill 99 -31).
CONSENT AGENDA
The following items were presented for approval on the Consent Agenda:
a. Minutes of July 6, 1999, City Council Meeting
A motion was made by Councilman Carl Jaynes to approve the Consent Agenda as
presented, seconded by Councilman Charles Jackson Councilman, and approved

unanimously.
BIDS OVER $25,000
Bid 1824 - Uniform Rental — Councilman Charles Jackson made comments in opposition
to the contract amount being more than the bid amount. Following discussion, Councilman
Charles Jackson made a motion to approve Bid 1824 with the contract amount being for the
amount of $32,875.40 rather than the $40,000 currently proposed. Motion was seconded
by Councilman Larry Vincent approved unanimously.
MINUTES AND REPORTS RECEIVED & FILED
Mayor Tom Rackers announced that the following reports have been received and are on
file in the City Clerk's Office:
a. Housing Authority Board of Commissioner, May 25, 1999
b. Planning & Zoning Commission, June 10, 1999
c. Transportation & Traffic Commission, May 6, 1999
d. Board of Adjustment, June 8, 1999
e. June 1999 Financial Report
Councilman Carl Jaynes asked for information regarding the Financial Report. Finance
Director Steve Schlueter stated he did not have that information readily available but would
get that information to Mr. Jaynes after the meeting.
ANNOUNCEMENTS BY TH
E MAYOR
Mayor Tom Rackers announced that July Yard of the Month Award has been awarded by
the Hawthorn Memorial Garden Club to Tom & Carol Schneider, 705 Sherwood Drive. The
award will be mailed to the Schneiders since they could not attend the meeting.

Councilman Larry Vincent stated that the information contained in the Bill Summary was
incorrect; Public Works Director Marty Brose concurred that it was incorrect and would be
corrected before the next Council meeting.

Mayor Tom Rackers announced that a Council work session will be held on Monday, July
26 at 5:30 P.M. to discuss the convention center development. Councilman Larry Vincent
requested that, if no Council members had any objections, that all Council Members be
added to this bill as cosponsor with him. No one objected.

Bill 99 -30 was read third time by title and placed on final passage. Various Council
Members stated that they would approve a development agreement if amendments were
made about the condemnation process clause. Following a lengthy discussion, a motion
was made by Councilman Carol Blaney to amend Bill 99 -31 by changing the language in
paragraph 7(B) of the Development Agreement as follows:
7. CONTINGENT OBLIGATIONS OF CITY - FAIRWAY DRIVE CONNECTION
B. The City shall commence necessary legal actions to secure the right of way for the Nob Hill
to Fairway connection as soon as practical.

Councilman Charles Jackson requested that Bill 99 -32 be placed on the Informal Calendar
pending receipt of further information on the issue.

REPEALING THE PROHIBITION OF, AND PROVIDING FOR THE REGULATION OF,
TATTOO ESTABLISHMENTS WITHIN THE CITY OF JEFFERSON.
Councilman Rick Nilges requested that Bill 99 -25 remain on the Informal Calendar at this
time.
Bill 99 -26, sponsored by Councilmen Blaney, Landwehr & Vincent, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, REPEALING CHAPTER 5
(ANIMALS), OF THE CODE OF THE CITY OF JEFFERSON, MISSOURI, AND ENACTING
A NEW CHAPTER 5 IN LIEU THEREOF.
Following a very lengthy discussion, during which several Council Members expressed their

concern with placing a regulation on the numbers of animals a citizen can own, a motion
was made by Councilman Charles Jackson to delete Article III (KEEPING NUMEROUS
ANIMALS) in its entirety except for Sec. 5 -76 (Enforcement; search and seizure), which
shall be moved to ARTICLE II and renumbered as Sec. 5 -60. At the end of discussion,
Councilman Charles Jackson moved to call for the question pertaining to the amendment,
seconded by Councilman Larry Vincent approved unanimously. The amendment to Bill 99-
26 was then approved by the following roll -call vote:

Bill 99 -26 was then approved, as amended, by the following roll -call vote, as Ordinance
12952:

*Councilman Steve Nelson left the meeting at this point (9:15 P.M.).
NEW BUSINESS
Councilman Larry Vincent stated that at the last Solid Waste Committee meeting the
committee had discussed, and approved, requesting the Council to change the name of that
committee to Environmental Services Committee, and changing the name of the Sanitation
Division to Environmental Services Division. City Counselor Allen Garner stated that he
would research whether such a change will need to be done by ordinance and prepare the
necessary approval documents for the next Council meeting.
UNFINISHED BUSINESS
There was no unfinished business to come before the Council at this time.
COUNCIL LIAISON REPORTS
Councilman Carl Jaynes announced the Stormwater Ad Hoc committee will meet July 27
at 6:15 P.M.
EXECUTIVE SESSION MINUTES
July 6, 1999, Executive Session Minutes — A motion was made by Councilman Charles

Jackson for approval of the minutes, seconded by Councilman Carl Jaynes approved
unanimously.
GO INTO EXECUTIVE SESSION
A motion was made by Councilman Carol Blaney that the Council go into Executive Session
at this time to discuss matters pertaining to real estate, litigation and personnel. Motion was
seconded by Councilman Charles Jackson and approved by the following roll -call vote at
9:20 P.M.
