The City Council of the City of Lynwood met in an adjourned
regular session in the Council Chamber of the City Hall, 11331 Plaza
Street, at 1:30 P. Ta~I.
It7ayor Willard in the chair.
Councilmen Lake, Christensen, !~•'iggins and Willard answered
the roll call.
Councilman Tvleyer was absent.
It was moved by Councilman Christensen and seconded. by
Councilman Lake that the minutes of the previous regular meeting of
October 5, 1943, be approved as written. All iaembers of the Council
present voting aye, the P~Tayor declared the motion duly -carried and it
was so ordered.
WRI'"i'EN CUTu~Iy1UNICA`1'IONS: - -
A comriiunication was received from !"m. J. Zimm~rma.n to the
effect that under present crnditions that he is unable to continue as
a member of the Civil Service Commission, stating that the present
set-up governing the rules and regulations undo=r i~rhich they operate,
should be changed, stating that if the Council t~~ishes hirn to help
the present Commission complete the promotional examinations which
have been started, he will be glad to do so. After due consideration
of the matter, Councilman ~"vig~~ins was appointed as a Committee of
one to confer with Tyr. Looney re~;ardi,ng t}-,e completion of the` pro-
motional examj.nation, and the resignation of T~nr. Zimmerman was tabled
until the next meeting of the, City Council.
Report of Appraisal Committee was submitted, submitting
their appraisal of certain Lots in the City of Lynwood.
An offer was received from R. F. Rodwell submitting an
offer of ~75C.00 for Lot 496, Tract 2551, free and clear of all assess-
ments, taxes and Bonds and City to furnish merchantable title thereto.
Thereupor. AGREEiuiETdT OF SALE AND PURCHASE in connection
with said matter, was submitted.
Whereupon RESOLUTION N0, 1602, entitled: "A RESOLUTION
OF THE CITY CUUTuCIL OF THE CITY OF LYNYd00D, CALI'FORT~TIA, ACCEPTING
BID FOR THE PURCHASE OF CITt 01'VNED TA'X DEEDED REAL PROPERTY,"
was read. It was moved by Councilman Christensen and seconded by
Councilman Lake that said Resolution be adopted.

An offer to purchase Lots 14.2 and. 143 and the southerly
45 feet of Lot 72, Tract 2552 for the sum of ~2,v00.00, free and
clear of all taxes, assessments and bonds of record and City to furnish
a merchantable title, was received from Robert J. t^/illiams.
An offer to purchase Lots 142 and 143 and tre southerly
45 feet of Lot 72, Tract 2551 for the sum of -~2, 550.OG, free and- clear
of all taxes, assessments a.nd bonds of record and City to furnish a
mFrcT^.antable title thereto, was received from P~Irs. Amos C. Dreher.
Thereupon it was moved by Councilman Christensen anti
seconded by Councilman Wiggins that the offer of Robert J. Williams
'be' rejected, and that the offer to purchase said Lots received from
TJirs. Amos C. Dreher be accepted, said latter offer being the highest
bid therefor.

Report of gasoline consumed by the various departments of
the Cit;~ of Lynwood for the month of September, 1943, was submitted
and was ordered filed.
The City nttorney submitted his opinion regarding the
insurance covering all motorized vehicles owned by the City of Lynwood.
TheCity Council were of the opinion that the insurance carrier should
be held to their bid, or trat the business should be let to the next
lowest bidder.

read for the secc~nd time by caption. It wa.s moved by Councilman
Christensen and seconded by Councilman Lake that the further reading
of said Ordinance be waived. All members of the City Council present
voting aye, the Mayor declared the motion duly carried and it was so,
ordered.

Councilman Wiggins that said Ordinance No. 387 be adapted as read the
second time, finally pass and be published. as required by law.

ORDINANCE N0. 388, entitled: "AN ORDINAIuGE OF THE CITY OF

OF STREETS WITHIN THE CITY OF LYNWOOD, CALIFORNIA AND AFJIENDING SECTION
1 OF ORDIIdAP1•CE 373," was read for the second time by caption. It was
moved by Councilman Christensen and seconded by Councilman Lake that
the further •reading of said Ordinance be waived. All members of the
City Council•present voting aye, the Mayor declared the motion duly
carried and i_t was so ordered.

Councilman Wiggins that said Ordinance•No.•388 be adopted a.s read the
second time,-finally pass and be published as required by law.

A Quitclaim Deed was received dated October 6, 1.943 and
signed by Frank D. Baird, Presiding Officer and Charles D. Wysong,
Recording Secretary, on behalf of the Clay Lodge No. 207, A. F. & A. M.
of Excelsior •Springs, Missouri, whereby it conveys their interest in and
to Lot 1201,•Tract 3335 to the City of Lynwood; said instrument being
accompanied by a resolution authorizing the issuance of said•deed and
confirming the sale to the City of Lynwood. Thereupon it was moved
by Councilman Christensen and seconded by Councilman Lake that said
Quitclaim Deed be accepted and that the City Clerk be directed to
cause said instrument to be recorded in the office-of the Recorder of
-Los Angeles •County, California. •

Glenn L. Duvall, whereby he conveys to the City of Lynwood his interest

was moved by•Councilman Lake and seconded by Councilman Wiggins that
said Quitclaim Deed be accepted and that the City Clerk be directed
to cause said instrument to be recorded in the office of the Recorder
of Los Angeles County, California. -

Councilman Lake and seconded by Councilman Christensen that said
Resolution No. 1603 be adopted.

A Granffi Deed was submitted, whereby the City of Lynwood
proposes to convey its interest in and to Lot 1187, Tract 3335 to George
W. Morehouse or Lizzie R. Morehouse.
Thereupon RESOLUTION NU. 1604, entitled: "RESOLU`T'ION SELLING
CERTAIN REAL ESTATE AND AUTHORIZING THE EXECUTION OF A DEED UPON PAY_
T~IEN`I' OF THE CUIvSID1i;RATION NATiIED THEREIN, " was read. It was moved by
Councilman Christensen and seconded. by Councilman Lake that said
Resolution No. 1604 be adopted.

A discussion was ha.d regarding the sale of tax deed covering
Lots 14, 15, 16, 17, Block 5, Tract 9288; also a tract of land at
the northeast corner of California and Norton Ave. ThiG matter was
laid on the table for later consideration.

Councilman Lake that the meeting adjourn. All members of the City
Council present voting aye, the Mayor declared the motion duly carried
