CALL TO ORDER AND ROLL CALL
Pursuant to Idaho Code 74-204(2) this emergency meeting of the McCall City Council was
called to order by Mayor Giles at 6:06 p.m. Mayor Giles, Council Member Holmes, Council
Member Maciaszek, Council Member Nielsen, and Council Member Sowers all answered
roll call.
City staff members present were Anette Spickard, City Manager; BessieJo Wagner, City Clerk;
{ Erin Greaves, Communications Manager; Linda Stokes, City Treasurer; Justin Williams, Police
Chief
BUSINESS AGENDA
The emergency meeting was called to discuss the COVID-19 outbreak and emergency declaration.
Police Chief Justin Williams, who was tasked as the City Incident Manager for COVID-19,
explained a State of National Emergency has been declared, which implements certain protocols
to allow emergency funds and decisions to be made in order to fight the virus. He gave a brief
update on the status of the virus, the emergency system, social distancing for government offices,
the nature of the virus, and current legislation regarding leave time. City Manager Anette Spickard
explained what the City has done so far to slow down the spread of the virus and stated Central
District Health is the local regional Incident Manager. Staff answered questions about protocols
and operations. A City webpage is being organized to help keep the community up to date on the
latest news and local businesses hours. Community Manager Erin Greaves explained what and
how she will accomplish sharing the information and answered the Council's questions.
Staff has provided a proclamation to declare a State of Emergency for COVID-19. There was no
further discussion.
Council Member Holmes moved to adopt the Proclamation of Declaration a State of
Emergency for COVID-19. Council Member Nielsen seconded the motion. In a roll call vote
Council Member Holmes, Council Member Nielsen, Mayor Giles, Council Member
Maciaszek, and Council Member Sowers all voted aye and the motion carried.
Mayor Giles read the proclamation.

ADJOURNMENT
Without further business, Mayor Giles adjourned the meeting at 6:46 p.m.
