Street, on above date, at ?:30 P. Ili. Mayor Willard in the chair. Councilmen Christensen, Lake, rleyer, Wiggins and Willard answered the roll call. It was moved by Councilman Christensen and seconded by Council- man I~ieyer that the minutes of the previous adjourned regular meeting of November 3Q, 1943 be approved as written. All members of the City Council voting a,,~e, the Mayor declared the motion duly carried and it wa s so ordered. WRITTEN COIUMUIdICATIOIVS: A communication was received Prom Street Superintendent John A. Blain recommendin~.~ that the salaries of L. N. Elgord a.nd PJ7. E. Wood in the.Street Department be increased from x:165.00 per month to X200.00 per month to conform to the salaries of other employees in the Street Department doing similar work; also recommending that C. H. Paulson be employed as Patrol Grader Operator as he is an experienced operator with a starting salary of d~`2,00.00 per month, his services being necessary because Mr. Wallace's time is mostly taken up with- Park. duties. There- upon it was moved by Councilman Meyer and seconded by Councilman Lake that I~Ir. C. H. Pa~.alson be empla~~ed as Patrol Grader Operator at a salary of ?200.00 per month., Roll Call: . Ayes: Councilmen Christensen, Lake, Meyer, Wiggins and Willard. Noes: None. It was moved by Councilman Lake and seconded by Councilman Dyer that the salaries of L. N. Elgord and M. E. .Wood in the Street Department be increased f rorn X165.00 per month to ~`~200.00 per month as recommended by Street Superintendent Blain. Roll Call: Ayes: Councilmen Christensen, Lake, Meyer, Wiggins and Willard. . Noes: None. A communication was received from Chief of Police, Paul W. Kerr, redo®mending that F. C. Goble-who has-served his probationary period as Police Officer become a permanent offiper apeording to the term of ordinance No. -229 at a gala-ry of X200.00 per month to take effect immediately.. Thereupon it was moved by Councilman Meyer and seconded by Councilman Wiggins that Police Officer F. C. Goble be placed on the permanent list and. that. hie salary be fixed at X200.00 per month. Roll Cali: Ayes: Councilmen Christensen, Lake, Meyer, Higgins, and Willard. Noes: None. A communication was received from A. E. Skelton, Coordinator of Civilian Defense to the effect that he believes that Civilian Defense should be maintained at its maximum capacity for the duration; however, that with the present public attitude toward Civilian Defense that it can be maintained dust as efficiently without a paid coordinator, Stating that by January 1s he hopes to have-the office in shape so that it can be parried on with a minimum amount of concern, therefore, suggesting that if it be the Council's pleasure that he will continue to carry on the duties of a©ordinator without remuneration to himself, however, not to give his Pull time thereto, but such time as is necessary at his. convenience; also suggesting that if this does not meet with the Couneil~e approval that they may consider his letter as a resignation to.take effect January 1, or at their convenience, stating that~he will be .glad to give time to breaking in a new person if that be the- desire of the Council. There being no ob3ection, this communication :xnd matter was tabled until the next meetingof the City Council. A petition was received signed by D. E. Delany and 16 other property owners, petitioning the Council to construpt cement poncrete gutters and curbs on Washington Ave., between Pendleton Ave. and Abbott Road, proposing to polled the assessment therefor in oash so that no assessment district need be formed. The City Clerk Stated that they desire that the City cat as their pollepting agency. After due consideration of the matter, it was moved by Council- man Meyer and seconded by Councilman Wiggins that the City of Lynwood agree to ponetruet said curb8 and gutters on Washington-Ave., subject to the property owners depositing with the City Olerk the amount of money necessary to prosecute the work. Noes: None. ~~~ An offer to purchase Lot 1272, Tract 3335 for the cum of $750,00 t'r'ee-and clear of all indebtedness-and City to furnish a merchantable. title thereto, was received from Leo Everett Richardson, who is in the Navy and therefor wants to pay there-for over a period-of l8 months. Thereupon an Aggreement oP sale and purchase was submitted. Whereupon RESOLUTION N0. 16I2, entitled: "A RE90LUTIQN OF 'i'HE CI`T'Y COUNDIL OF THE CI`T'Y OF LYNI~OOD, CALIFORNIA, ACCEPTLNG B.ID FOR. THE PURCHASE OF CITY OWNED TAX DEEDED REAL PROPEHTY~p was. read. It was moved by Councilman Wiggins and seconded by Councilman Meyer that said Resolution No. 1612 be adopted. Roll Call: Ayes: Councilmen Christensen, Lake, Meyer, Wiggins and Willard. Noes None. An offer to purchase Lot 951, Tract 3172 for the cum of X900.00 free and~elear of all indebtedness against said Lot, and City to furnish a•merchantable title thereto, was received from Herman Goldberg. .Said offer being within the~eppraisal and no one present ~ submitting a higher bid, it was moved by Councilman Wiggins and seconded by Councilman Lake that Said offer be accepted, and that the special Counsel be instructed to proceed with clearing title thereto. R.~Brown offering to purchase Lots 442 and 443, Tract 2551 for the sum of X625.00 free and clear of all indebtedness and City to furnish a merchantable title thereto. inasmuch as the City of Lynwood may desire this property for Municipal use, it was moved by Councilman Lake and seconded by Councilman ~-er that the City Clerk .be instructed.to.return~the deposit accompany- ing el~id btfer with the explanation that the City Council desires to retain said Lots for municipal purposes, therefore moving to re,~ect said offer. All member8 of the City Council present voting aye, the Mayor de- clared the motion duly carried. An offer to purchase the N. E. 50~ feet of the S. E. 80 feet of Lot 483, Treat 2551 for the sum of X250.00 was received from Jeri M. Renn. Said offer being withingthe appraisal of said Lot and no one present wishing to bid higher therefor, it was moved by Councilman Christensen and seconded by Councilman Meyer that said offer be accepted, and that the Special Counsel be instructed to proceed with clearing the title thereto. An offer to purchase Lot 158, 159, 160, 162 and 1B2 for the sum of X700.00 free and clear of all indebtedness and City to furnish a merchantable title thereto, offering to turn the purchase price of Lot 434, Tract Q551 in the Sum of X200.00 as a credit on said purchase, was received from C. L. Willard. It was explained by the City Council that Lot 434, Tract 2551 is located next to the City~s property on Chester Street and therefore may be needed for extension at a later date, therefore it is advantageous to have same retained by the City. Therefore, it was moved by Council- man Meyer and seconded by Councilman Christensen that aAid offer oP C. L. Willard be accepted, said offer being within the appraisal thereof and no one present desiring to increase said offer. Roll Call Ayes: Councilmen Christensen, Lake, Meyer, Wiggins and Willard. A communication was received from George Herman, Poundmaster, making application for renewal of the present dog contract whicsh ex- plree on December 31,•1943 for a period covering two yeaPS on the same terms as the previous contract, that the collector received 75°~ of the dog license fee collected. A?ter due consideration of~the matter, it was moved by Councilman Christensen and seconded by Councilman Wiggins that the offer of George Herman to act as Poundmaster of the City of Lynwood be accepted, and that the City Attorney be instructed to draft a contract therefor which the Mayor is authorized to sign for and on behalf of the City of Lynwood. Roll Call: Ayes: Councilmen Christensen, Lake, Meyer, Wiggins and W111 ard. Noes: None. A eommu nication was received from H. G. Knight to the effeet that he has heard that Mr. Willard has offered his services to his 2~ country which will leave a vacancy on the-City council and for the oPfiee of Mayor, therefore offering- his services- in sonneotion there- with. It was moved by Councilman Christensen and seconded by Council- man Lake that said eommunieation be filed. All members of the City .Council voting aye, the Mayor declared the motion duly serried and it was so ordered. A demand in the sum of X350.00 for special services rendered by Chas. A. Ruby, City Attorney in connection with the sewer proceed- ings was submitted. It was moved by Councilman Meyer and seconded by Councilman Christensen that said demand be allowed and that a warrant be drawn on the City for said amount and included in the list of demands. ORAL CUMM[TNICA'1'IONB: Mr. Patillo, Chairman of the Park Committee, addressed the Council on the matter of setting aside the 25¢ extra charge on the water bill$ per month to the Park capital fund, suggesting that the Council take necessary action to do so as a poll of the City would be Iota of work, believing that the Council should take the initiative rather than putting the matter on the ballot. Af ter due consideration of the matter it was moved by Councilman Wiggins and seconded by Councilman Meyer that we set aside X1,000.00 from the Water Fund to the Park Capital.Fund each month beginning for the month of January, 1944, and that the City Clerk include a demand in the list of demands each ®onth for approval of the Council therefor. - Roll Call: Ayes: Councilmen Christensen, Lake, Meyer, Wiggins and Willard. Noes: None. Mr. A. B. Gray addressed the Council regarding the bad con- dition of sidewalks in parts of the city. Street~Superintendent Blain was instructed to check into the .matter and report what he believes advisable; also regarding widening the sidewalk in the blocks where the 8ldewalk may be fixed on Long Beach Blvd. where it is pretty well built up with business buildings; also that the Building Inspector check with the Regional Planning Commission regarding proposed set back on Long. Beach Blvd. for future widening. - A report of City Court; also of the Police Department, was received and ordered filed. NEW BU$INE3S: A quitclaim deed to Lot 1388, Tract 3389, was received signed by Owen Kintner and dated November 30, 1943, whereby they convey their interest thereto to the City of Lynwood. It was moved by Councilman Lake and seconded by Councilman Christensen that said deed be accepted and that the City Clerk be directed to cause said instrument to be recorded in the Office of the Recorder of Los Angeles County. A Quitclaim Deed and Resolution signed by the~St. Paul's Protestant Episcopal Church of the City of Los Angeles,~8tate of Calif- ornia, by its officers, conveying their interest in and to the Easterly one-half of Lot 885 of Tract 3172 to the City of Lynwood, was received. It was moved by Councilman Christensen and.seeonded by Councilman Lake that Said deed be accepted and that the City Clerk be directed to cause said instrument to be recorded in the office of the Recorder of Los Angeles County. Schnabel, dated Decemberl, 1943, whersby they convey their interest in and to the Easterly 50 feet of Lot 119?, Tract 3335 to the City ,of Lynwood.
