PuI. Mayor Willard in the chair. Councilmen Christensen, Lake, Meyer Willard and Wiggins answered the roll call. It wa.s moved by Councilman Christensen and seconded by Councilman I4+ieyer that the minutes of the previous regular meeting of September ?, 1943 be ap_oroved as written. All members of the City Coun- cil voting aye, the PaTayor of the City Council declared the motion duly carried and it was so ordered. _WRITTEN COMI~fUNICATIOIyS: A communication was received from the City Councll_of the City of Long Beach protesting against the discharge of sewer effluent into the Los Angeles River, submitting a certified cop~r of Resolution that they adopted protesting such project. There being no objection, the I~Iayor instructed the City Attorney to check into the matter, and if he finds that it would not be for the best interests of the Cities affected then to protest such proposed action. A communication was received from NTartin & Scherer to the effect that they are negotiating for the purchase of three acre tract of land located at the northeast corner of the intersection of Alameda Blvd. and. Imperial Highway, the property to be used for the purpose primarily of establishing, maintaining and operating a metal and steel yard, making application for license to operate such business. It was moved by Councilman Lake and seconded by Councilman Meyer that permission be denied as it would be detrimental to surrounding property. All members of the City Council voting aye, the Mayor declared the motion duly carried and it was so ordered. A communication was received from IuTr. 0. H. Schoenberger, requesting permission to move a steel building 1C' x 28' on to Lots 220, 250 or 539, Tract 2551 for the purpose of using for whatever purpose needed. After due consideration of the matter, it was moved by Councilman Christensen and seconded by Councilman Wiggins that the request be denied. All members of the City Council present voting aye, the Mayor declared the motion duly carried and it was so ordered. A communication was received f rom Mr. Elmer Bay making application to move a garage on Lot 7, Block 6, Tract 9337 for the purpose of storing equipment frorri his business known as Bay's Auto Tops as he is now employed as a foreman at U. S. Army Ordinance for the duration of the war, stating that the lot belongs to him; also stating that as soon as the war is over he expects to build a house thereon, stating that then livenext door-and that they ca.n get all the neighbors to sign for such storage place. After due consideration of the matter, it was moved by Councilman Meyer and seconded by Councilman Lake that permission be granted with the condition that said garage shall not be used for dwelling purposes and that no business shall be conducted ~herea.t, but shall only be used as a storage place until sucr. time as a residence is built thereon. Roll Call: Ayes: Councilmen Chaistensen, Lake, Meyer, Wiggins and Willard. Noes: None. A communication was received from Fire Chief W. Daetweiler, recommending that Mr. Harold I. White be appointed as fireman to fill the vacancy that exists on the Fire Department as he was high man on the Civil Service examination recently held and that his salary be fixed at X185.00 per month. It was moved by Councilman Meyer and seconded by Councilman Lake that the recommendation of Fire Chief Daetweiler be accepted and that Mr. White be employed as fireman at a salary of X185.00 per month. A communication was received from the Board of Supervisors of Los Angeles County with resolution attached ti=al:ereby they appropriate X1$,.000.00 far the improvement of Alameda St~~eet within the City of Lynwood, said work to be done by the Road Department of the County of Los Angeles. There being no objection, said communication was ordered filed. A Communication was received from Dall Dale and Joe Bosch making application for a license to operate a body and fender repair and paint shop at 10915 Long Beach Blvd., stating that there will be no wrecking/connection with it; only minor body and fender repairing. in ~. Thereupon it was moved by Councilman Christensen and secanded by Councilman Lake that permit be granted. All members of the City Council present voting aye, the Mayar declared the motion duly carried and it was so ordered. A communication was received from the Appraisal Committee sub- mitting appraisal of Lota within the City of Lynwood. There being no ob,~ection, said communication was ordered filed. An offer to purchase Lots 142, 143 and the South 45 feet of Lot 72, Tract 2551 for the sum of ~1, 800.00, free and clear of all assessments and bonds of record and City to furnish a merchantable title thereto, was received from Robert J. Williams. Inasmuch as this offer is no't within the appraisal of said Lots, it was moved by Cauncilman Lake and sec:~nded by ©ouncilman Christensen that said offer be re,~ected. All members of the City Council present voting aye, the Mayor declared the motion duly carried. UNFINISHED BUSINEBS: communication was received from the City Attorney reporting on the insurance carrier bidding on P. L. and P. D. insurance on auto- motive equipment, to the effect that the low bidder, Ma~saachusetts Bonding and Insurance Co. is a responsible company as far a.s he can determine, and that they had been instructed to write the insurance; also the City Clerk stated that the General Casualty and Insurance Company were the lowest bida~:er covering fire and theft so that they have been instructed to write the coverage. Thereupon it was moved by Councilman Lake and seconded by Cauncilman I~1ey er that the writing of said insurance by said companies be ratified by the City Council as per their bids. . ORDINANCE N0. 386, entitled: 'SAN ORDINANCE OF TH~:CITY OF LY.NWUUD, CALIFORNIA, REPEALING CERTAIN ORDINANCES HEREINAFTER ENUMERATED," .was read far the secand time. It was moved by Councilman Lake and seconded by Councilman Christensen that said Ordinance be adopted as read the second time, finally pass and be published as required by law. Councilman Lake reported on behalf of the Committee to check into the proposal of the Sequoia Investment Company to trade their fee title to the right of way for Santa Fe Ave. in Mod,~eaka Acres for certain tax titles to Lots that the City now holds, reporting that he does not believe that it is a gaod proposition for the City, as the City should have received the tax title to said Lots far the right of way of Santa Fe Avenue anyway, therefore it was maved by Councilman Lake and seconded by Councilman Christensen that said proposal be rejected. Roll Call: Ayes : Councilmen Christensen, Lake, Meyer, Wiggins and Willa rd. Noes: None. ORAL COI~1IPd1UNI CATIONS: ~vlr. Bush addressed the Council regarding dual gobs held by employees of the City, as to whether or not it was true, which the Mayor informed. him wa.s not the case. Mr. Bush also addressed theCou ncil regard- ing rubbish collection and as to dumping on vacant Lots by residents contrary to City Ordinance; also why it is that Collector of lawn clipping in Lynwood was told by Army affieials to discontinue dumping grass and therefore pick-up of grass had to be eliminated by the City, whereas in the City of South Gate and Huntington Park they are still picking up grass. iuTayor Willard explained to Mr. Bush that passibly the reason why the City of South Gate and Huntington Park are permitted to proceed with their pick-up is because they may spread their clippings to dry so that when they burn it does not make a~pile thus eliminating the hazard of fires smoldering and starting during the evening haurs~when dim regulations are in effect, stating that such spreading is not possible with present City of Lynwood arrangements so that the grass can be dried before burning. Mr. Duncan addressed the Council regard°ng his awning business ¢~n Capistrano, stating that he wishes to install a floor in one of his dooms and to esal it .to eliminate dust; however, that the Building Inspectar did not want to grant permission without approval of the City Council on account of order for him not t~ expand beyond its present status. The City Council stated that they had no ob,~ection to him enclosing what he already has gust so long as he does not enlarge present accommodations for his business. Mrs. Oldham addressed the Council regarding broken sidewalk and if it is the intention of the Council to fix them up and if so, she is desirous of the City fixing the rest of her sidewalk as she has fixed some of it herself. Mayor Willard explained to Mrs. Oldham that the City ~~~ is now making a survey of broken sidewalks at the conclusion of which they may make a pra,ject of fixing sidewalks; however, there is nothing definite about it, therefore suggesting to Anrs. Oldham that if she has i n mind fixing the rest of her sidewalk to engage some other person to do it. Iulrs. Hockett addressed the Council regarding a large oil truck using Beechwood Ave. which is damaging the street. This matter was referred to the Chief of Police for investigation. NEW BUSITvESS: A quitclaim deed, dated September 7, 1943 and signed by Lyra Nlay Daley and G. J. Daley, whereby they convey their interest in and. to Lot 810, Tract 3078, in the City o.f Lynwood, was received. There- upon it was moved by Councilman Lake and seconded by Councilman Christensen that said. deed be accepted and that the City Clerk be and he is hereby instructed to cause said instrument to be recorded in the office of the Recorder of Los Angeles County, Galif.ornia. Thereupon it was moved by Councilma n Christensen and seconded by Councilman Meyer that said deed be accepted and that the City Clerk be directed to c ause said instrument to be recorded in the office of the Recorder of Los Angeles County, California. A Quitclaim Deed, dated September 7, 1943 a.nd issued by the Clay Lodge No. 207, A. F'. & A. It was moved by Councilman Lake and seconded by Councilman Christensen that said deed be accepted and that the City Clerk be directed to cause said instrument to be recorded in the office of the Recorder of Los Angeles County. It was moved by Councilman Lake and seconded by Councilman Christensen teat said report be accepted and filed. All members of the City Council Voting aye, the Mayor declared the motion carried. A Commanication was received from Hon. Csordon McDounough, Chairman of the Board of Supervisors of L. A. County, requesting the City of Lynwood to write to the new Highway Commission of the State of Calif- ornia telling them of the need for the proposed I,os Angeles Freeway, submitting a list of names of members thereof. It was moved by Council- man ]Lake and seconded by Councilman Meyer that the City Clerk be directed to communicate with the members of the Highway Commission urging them to help promote and construct this highway after the war. It was moved by Councilman Lake and seconded by Councilman P~Ieyer that the Superintendent of Streets be instructed that if he wishes to use the bunker on Lot 434, Tract 2551 for City use then he should either move it or tear it down within ten days; also ~.f he deems it for the best interest of tre City to share in the expense of building a cement fence between Lots 434 and 435, tract-2551 that he be authorized to negotiate with the owner of Lot 434~to have the ~rrork done.
