NOVEMBER 19, 2015
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday,
November 19, 2015, in the Council Chambers at the Municipal Building, 50 North 5"' Street, Richmond,
Indiana.
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson, Tony Foster and Dick Foore.
Also in attendance were Kim Vessels, Assistant City Attorney; Karen Chasteen City Clerk; Park Department
Bill Thistlethwaite; Greg Steins, Engineering; Sharon Palmer, Grant Administrator, Ashley Schultz, Planning
Technician; and, Media.
APPROVAL OF MINUTES
Mr. Foster moved to approve the minutes of November 12, 2015, supported by Mr. Foorer. Upon a vote
viva voce, the motion carried.
CLAIMS FOR PAYMENT
Mr. Foster moved to approve Claims for Payment of November 13, 2015 in the amount of Five Hundred
Seventy Three Thousand Three Hundred Ninety Seven Dollars and sixty three cents ($573,397.63),
supported by Mr. Foore. Upon a vote viva voce, the motion carried.
REQUESTS
• STREET CLOSURE
CENTER CITY DEVELOPMENT CORPORATION — 36"' Annual Holiday Parade
December 4, 2015 — 7:00 pm
As follows:
No parking on East Main Street between 5"' and 10th Street beginning at 6:00 pm
Close East Main Street — 5"' —10th Street — 6:45 until after parade (approx. 8:00 pm)
Close 6th Street — Main — North "A" Street — 6:00 for line up
Use of North end of Parking Lot B, North 6th and "A" Streets — beginning at 6:00 pm
Mr. Foore moved for approval, supported by Mr. Foster. Upon a vote viva voce, the motion
carried.

BID OPENINGS
• GASOLINEIFUEL FOR 2016
Bids were received from Speedway and Harvestland. The bids were taken under advisement for
due diligence.
• VHF REPEATER SYSTEM — Rose View Transit
One bid was received from Tech Electronics in the amount of Nine Thousand Four Hundred
Nineteen Dollars ($9419).
This bid was taken under advisement for due diligence.

CONTRACTS
• CONTRACT NO. 130-2014 — ALPINE SOFTWARE CORPORATION (Fire)
License Agreement
Provide services in connection with the License Agreement and Annual Service Agreement for the
purchase of the new RedAlert Records Management System
License Agreement — Not to exceed $42,950.00
Mr, Foster moved to approve, supported by Mr. Foore. Upon a vote viva voce, the motion carried.
• CONTRACT NO. 131-2014 — ALPINE SOFTWARE CORPORATION (Fire)
Annual Service Agreement
Provide services in connection with the Annual Service Agreement for the service to the new
RedAlert Records Management System
Annual Service Agreement — Not to exceed $18,390 — first year set up
Average $8,865 for the next four years
