M. Mayor Willard in the chair. Councilmen Christensen, Meyer, Wiggins, and Willard answered the-r6ll call. Councilman Lake was absent. It wa.s moved by Councilman Christensen and seconded by C~uncil- man Meyer that the minutes of the previous regular meeting of November 18, 1943 be a?~>~roved as written. All members of the City Counnil present voting aye, the Mayor deela.red the motion duly carried. WRITTEN COiui~vUNICA'rI0I3S: A communication was received from the Municipal Finance Officers' Association of Southern California announcing their meeting to be held at the Jones Hall, 185 N. Hawthorne Blvd., Hawthorne, on December 3, 1943, at o:30:P. M. Then Walter Peterson, City Clerk of LosAngeles, will be the principal speaker. All who care to attend were requested to so notify the City Clerk in order that reservations may be made. A communication was received from the Imperial Highway Associ- ation announcing their meeting at Norwalk on December 4, at 7 P~ M. There being no objection, said communication was ordered filed. A communication was received from the F~oard of Supervisors of Los Angeles County enclosing a Resolution whereby ,they appropriate X8,685.55 for the improvement of Carlin Avenue andother streets within the City of Lynwood. There being no objection, said co~ununication and certified copy of Resolution were ordered filed. The matter of conveying tax title to the Sequoia Investment Corporation to Lot 148, Tract 8710 in return for title to right-of=way for the proposed. opening of Santa Fe Avenue from said Corporation, was broi~ht up for consideration. After due consideration of the matter, it was moved by Councilman Christensen and seconded by Councilman Wiggins that the City convey their tax title to said Lot in rettarn for said right- of-way to Lots in the Mod,jeska Acre Tract. Roll Call: Ayes Councilmen Christensen, Meyer, Wiggins and Willard. Noes: None. Absent: Councilman Lake. A communication was received from the National Housing Agency of San Francisco, acknowledging receipt of our resolution submitting our objection to a negro settlement being located near Lynwood; also a letter of the National Housing Agency of Washington, D. C. on same subject matter was received. There being no objection, said communications v~rere ordered filed. ' A communication was received from the Los Angeles Railway Corporation submitting; a ma.p and application on behalf of the Los Angeles Railway Corporation for authority from you for the operation. of their lines on a certain street in the Cit~T of Lynwood, being the proposed Santa Fe Avenue. There being no objection, said matter wa.s referred to Ci'~ty Attorney for checking and report. The hour of 7:.30 P. Pd. having arrived, said time being the hour fixed to receive bids for the sale of a 1941 Ford Sedan, property of the City of Lynwood, the Mayor inquired of those ,present i,f, there was any one who wished to submit a bid therefor. Mr. Ed Hanlon submitted an oral bid of X700.00, however, he withdrew it and substituted a bid of X650.00 when it was learned that the spot lights would be retained by the City, and later stated that he would pay X575.00. There were no further offers submitted. Thereupon it was moved by Councilman Wiggins and seconded by Councilman Christensen that said offer be rejected. All members of the Council present voting aye, the Mayor declared the motion duly carried and it was so ordered. An offer to purchase Lot 947, Tract 3172, was received from H. G. Fullerton, offering the sum of X650.00, free and clear of all debt against said Lot, and the City to furnish a merchantable title thereto. This price being within the appraisal thereof, it was moved by Council- man Christensen and seconded by Councilman Meyer that said offer be accepted, andtha.t the Special Counsel proceed Frith clearing the title thereto. Hanlon, for the sum of X1,800.00, free and clear of all indebt- edness and_.the City to furnish clear title thereto. An offer to purchase Lot 138, Tract 2551 was received from ~~~ 0. H. Schoenberger for the stJm of ?~1, 750.00, free and clear of 811 indebtedness and City to °urnish a. merchantable title thereto. An offer to purchase Lot 138, Tract 2551 was received from Harvey Largent for the sucl of ~l,'~50.~0 free a.nd clear of all indebted- ness and City to furnish a merchantable title tr~ereto. An offer to purchase Lot 138, Tract 2551 was received from "Peter Sorenson for the sum of 41,800.00, free and clear of all indebed- ness and C~.ty to f~_~rnish a. rrierehant•able title thereto. A communication was received .from Paul Seidel, Secretary, Treasurer of the T. tel. T. of the r~Tethodist Church recommendi.n~ a.nd sug- gest' ng thaat the City Council do not amend the present !Water Ordinance to provide for a 25¢ reduction ofwater rates, btzt that the City main- tain the same rate as now esta.bllshed, and-the extra 25¢ be applied to the development of the City Park. A communication vitas also received from Lynv~:~ood Coordinating Council-, by P~1rs. rJiabel A. Sever, Chairman of the Executive Committee, suggesting that the water rate be not red>>eed and. that the extra. money collected from the increased.. rate be a~~=lied towards the development of the City Park. A communication was -also recei ved from the Lynwood Junior Chamber of Commerce also recommending that the City "Council not repeal treat part `of the water or dinance that would redz~ce the water rate by 25¢, but that it be maintained and th.erevenue pro&uced by the enlar~•ed rate be used for development of the City Park. • A communication was also received-from the Par'•{ Committee recommending that the City Council not repeal the present water Ordinance to reduce prices, and that the extra revenue be used for the development .of the City Park; also making certain other recommendations relative to the commencement of certain. work in the City Park; also with respect to space "for ~?oy Scouts andGirl Scouts organizations. - 14Tr. Ed Hanlon addressed. the Council suggesting that the. cost to improve the City Far=~ be placed on the tax bill and. to s~_ach an -amount that the wcrk may be completed soon, at first preferring the raising of funds by taxation methods rat'~er than. from water rate increase, however, later expressing himself as in favor of applying the 25¢ increase on water rate for such purpose. - P~r. Rowlee later addressed the Council on the matter withdrawing his objection to the present wa.t~er rate, but he cautioned t?lat trae Council should not continually drav~ on the water- department for revenue, but if maintained at the present rate and not increased at a later date, he would not •object thereto. - - • Iv~~r. C1.iff Schrock addressed tl:e Council on the matter to the effect that he believes that tr:e usin~~ of the 2"5¢ increase in water rates fcr the dev~lo?~ment of the City Park is a fair way of distributing the cost thereof as in that vray it is as~esaed to the people-who reside here, :and if anything he would be in favor of increasing it to 50¢ per month per consumer to help to build Lzp a. fund to be ?,sed for such p~ar- pose-. l~!rs. Katherine Haskell addressed. the Council.. on the matter to tY;.e effect that she believes that the- Council should retain the present rate; also that a. coupon might be ~°~orked out for Nailing in by citizens ~o sign whether for or against the increase in water rates for use for capital improvements•in the City Park and maintenance thereof. I~ir. Patillo addressed the Council on the matter, suggesting that the 25¢ per month per consumer c~~o~zld rot be enough to improve the park, but wrould be a help. 215 After due considera.tian of. the matter, it V1i8s moved by Councilman y4ig~ins a.nd seconded by Cauncilrnan Christensen that the Ordinance to lo4ger the water rates be tabled. Discussion ensued regarding the recommendations of the Park Cornr~ittee on the development of the City Park as outlined in their letter. P:~rs. Gladys Clouse and Earl Bacon e_ddressed the Council on the matter. Thereupon it was moved by Councilman b~eyer and eec~nded by Councilman Christensen tti~at the recommendation as made by the Park Com- mittee regarding the Boy Scouts and Girl Scouts area, and improvements be made in accprdance with the Plan as drawn by Frank Brooks, Engineer in charge, be adopted; also that the Street Superintendent Blain be directed to submit an estimate of the cost of eacr, item of improvement as recommended by the committee for further study of the City Council. URAL CUIuiT.~UNIGA'1'lU1VS: Mr. Glave addressed the Council to the effect that some time -ago the City had granted him permission to build a garage on his Lot located a.t the corner of Elm Street and BeecY:~rood Avenue but that the Building Inspectar refused to let him build at.this time as the permit na d expired, therefore again appealing to the Council for application to build a garage thereon. P~i~s. Hockett and Mrs. Jeffries addressed. the Council on the matter objecting to the construction of said garage 'as it would tend to depreciate the value of sz~rraund.property and would, be an eyesore. I~rs. Glave alsa addressed tr.e Council regarding the matter. . After due consideration, it was moved by Councilman. Chris- tensen and sec-ended by Councilman Wig°gins that the request be denied. Floyd Rowlee addressed the Council on the proposed Marine Hospital that is rumored to be located in the City of Lynwood, stating that he does not believe that it would be an asset to the City a.s it would take 80 acres of land from the .active tax roll a.ndthat Lynwood cannot afford to lose the taxes; also that they will need this tract for future home development. Mr. Rowlee stated that a builder has laid out this tract of land for the construction of 526 homes which v~rould eliminate this possibility. Mr. George Kennedy addressed the Council in favor of the hos- pital, stating that from the information that he has been able to secure about it, it would be a temporary hapsita.l for the use of the U. S. Marine Corps 8.nd would not be on the type of Sawtelle. After due consideration of .the matter, the City Clerk was in- structed to telegraph our Congressman to secure further infarrnation re- garding the matter. UNFINISHED BUSINESS: ., ~ A communication was received. from Chas. A. Ruby, City Attorney, concerning the claim and demand of Ernest Lionel Gray filed on November 15; 1943 for damages in the sum of X60.75 for injuries claimed to have been sustained on the 12,th day of October, 1943, ruling that in his opinion that said claim does not conform with the requirements of law either in z' act or in form, and from information that he has seezzred there is no liability upon the part of the City of Lynwood to pay any damages. thereupon it was moved by Councilman Meyer and seconded by Councilman Christensen that said claim and demand of Errnest Lionel Gray in the sum of ~ 60. It was moved by Councilman A~eyer and seconded by Councilman Christensen that said Ordinance be adopted as read the second time, finally pass and Le published as required by law. NEW BUSINESS: A ~i:itclaim Deed, dated November 2,7, 1943, and signed by Harry Richel, ~rrhereby he convetrs his interest in Lot 35, Block 4, 141od~jeska Park to the Gity of Lynwood, was submitted. It was moved by Councilman Christensen that said deed. be accepted-and that the City Clerk be directed to cause said instrtament to be recorded in the office of the Recorder of Los Angeles County, which motion was duly seconded by Councilman T~teyer, and upon roll call showed the fallowing result. Noes: None. ,Absent: Councilman Lake. - A Quitclaim Deed, dated November 4, 1943, and. signed by Louis Cirmell and Gladys Cirmell, ~~hereby they convey their interest in and to Lot 57, Tract 2794 to the City of Lynwood, was submitted. J A communication was received from Homer Buckley, State Director of Civilian Protection of State of California, urging via resolution that the Cities continue their vigilance in connection with a well rounded Civilian Defense Corps. There being no objection, said Resolution and letter was ordered filed. Absent: Councilman Lake. P~iayor Willard stated that it was necessary for the Chief of Police to purchase some accessories for the.new car recently purchased from Enoch. Chevrolet Co. Thereupon it was moved by Caizncilrran Itileyer and, seconded by Councilman Christensen that the City Council confirm. such purchase. Roll Call: . Ayes: Councilmen Christensen, r~reyer, Wiggins and Willard. Noes: None. Absent: Councilman Lake. Mayor Willard stated that the City may enter into a contract with the County of Los Angeles to take care of Civil Service examinations, which would do away with present procedure and all examinations would be conducted by the .County of Las Angeles, the fee for such services ,,~., based on present employees under civil service regulations, would be X210. `~0 per year, however, if ~:~e .entered into a contract now t;-at the fee for the balance of the fiscal year would be X105.00, recommending that v~.~e avail. ourselves of this service, submitting a contract in connection therewith. Thereupon it was moved by Councilman 1!~eyer and seconded by Councilman ~~ig~ins that we enter into a contract with the County of Los Angeles to take care of Civil Service Examinations for the Police and Fire Department fora fee of ~f105.00 to the end .of June 30, 1944,. and that the IUIayor be and he is hereby authorized to execute said contract far .and on behalf of th.e City of Lynwood.
