It was moved by-Councilman Christensen and seconded by Councilman Meyer that the minutes of t're previous regular meeting of August 3, 1943 be approved as written. Coiznt~Vr Division of the League of Cali`ornia Cities announcing their next muting to be held on August 19, 1953, at the Elk's Club. All who wish to attend were requested to so n~,tify-the City Clerk in order that reservations might be made. """' A communication was received from Mr. E. A. Shively, making application for a license to manufacture tastable refractories, either in the HudsonLumber Co. buildin~~ or at the corner of Los Flores and Long Beach Blvd. Mr. S'^ively was present and addressed the Council on behalf of his application stating that the noise that would be caused. by said operation ~xaould only be from the mixer, which ~j?ould be comparable to a cement mixer. After due consideration, it was moved by Councilman Me;rer and seconded by Cou ncilmanLake that Mr. Shively be granted permission to operate such business and that the License Collector be authorized to issue license therefore under the condition that the business shall not be a nuisance to residents in the area, a_nd if complaints be registered then he must cease sucY~ operation. All members of the City Council • present voting aye, the Mayor declared the motion dul~r carried and it wa.s so ordered. A communication wwas received from H. R. McTv?eekin, AEI. D. sub- mitting his resignation as a member of the City Council to take effect immediately because of rush of business, commend-ing the City Council for the wonderful service teat they are rendering their comm.nity for the small remuneration provided. It Maas moved by Councilman I6~ieyer and seconded by Councilman Christensen that the resignation of Councilman I}~cMeekin be accepted with regrets. All members of the City Council present voting aye, the Mayor declared the motion duly carried. Thereupon it was moved by Co~.~ncilman Lake and seconded by Coun- cilman C:nristenGen that Mr. A. J. ?!riggins bQ appointed ~.s a member of theCity Council to fill the vacant<< created by the resignation of Councilman Hugh R. NiclGieekin. A comrn~;nication was received _'rom Chief of Police P.Iiller to the effect that Mrs. Westar~a Lott returned to rer position of Police Matron and Clerk of the City Court after a leave of absence. During her absence certain increases in salaries ~=sere ~-granted, but on account of her absence she ~~7as not ~_:ranted one, therefore recommended :that her salary be fixed at °~1C5.C0 per month. • Thereupon it was moved by Councilman Lake and seconded by Councilman PaIeyer that the salary of MJestana Lott be increased from ~135.CO per month to 105.,0 per month. Blain, Street Superintendent to tre effect t"r_at the sewer ,job is no~~r under construction, therefore requesting that permission be granted him to employ a sewer inspector at x;1.50 per hour to be required during the c~instruction of the ,job. Said offer being below the appraisal thereof, it wa.s moved by Councilman Lake and seconded by Councilman Nleyer ' that said_ offer be rejected. All members of the Council present voting aye, the Mayor declared the motion. duly carried and it was so ordered. A communication was received from George D. Shaw making an offer to purchase Lot 917, Tract 3172 for the sum of X400.00, free and clear of all tax;=s, assessments and bonds of record: Said offer being below the appraisal of said Lot, it was moved b;,r Councilman Lake and sec- onded b~,r Councilman rLIe~rer that said offer be rejected. Noes: None. A communication was received from r~rlr. and P~~Irs. Charles Hansen making application to build a garage to accommodate one 'car on Peach Street near Lynt~rood Road for use in storing furniture and equipment. ' Mrs. Hansen Bras present and addressed the Council on behalf of the matter, statingthat they intend to build 'as soon as they can secure priorities, or after the war. It wus moved by Councilr^an Lake and seconded by Councilman Meyer that permission be ~~ranted sub,;dot to presentation to building inspector of petition signed by property owners adjacent to said _ propert~~ that they consent to such construction; also that Mrs. Hansen submit a letter to the Council agreeing not to use such garage for living purposes. All members of the Council present voting aye, the Niayor declared the motion duly carried. ' A communication ~nras received from IVirs. Bess R. Fletcher, 4914 Abbott Road, requesting that the City Council make some adjustment on the bond issued in refunding A. & I. District No. 24 (Abbott Road paving) issued against their Lot, stating that they deeded 31 feet of their property to the City of Lynwood iri return for which they under- stood that tn.e Cit~r.wauld assume the prorate amount of the bond cover- ing said 31 fee t, but that no ad~justmer.t has been made, and that they are grilling to pay the bond in full if same adjustment ca.n be madd with the on the 31 feet which they dedicated to the City. After due consideration of the matter, it was moved by Councilman Lake and seconded by Councilman Meyer that the City Treasurer and City Engineer determine hoer much should be rightfully charged to the 31 feet in question ~;rhich the City acquired, and that the Pacific State Savings and Loan Association be requested"to waive the penalties thereon if the bands are paid in full. Skelton as Coordinator of Civilian Defense on account of lack of experience; also stating that the 'payment of a salary to the'Coordinator is not nor and never has been necessary to obtain a qualified L ersan, therefore recommending that the salary be abolished. Kennedy that he would. be glad to meet with """ the American Legion eitYier in Committee or a_s a body to discuss the Civilian Defense activities as in order to do a good ,job in Civilian Defense it is necessary to 'have the cooperation of all. The tentative Report of the Cit~r Council of tree Citr of L~rnwood, California, in relation to proposed criange of zone as affect- ing Lots 46, 47, 48, and 49, Tract 5456 from Zone Rl to Zone IVT2, as petitioned for by ten property owners as required by La!i~, was read. I~Irs. Gephardt addressed the Council against said rezoning. The City Attorney explained to T~Trs. Gephardt that if the Council approve the tentative report it does not mean that the zone change is assured, but that the report provides for 'a hearing to be had on September 7, 1943, and then any person may protest against such change. Thereupon it was ;novel by Councilman Lake and seconded by 'Councilman Meier that said Tentative report be adopted.
