The City Council of the City of Lynwood met i.n a~n ad~ourn.ed regular session in the Council Chamb~-r of the City Hall, 11331 Plaza Street, on above dater at 7:00 O'clock P. M. Mayor Willard in the chair. Councilmen Christensen, Lake, Wiggins and Willard answered the roll call. Councilman Meyer was absent, It-was moved by Cou nciman Lake- and seconded by Councilman Christensen that the minutes of the previous regular meeting of December ?, 1943 be approved as written. All members of the City Council present noting aye, the Mayor declared the motion du~.y carried. A diagram in connection with Lynwood Sewer District No. 3, was submitted showing the proposed assessment district covering the properties to be benefited by the installation of sewers in said District, said Diagram having been made under the supervision of Frank E. Alderman, City Engineer of the City of Lynwood. RESOLUTION NO. 1622, entitled: "A RESOLUTION OF THE CITY COUNCIL OF' THE CITY OF LYNN"OOD, CALIFORNIA, APPROVING DIAGRAId PRE_ PARED AND SUBMITTED BY THE CITY ENGINEER OF SAID-CITY, OF' PROPERTY BENEFITED BY 3'HE WORK, OR IMPROVEMENT IN "LYNw00D SEWER DISTRICT N0.3 IN SAID CI'T'Y,'" was read. It was moved by Councilman Lake and eeccnded by Councilman Christensen that said Resolution No. 1622 be adopted. Roll Call= Ayes: Councilmen Christensen, Lake, Wiggins and Willard. Noes: None. Absent: Councilman Meyer. A discussion was had pro and con regarding the proposed marine hospital that is to be constructed in this area, and which has been advertised to be located in the City of Lynwood. Mr. Thomas Wheatley addressed the Council opposing such con- struction on the grounds that it would be tax free, and that the 529 homes that are proposed for the 80 acres involved would be more oP a benefit to the City, both Prom a tax angle and an aid to the business and community life of the City. Mr.Floyd Rowlee also addressed the Council along the same line opposing such an enterprise for Lynwood, stating that he does not see that any advantage will come from such a project. Mr. Cliff Schrock also addressed the Council against said project stating that he believes that the advantages afforded thereby would be less than the disadvantages, calling attention to the close proximity to the City park that is proposed to be constructed. A communication that had been received regarding the matter from Congressman Ward Johnson, was read. Said letter stating in part that there ie a bill pending in the House authorizing the con- struction of a Marine hospital in the Long Beach-Los Angeles Harbor area, but that no site has been selected. There being no objection, Mayor Willard ref erred the matter to Councilman Wiggins to check further eo that the Council may be fully informed for the meeting to be held on December 21~ 1943. A communication was received from Fire Chief W. Daetweiler to the effect that the list of examinations for promotions for the office of Engineer in the Fire Department has been handed him by the Secretary of the Civil Service Commission, stating that the three high men in order on the list are: Harold Harryman, C. D. Lorton , and Robert Rutter, therefore recommending that Harold Harryman be made an Engineer with the rank of Acting Captain; that C. D. Lorton: be relieved of the rank of acting captain and be given the rank of Engineer; and that Robert Rutter given the rank of Acting Engineer; that the salary of Harold Harryman be fixed at X235.00 per month; C. D. Lorton and Robert Rutter be placed and fixed at X220.40 per month. Thereupon it was moved by Councilman Lake and seconded by Councilman Wiggin8 that the recommendations made by Fire Chief Daet- weiler be accepted and that the personnel in his department be advanced in rating and pay as recommended. Roll Call: Ayes: Councilmen Christensen, Lake, Wiggins and Willard. Noels None. Absent: Councilman Meyer. A communication was received from Chief of Police, P. W. Kerr to the effect that the Civil Service Commission has furnished the recent examination for position of sergeant in the Police Department recommending as follows: That Police OfficerB Claire Dederick and R. Y. O'9haughnessy be appointed sergeants, and that Police Officer Edwin Zello be appointed acting sergeant because Willis Wayne Fuller, 22~ the next one in charge, is away on Military Ieave. Thereupon it was moved by Councilman Christensen and seconded by Councilman Lake that the recommendations of Chief Kerr be accepted and that the advancements in rating be made. as recommended by him. ~o l l Ca1I Ayes; Councilmen Christensen, Lake, Wiggins and Willard. po a s: >itone.
