HomeMy Public PortalAboutM 1943-12-21 - CC2~h REGULAR MEETING DECEMB~:R 2i, 1943 The-City Council of the City of Lynwood met in a regular session in the Council Chamber of the City Hall, 11331 Plaza Street, on above date at 7:30 P. M. Mayor Willard in the chair. Councilmen Christensen, Lake, Meyer, Wiggins and Willard answered the roll call. It was moved by Councilman Christensen and seconded by Councilman Lake that the minutes of the previous adjourned regular meeting of December 15, 1943 be approved as written. All members of the City Council present voting aye, the Mayor declared the motion duly carried and it was so ordered. WRITTEN COMMUNICATSONS: A copy of a letter 8lrected to Lynn Walker, Chairman of the War Savings Staff was received from R. O'Shaughnessy wherein he tenders his resignation as Chairman of the Lynwood Division of the War Savings Committee, suggesting that the City Council suggest his successor to Mr.Walker. There being no ob,~eetion, the communication was ordered filed and the Mayor Stated that he would check with the ladies who have taken care of the bond house sales to determine who would be a good Chairman. A communication was received from Chief of Police P. W. Rerr to the effect that there has been considerable increase in the work load of the Police Department, particularly the work among women. and young girls and the clerical load, therefore, recommending that the official status of Mrs. Lott be changed to that of Secretary-Clerk of the ~l.ice Department, and that she be relieved of the duties of Police Matron. 'A communication was also received from Chief of Police, P. N. Rerr requesting that he be permitted to employ the most 8»i table person from among the applicant8 for Police Matron on Pile at ?5¢ per hour and any meals, for actual time needed, stating that in thee:-past it has required Prom 30 to 40 hours per month. Thereupon it was moved by Councilman Meyer and seconded. by Councilman Christensen that Mrs. Westana Lotus classification be changed Prom that of Court Clerk and Police Matron to Court Clerk and Secretary of the Police Department without additional compensation therefor, and that Chief of Police Derr be authorized to employ a Police Matron at ?5¢ per hour to be ratified later by the City Council. Aoll Call: Ayes: Councilmen Christensen, Lake, Meyer, Wiggins and Willard. Noes None. A communication was received Pram City Attorney, Ghas. A. Ruby to the effect that he had contacted the Board of Trustees of the Compton-Lynwood College i n regard to including the extension of Bradt field through to Carlin Avenue, and that they have agreed to include it in their condemnation proceedings in connection with their acquiring additional land for school purposes, with the understanding that the City shall pay their pro rata cost of such condemnation pro- ceedings. There being no objection, the Mayor ordered the communication Piled. A communication was received from the State Employees Retirement System giving quotation of cost to make a survey of the cost of Lynwood to have their employees included within their system, stating that such survey would cost X227.50. Af ter due eonaideratioM of the matter, the Mayor was authorized and requested to check with the League of California Cities and other sources available what the possible cost thereof to the City would be to have their employees lneluded, and to report at a later date to the City Council. A communication was received Prom Chief of Police Rerr announcing that he is commencing on January 5, 1944 at 6:00 P. M. a physical training class for members of his department, police reserve and Fire Department with E8 Zello in charge of instructions, with some of the activities to be wrestling, boxing, self defense, eta., with a closing session in handball, volley-ball, basketball and other drills, stating that they will use the gymnasium building at the school, inviting the Council to loin the various activities of the class whenever their time permits. Chief Rerr was complimented by the City Council for this new activity. A communication was received from the Federal Works Agency, by E. M. Drew, Chief of Federal Property Section, enclosing a proposed lease in connection with Project Calif. 4-3?6, Water Works Facilities, in Santa Fe Avenue, Lynwood Road and Fernwood Avenue that was completed some time ago, wherein they propose to lease said lines to the City 2~"~ of Lynwood. City Attorney it is in order. Thereupon it was Councilman Myer that said he is hereby authorized to of the City of Lynwood. Roll Call: Ayes Councilmen Hillard Ruby checked the contract and stated that moved by Councilman Lake and seconded. by lease be accepted and that the Mayor be and execute said instrument for and in behalf Christenseni Lake, Meyer, Higgins and . ~ Noes: None. Report of Fire Deppartment was received and ordered Piled. ORAL COMMCJNICATIONS: hief of Police gerr addressed the Council stating that he was addressing the Council on behalf of the City employees, and while they did not grant to establish .a precedent, however, that they wished to present to Mayor Hillard a small gift to show their respect and esteem for him as he is entering the Navy and that he trusts that the gifts will be useful. . Thereupon Mayor Hillard stated that he felt deeply gratified for the employees thoughtfulness, Stating that he has enjoyed the splendid cooperation.af the City employees and that he has enjoyed the work on the Council and as Mayor, stating that he is proud to serve his country in the Navy, however, that he dislikes to sever his connections with the City as he has lived here for 30 years and that he is interested in it8 growth and prosperity, urging those who are to stay at home to continue to work for the welfare of the City. The ggifts that were presented was a gavel and a utility kit. CJNFINISHID BUBINE88: Mayor,Hillard stated that the Council had investigated the matter of the pfiopdeed hospital (Marine} that had been published as proposed to be gonstruete8 in Lynwood, and that it being located here is very slight. Councilman Higgins addressed the Council to the effect that he called Mr. Hills regarding the matter, but that he was not in, so he spoke to Mr. Ikea and that he was advi8ed that they had planned on Lynwood, but when he was informed that the land in question is no longer tax deeded that .that put it in a different light .and that they perhaps would not be interested in this location in that case. Councilman Lake addressed the Council to the .effect that he had been invited by Mayor Tarleton of Compton to attend a meeting of the Los Angeles .Chamber of Commerce, stating that .he sat in only as a spectator.Mr. L$ke stated that Joe Scott was the Chairman and he learned from the meeting that this matter is only in the initial stages and that the committee that met are now only meeting Por the purpose of trying to get s.bill through Congress for the appropriation, and that na site is in question at this time, howe~ter, that they did discuss a site at Palos Verdes, Mr. Ed Cavanaugh addressed the Council in favor of the hospital being located here. The 'following addressed the Council opposing its location here: Mre. Sever, Tom Wheatley, Floyd Rowlee, J. 0. Law. Councilman Higgins offered a motion ,that the City Council go on record opposing its location in Lynwood an the grounds that Lynwood can ill afford to lose the taxation of the Land in question and for various other reasans, however, it seemed to be the opinion of the rest of the Council that no action need be taken at this early date as it is only 1n its preliminary stages, therefore, no second was received to said motion an8 it Lost for the want oP a second. Mayor .Hillard stated that there was talk about Qrayson Heat Control forming .a baseball team in which case they would want to use the facilities of the ball park in the City Park, and that the Park Committee expre$sed the de-sire to have the present bleachers moved to its permanent location So that the ground could be leveled. After.due consideration of the matter, it was referred to Councilman Lake .to cheek into the matter and with the Park Committee to determine where the bleachers should be located. The muter of purchase of additional Lats in License Survey- or s Tract to add to the City Park, as proposed by Hugh Lester, and the assessmente,in connection therewith to be assumed by the City, was discussed. After due consideration of the matter, Councilman Lake was appointed a committee of one to check on the Lots in question, and the City Clerk Ras directed to secure a letter from the Land Escrow and Sate Deposit Company regarding any possible discount on the bonds i n question. 2~~~ NEW BUSINESS: ite~Deed, dated December 10, 1943 and signed by D. H. Thrasher, whereby he Deeds to the City of Lynwood his interest in and to Lot-124, Tract 2551-for a consideration of X25.00, was submitted. Thereupon it was moved by Councilman•Christensen and seeanded by Councilman Meyer that said deed be accepted and that the City Clerk be-di rested to cause said instrument to be recorded in the Office of the Recorder of Los Angeles County. . Roll Call: . Ayes: Councilmen Christensen, Meyer, Wiggins, Lake and Willard. Noes: None. A Qluitclaim dead, dated November 8, 1943 and signed by Grace Williams, Lois Hogan, M. L. Runner and J. F. Runner, heirs of James Wallace Runner, deceased, whereby they convey their interest in and to the Easterly one+half of Lot 953, Tract 3172 to the City of Lynwood, was submitted. It was moved by Councilman Christensen and Seconded by Councilman Lake that said Deed be accepted and that the City Clerk be directed to cause said instrument to be recorded in the office of the Recorder of Los Angeles County. It was moved by Councilman Meyer and seconded by Couneil- man Christensen that the City Hall offices that are not open 24 hours a day be permitted to close on Friday noon, December 24, 1943.
