Mayor Willard in the Chair. Councilman Christensen, Lake, Meyer, Wiggins and Willard answered the roll call. It was moved by Councilman Christensen and seconded by Council- man Meyer that the minutes of the previous regular meeting of September f~l, 1943 be approved as written. All members of the City Council present voting aye, the Mayor declared the motion duly carried. WRIT`T"EN COMrrIUNICA'i'IONS: ' A communication was received from Raymond V. Darby, Mayor of the City of Inglewood stating that the plan this year in the League of California. Cities, L. A. County Division, is to hold the meetings locally in the various municipalities, stating that several Cities have indicated that they are willing to entertain the League, inquiring whether or not Lynwood would be in a position to hold a meeting during the year. Mayor Willard stated that he would check with the Ration Board to ascertain whether or not points for faod could be obtained for such an undertaking. A communication was received from Marcus Epstein of 11512 Oklahoma Ave., South Gate, making application for a license to operate a used and new furniture establishment in the City of Lynwood to be located at 10419 Long Beach Blvd. It wa.s moved by Councilman Lake and seconded by Councilman Meyer that permission be granted and that the License Collector be authorized to issue license therefor. All members of the Council present voting aye, .the Mayor declared the motion duly carried. A commu'nic'ation was received from the Massachusetts Bonding and Insurance Company to the effect that the bid that they made covering Public Liability and Property Damage insurance on all City ownec~'mo'tor driven vehicles, was in error as the bid was made before the National Bureau's auotation had been filed, therefore stating that they wished to withdraw their quotation of August 26th and to resubmit their quotation on the basis of the seal bids made on their behalf by the National Bureau, which they are informed amounted to X485.16 for the assured's owned equipment, and X15.84 for non-owned automobiles. ' Thereupon it was moved by Councilman Lake and seconded by Councilman T~Ieyer that the City Attorney determine whether or not the City Council can hold said Company to their original bid, and 3.f not, then the insurance be let to the next lowest bidder. All members of the City Council voting aye, the Mayor declared the motion duly carried. A communication was received from Mrs. Clelia Elg submitting an offer to purchase from the City of Lynwood Lats 25, 26 and 27, Block 3, Tract 6474 for the sum of `500.00, free and clear of all indebtedness and City to furnish a mercrlantable title. Inasmuch as the new option from the County is now being published and the Council ~doe•s not have ,jurisdiction to sell said Lots. until after such advertisement, said offer was laid on the table to be considered v~~hen ,such publication is cauipl e t ed. A c^rnmunication was received from City Treasurer T. G. Dumrnett, requesting authority to place a bid of 75~ par f Ia t on the 1915 Act, Series "CG" bonds, and EO~fo par flat on the District No. 9 bonds, also stipulating that the record owner, who is the bondholder, to Lat 138, Tract 2551, convey his title by grant deed to the City of Lynwood. City Treasurer Dummett stated that this transaction affects the tax deeded lands lying between California Street and Long Beach Blvd. on Imperial Highway and will make it possible to sell the tax deeded lots without a 108 to the City, if the deal were accepted. Mr. Dumrnett stated that the amount of money needed to complete the transaction as specified abave ~oulti, be ~1, 963.08. It was moved by Councilman Lake and seconded by Cauncilman Meyer that the City Treasurer be authorized to negotiate for such purchase as outlined in his letter of October 5, 1943. All members of the City Council voting aye, the Mayor declared the motion duly carried. A communication was received from City Attorney Ruby reporting -on the requesting from the City of Long Beach that the City of Lynwood protest against the proposed discharge of sewer effluent into the-Los Angeles river by the City of Los Angeles, stating that he had contacted the City of Los Angeles regarding the matter, and that he finds that they are merely proposing to buy the land at the present time and that it will be 18 or• 20 years before they plan on installing a sewer disposal plant at the proposed site, when the sewage to be discharged would be properly treated so that it would not create any stench or contaminatian, and that the residue would then be chlorinated a.nd discharged into the Los ~~ ~~ river, therefore suggesting that the City of Lynwood do not adopt the Reso lution protesting such action by the City of Los Angeles. A petition signed by Pers. V. E. ~.vallace, 3124 Virginia. Ave. and 10 others in that i~r~sediate vicinity to the effect that they feel that any radio service work that is done by J. C. North at 3132 Virginia Street will. not in any way disturb' them. P~Ir. North was present and addressed the Council on behalf: of his application to work on radios in the rear of his garage, stating. that it will not interfere with the reception of radios of residents in the area.. Af ter due consideration cf the matter i t was moved. by Council- man Christensen and seconded by Councilman Meyer that permission be granted for the duration of the 4var. All members of the City Council present voting aye, the Mayor declared the rriotinn duly carried. A petition signed by Jack Rink and 15 others protesting the proposed parking of automobiles on Lots 76, 77, and 78, Block. 4, Mod;jeska Park, as it is a residential area and'will be right up against houses facing on Oakwood Avenue, in fact one side will only ,,,~ be three feet away from a bedroom window. P1?r. Jack Rink was present and addressed the Council regard- ing the matter to the effect that it will be a great inecnvenience to the property owners in that area and will greatly depreciate the valu e of their holdings on Oakwood Avenue. Chief of Police Miller addressed the Council regarding the matter to the effect that they contacted Grayson Neat Control suggesting that they secure lots for parking purposes as there is a two hour limit on parking in the residential area where posted, and that he presumed that this is the result thereof. After due consideration of the matter, P:nP~ror Willard requested tJlr. Rink to meet him at the Grayson plant at 10 P. bd. on the d'ay following this meeting when they would discuss the matter further with Mr. Arden of the Grayson Plant. A communication was received from Moffit & Hemmenway, by Howard Hemmenway requesting authority to employ the law firm of Geary and Tauzer of Santa Rosa to reopen an estate and have an administrator appointed therefor for the purpose of quieting title to one tax deeded lot, stating that the fee would be X35.00, plus court costs of not to exceed X10.00. It was mooted by Councilman Christensen and seconded by Councilman Meyer that Mr. Hemmenway be authorized to employ said firm for such ~rpose. A communication was received from Pfoffitt & Hemmenway for services rendered in the matter of quieting title on Lots and for incidental expense in connection therewith advanced by them in the sum of X271.00. It was moved by Councilman Christensen and seconded by Councilman R~Ie,yer that the bill be paid, a,nd that a warrant be included in the list of demands to cover said amount. Report of Cit~r Court for the month of September; also a report of activities of Fire Department for September, was received, and ordered filed. ORAL COIviIdiUNICATIONS: "'. Mr. Bud Patillo addressed. the Council as a representative of the Junior Chamber of Commerce, stating that their group had met for the purpose of considering the development of the City Park, stating that th~~.r recommend" to the City Council that a. Park Commission be appointed to help plan developments of the par~6; also that the grass area be extended to include the new picnic shelters; that the horse shoe pits be installed as shown on the plan, also the shuffleboard be con- structed; also that the bleachers be moved to their permanent location where the ball perk is planned; also that the plan as drawn by Frank Prooks and as adopted by the City Council be follovaed in future level- opments; also that the strip of land that was allocated for Boy Scout activities should. be relocated to ad,~acent to Bufilis Road. After due consideration of the matter, I~4ayor Willard requested ~7r. Patillo to request the Junior Chamber of Commerce to suggest names to serve on the park commission for study of the City Council. UNFINISHED BUSINESS: A bill of 76.22 was resubmitted covering cost of cuts run in the Lynwood Press over a period of time. The City Clerk was re- quested to get ~.nformation from P~!rs. Copeland as to whether or not if the Council paid this bill it would include all cuts up to the present time. ~..J A communication was received from Street Sups=rintendent John A. Blain regarding cost of a fence between Lot 434 and Lot 435, Tract 2551, the 1a.tter of which is owned by the City, stating that he would recommend that the City share in the construction.of.a solid cement . fence 6 feet high and 6 inches thick, the City!s cost to be X1.00 per foot, stating that the length of the fence is. approximately 106 feet. Thereupon ~.t was moved by Councilman Lake and sec:~nded by Councilman Christensen that the Street Superintendent be authorized to contract for the construction of said fence on the basis quoted in his letter, Roll Call: Ayes' Councilmen Christensen, Lake, Meyer, Willard., and Wiggins. Noes None. NEW BUSINESS: A Surety Bond covering Ellen Webb as Assistant Water Clerk in the sum of. ~1, 000.00, was submitted. It was moved by Councilman Meyer and seconded by Councilman Wiggins that said bond be approved. All members of. the City Council present voting aye, the. Mayor declared the motion duly carried. A Quitclaim Deed, dated September 28, 1943 and signed by Arthur 0. Pilgrim and Stella IU1. Pilgrim, whereby they Convey to the City of Lynwood. their interest in and to Lot 895, Tract 31?2. It was moved by Councilman Lake and seconded by Councilman Meyer that said deed be accepted and that the City Clerk be directed to cause said instrument to be recorded in the Office of the Recorder of Los Angeles County, California. - Roll Call: Ayes: Councilmen Christensen, Lake, Meyer, Wiggins andWillard. Noes None. A Quitclaim Deed, dated September 29, 1943 and signed by D. H. Pickling, whereby they convey to the City of Lynwood their , interest in and to Lot 434, Tract 2551. It was moved by Councilman Lake and socond$d by Councilman V'Viggins that said deed be accepted and that the City Clerk be instructed to cause said instrument to be recorded in the off~.ce of the Recorder of Los Angeles County, California. It was moved by Councilman r~Zeyer end seconded by Councilman Lake that the City Treasurer be authorized to sell the bond issued in refunding A. & I. District No. 6 against Lot 858, Tract 31'72 in the principal amount of ~$5?.76 at par flat. Roll Call: ' Ayes : Councilmen Christensen, Lake, P~~eyer, Wiggins and Willard. Noes: None. Chief Miller addressed the Council regarding the need for com- pletion of the promotional examination for his Department as well as the Fire Department, stating that the Civil Service Board has completed the written examination, but that the oral part of the examination has not been held, requesting that the Council request action. Thereupon the City Clerk was instructed to cornrnunicate with the Civil Service Commission requesting them to complete the examination in order that the function`s of the Departments concerned may not be hampered. An Ordinance, entitled: "An Ordinance°of the City of Lynwood, California, regulating` the use of automobiles and other vehicles, operated by Police Officers in the performance of Police Duties, upon the streets and public thoroughfares of said City," was read .for the first time. St was moved by Councilman Meyer and seconded by Councilman Christensen that said Ordina'nce'be accepted as read the first time and pass to the second reading. ' An Ordinance, entitled: "An Ordinance of the City of Lynwood, California; regulating parking on certain streets and parts of streets within the City of Lynwood, California and amending Section 1" of Ordinance 3?3, " was read. It wa's moved by Councilman Meyer ,and :=econded by Councilman Christensen that said ordinance be accepted as read the first time and pas s to the second reading. Roll Cali: ' Ayes: Councilmen Christensen, Lake, Meyer,' Wiggins and Willard. Noes: None. Councilman Trliggins suggested that the Department heads should be required to attend theCouncil meetin~;s so that information could be secured 'from them when needed and decision may be made without delay. The P~ayor stated that such instructions had been given to all depa.rt- ment heads some time ago; therefore, instructing the City Clerk to again advise the department heads to be present at all regular Council meetings. It was moved by Councilman Christensen a.nd sec..^,nded by Council- man Wiggins ghat the meeting ad,~ourn to October 14, 1943, at 1:30 P.P~.
