HomeMy Public PortalAbout2020.02.28 Special Council Minutes" 2 i , s MINUTES McCall City Council Special Meeting z McCall City Hall -- Legion Hall February 28, 2020 Call to Order and Roll Call Work Session Business Agenda Adjournment CALL TO ORDER AND ROLL CALL I 2 Mayor Giles called the special meeting of the McCall City Council to order at 9:00 a.m. Mayor Giles, Council Member Maciaszek, Council Member Nielsen, and Council Member Sowers all answered roll call. Council Member Holmes was absent. City staff members present were Anette Spickard, City Manager; BessieJo Wagner, City Clerk; " Erin Greaves, Communications Manager; Kurt Wolf, Parks and Recreation Director; Eric z McCormick, Golf Course Superintendent; Tara Woods, Recreation Supervisor t WORK SESSION I Q AB 20-064 Environmental Advisory Committee Status Discussion and Direction to Staff City Clerk BessieJo Wagner began the presentation. She explained the roles and responsibilities of standing committees (set by ordinance) and special committees (set by resolution). Special committees are not the same as a standing committee and work only to advise the Council regarding certain topics. The Council is not required to take action or implement any items presented by a special committee. The Environmental Advisory Committee (EAC) is such a committee. She briefly went over the bylaws and purpose of the EAC. `' On December 19, 2019, the Council received the annual report from the EAC. The Committee Chair reported a desire of the committee to receive direction and guidance from Council on the committee's future. During the EAC's January 16, 2020 meeting, four of the five members were present and held discussions about the future of the EAC. The members voted to disband as the 5- member committee has had trouble meeting the quorum requirements, with only meeting 6 times '{ in the past year. Open seats remain vacant for long periods of time despite advertising efforts. There has been little to no public comments or attendance during meetings. " At the February 13, 2020 Council meeting, Council requested staff to return to the February 28 special work session to discuss options for the future of the EAC. Staff has identified three options for Council consideration: MCCALL CITY COUNCIL Page 1 of 3 February 28, 2020 Special Meeting " 1. Revisit the purpose for the committee; amend bylaws and workplan to conform to new purpose; or sunset committee and establish a new committee; advertise and recruit new members 2. Sunset the committee. 3. Keep the committee as-is and recruit new members Based on the feedback from the recent committee members and staff who worked with the committee, Option 3 is the least likely option to provide a new outcome. Option 2 was briefly discussed by Council at the February 13 meeting and feedback suggested there is a desire for an advisory committee to assist Council with policy issues regarding our environment, especially given the McCall Area Comprehensive Plan includes environmental policy goals and objectives and the importance of the environment to our community. If Council wishes to proceed with Option 1, a special work session will be had to focus on developing the new purpose and expectations for the committee, membership, and timeframe for implementation. Staff shared accomplishments of the EAC and the difficulties the committee has struggled with in filling positions and meeting quorum. Parks & Recreation Director Kurt Wolf went over the need of the committee to have accomplishable goals. He feels environmental committee is an important element of the City and will only become more important as time passes due to the social climate. He was supportive of retiring the current EAC, taking a break, and coming back to pull together new action items and purposes. The Council shared thoughts and ideas. Council Member Sowers felt the mission statement was not defined enough and feels there needs to be more identifiable targets and goals that match the mission statement. Mayor Giles felt it would be prudent to take a pause and then in the fall,reform the committee. Council Member Nielsen agreed and offered to assist with establishing new goals. There was further discussion on possible projects, function of the committee, and creating an action plan. Council Member Maciaszek expressed the importance of highlighting what is accomplished and the results of those actions. Golf Course Superintendent Eric McCormick briefed Council on his interaction with the EAC and the work they accomplished together. He pointed out that because of the EAC, they have a more natural product for mosquito control, a recycle wash station, have cleaned up fuel tank issues, purchased new environmentally friendly equipment, and dealt with water runoff issues. He suggested a name change that would be less confrontational such as replacing `environmental' to `sustainable' committee since sometimes the word `environment' can be a deterrent to people. He reported he is still working on the Audubon designation. There was discussion about having designated positions for community and professional involvement, more public outreach events, creating a reference list of the policies that were accomplished by the committee, and marketing goals to the public. The consensus of the Council is to sunset and establish new a committee. The City Manager Anette Spickard will work with Council Member Nielsen to establish new goals and bring those results to a future Council meeting. MCCALL CITY COUNCIL Page 2 of 3 February 28, 2020 Special Meeting Council Member Maciaszek asked for a Recycling Center update and City Manager Spickard stated there will be an agenda bill corning from Lakeshore Disposal in the next couple of months that will address that topic. There was a brief discussion about storm water. BUSINESS AGENDA Ratify Mayor's Letters to the Legislature City Manager Anette Spickard explained the 3 letters to the State legislators regarding House Bill 409 Property Tax Bill have been revised as requested by the Council and are ready to be approved. Council Member Sowers moved to ratify the Mayor's signature on three letters to the Legislature. Council Member Maciaszek seconded the motion. In a voice vote all members voted aye and the motion carried.
