The City Council of the City of Lyneaood met in a regular
session in 'the Coune'1 Chamber of the City~Hall, 11331 Plaza Street,
cn above date at 7:30 P. M.
Mayor Willard in the chair.
Councilmen Christensen, rteyer, Wig~~ins and Willard a-nsvvered

Councilman Lake was absent.
It was. moved by Councilman Christensen and seconded by
Councilman 'Meyer that the minutes of the previous regular~meetin~ of
January 4, '1944 be approved a s written. All members of .the City `
Council present voting aye, the Mayor declared the motion duly carried
and it was's~ ordered.

A communication was received from Benton 0. Wilson, employee
of Csrayson~Heat Control making application for permit to hold dances
in the American Legion Hall for fellow swingshift workers from the
~,r`hours of 3':30 P. M. to 12 midnight. It was moved by Councilman
Christensen and. seconded by Councilman P~deyer that permit be granted if
it passes the approval of the Chief of Police and Building Inspector
after a careful examination of existing ordinances and of the neighbors
in the immediate vicinity. All members of the City Council present
voting aye; the Mayor declared the motion dt~l,y carried.
A communication was received from Los Angeles County Division
of the League of California Cities announcing their next meeting to
be held on January 20 in the r~2unicipa.l Auditorium, Torrance, when
Richard Graves and Herbert C. Legg are to be the principal speakers.
AlI who wish to attend were instructed to se notify the City Clerk in
order that reservations might be made.
A communication was received from Fire Chief. Daetwei? er to
the effect that Mr. James C. Cruikshank has been employed in his
Department for one year and his services have been very satisfactory,
therefore, recommending that his salary be increased to X210.00 per
month. It was moved by Councilman Christensen and seconded by Council-
man Wiggins that the recommendations of Fire Chief Daetweiler~be
accepted and that Iv1r. Crtiikshank's salary be increased to w2,10.00
per month.

A communication was received from Mrs. Cla-ra M. 'Turley, Corp.
Sec. of the Woman's Club making an offer to purchase Lots 19,20, and
21, Block 15, Mod,jeska Park far the stem of X300.00, free and clear of
all indebtedness, and City to furnish a merchantable title thereto,
accompanied with a check in the sum of X30.00 as a deposit thereon.
It was determined that these lots were included in an option
to purchase various lots in the City, therefore, it was moved by
Councilman Christensen and seconded by Councilman Wiggins that this
offer be accepted conditioned on the City securing a release from the
option holder, or to be sold to them after said option expires on
February 16, 1944.

A communication vaas received from It~rs. Josephine Head offering
to purchase Lot 446, Tract 2551 for the sum of X400.00 free and clear
of all indebtedness and the City to furnish a merchantable title there-
to, accompanied by a d-eposit in the sum of ~p50. CO. This offer being
within the appraisal of said Lot, it was moved by Councilman Christen-
sen and seconded by Councilman Meyer that said offer be accepted.

A communication was received from A. L. Young making an
offer on behalf of Robert &t, Downey a.nd Abbie NI. Downey, offering to
purchase Lot 49, Tract 2551 for the sum of X1,000.00 free and clear of
all indebtedness and City to furnish a merchantable title thereto,
accompanied by a check in the sum of X200.00 as a deposit on said Lot.
This offer being within the appraisal of said Lot, it was moved by
Councilman Christensen and seconded by Councilman Wig€~inss that the
offer be accepted.

A communication was.reeeived from W. F. Taylor making an
offer to purchase Lot 17, Block 15, Mod,~eska Park for the sum of X200.00
free and clear of all indebtedness and City to furnish a merchantable
title thereto. It being found that the appraisal, of said Lot was
not of a recent date, it was moved by Councilman Christensen and
seconded by Councilman Meyer that the offer be accepted conditioned
upon the approval of the Appraisal Committee.

A communication was received from the Defense Corps submitting
a Mutual Aid and Reciprocity for the protection and maintenance of
Public Water Supply under emergency conditions from the County of Los
Angeles, being signed by Frank E. Alderman. Thereupon it was moved
by Councilman Meyer and seconded by Councilman ~'~iggins that said mutual
aid agreement be accepted and that the Mayor be authorized to execute
same for and on ,behalf of the City of Lynwood. All members of the
City Council present voting aye, the Mayor declared the motion duly
carried.
A communication was received from the Board of Supervisors of
Los Angeles County enclosing.a certified copy of Resolt.ation whereby
they have designated Alameda Street as part of the:County Highway
system, and requesting the City of Lynwood for consent to improve said
Street.
Thereupon RESOLUTION N0. 1631, entitled: "A RESOLUTION OF
'P HE CI`T'Y COUNCTL OF THE CITY OF LYNWOOD, CALF-ORidIA, CONSENTING TO THE
IIviPROVENENT OF ALAMEDA STREET, LYNYv'OOD, CALIFORNIA, " was read. It was
moved by Councilman Meyer and seconded by Councilman Christensen that
said Resolution No. 16~3t be adopted.

A communication was received from the County of Los Angeles
Board of Supervisors requesting that the Resolution requesting an
appropriation for Bellinger:S~peet, et all, be amended to include
construction of curbs and gutters as this nature of work was done on
Sanborn Avenue.

A Bond in the sum of ~1,000.~0 covering Westana Lott as
Court Clerk was submitted. It ?vas moved by Councilman Christensen and
seconded by Councilman A~Ieyer that said bona be accepted. All members
of the City Council present voting aye, the Phayor declared the motion
duly carried.
A communication was received from Western Gear Works request-
ing that a loading zone be established in front of their office at
11181 Long 3each blvd., either a passenger or truck, for the use of at
least one car. After dt~e consideration of the matter, it. was moved by
Councilman Meyer and seconded by Councilman Christensen that the Chief
of Police be instr~~cted to cause such a zone to be established and
painted in front of said address, and that the City Attorney be
instructed to amend the Parking Ordinance to provide far said loading
zone.

A communication was received from Chief of Police Kerr to the
effect that action need be taken regarding the salaries of Claire
Dederick, R. Y. O'Shaughnessy and Edv!~in Zello to become effective as
the-date of their promotion, recommending a salary of ?fi220.00 per month.
Thereupon it was moved by Councilman Meyer and seconded by Councilman
Wiggins that the salarie8 of said. officers be increased to X220.00 per

A communication was received from Land Escrow and uaf e
Deposit Company making an .offer to purchase Lote 132, 133, 134, 135, 142,
143 and 144, Tract 5632 for the sum of ~1, 585.00, free and clear of all
indebtedness, however, City not to furnish a merchanta~~le title thereto,
but to convey their t2x title only.
A, communication was received from Nelson McCook. to the ..effect
that Lots 142, 143 and 144, Tract 5632 have been held by the board of
America for the benefit of Nelson McCook, J. R. Davis and Graydon
Hoffman, Trustees, and that they have a b:onafide sale of the property
and therefore urging that they be sold.the lots back.
It PJaB was determined that Lots 142, 143 and 144, Tract 5632
were included in an option to purchase by another firm, therefore action
could not be taken to accept offer on them, however, it was moved by '~
Councilman Christensen and seconded by Councilman Meyer that the. City
sell Lots 132, 133, 134, and 135, Tract 5632 to the Bank of America,
through its agent, Land Escrow and Safe Deposit Company for .?190.00
per Lot, or a total consideration of X760.00

Report of the Police. Department was received covering the
month of-December, 1943; also gasoline report. There being no ob-
,~ection said reports were ordered filed.
ORAL COTJ1~iUNICATI0N8: •
Mr. Patillo, Chairman of the Park Committee, addressed the
Council regarding decision re~_arding the moving of the old folks
buil dingy; to the City Park and. bleachers, to the effect that they
recommend that the building occupied by the old folks•be moved on to
the island west of Birch Street in the Park, and that the Girl Scouts
be allotted the two lots due .south of the park on Birch Street.
After some discussion, it was determined that the two lots
in q~~estion are tied up in an option to purchase by a builder, there-
fore would not be available at this time, unless they can be released.
Thereupon it was mo ved_ by councilman Christensen and
seconded by Councilman Meyer that the Council accept the recommendation
of the Park Committee, if the Lots in question can~be released from
said. option and that a committee be appointed to confer with Mr. Wright
who holds the option. All members of the City Counci_1 present voting
aye, the NZa~ror declared the motion duly carried.
Mayor Willard appointed Mr. Patillo, Earl Bacon and City
Clerk to confer ~~,ith builder regarding release of lots.
R4rs. Harmond addressed the Council to the effect that they
have acq~.zired a lot next to the wedding chapel on Long Beach Boulevard
on wh~.ch they desire to move a temporary building to be used as a
flower shop as they hsve sold. their shop in Los Angeles.
After d~_ze consideration of tree matter, it was determ_ned -that
it would be a bad precedent to alloiR~ this temporary building as it
would open an avenue for others to make like requests and if the Counc~_1
grant it to one person they are bound to grant others similar con-
cessions, therefore, it was moved by Councilman Wiggins and seconded ''
by Councilman Meyer that said application be re,~ectec?. All m^rnbers
of the Council present voting aye, tree Mayor declared the motion duly
carried.
NIr.Algard in the Broadacres area a.dd.ressed the-Council
regarding tree re-surfa.cwng of the streets in his tract folioming the
';~ seU~•er installation, stating that the work should be done at an early
' date.
P:r. Algard was informed. that the City expects to be working
~~ on the streets in that area- in three or four days, as t'_ney t~~i1.1 then be
through with the streets in the northern portion of the sewer project.

Councilman Christensen and seconded by Councilman Meyer that said deed
be accepted and treat the City Cler': be directed to cause said instrument
to be recorded in the office of the Recorc?e.r of Los Angeles County.

Durham, Mabel E. Durham, John Shirley ~!ard a.nd Peary Hughes Ward, where-
by they convey their interest in and to Lot 23, Tract 2551 to the City
of .Lynwood, was submitted. It was moved by Councilman Meyer and
seconded by Councilman Christensen that said Deed be accepted and that
the City Clerk be.directed to cause said instrument to be recorded in
the Office of the Recorder of Los Angeles County. All members of the
City Council present voting aye, the Mavor declared the motion.duly
carried and it was so ordered.
A Quit claim Deed, dated January 7, 1944 and signed by Joseph
W. Hildreth and Minnie M. Hildreth, whereby they convey their interest
in and to Lots 13 and 14, Block 4, Mod,jeska Park: to tre City of Lynwood,
a~as, submitted. It was moved by Councilman yriggins and seconded by
Councilman Christensen that said deed be accepted and that the City
Clerk be directed to catase said instrument to be recorded in the Office
of the Recorder of Los Angeles County. All members of the City Council
present voting aye, the Mayor declared the motion duly carried and it
was so ordered..

Margueritte Harrington, and Leslie R. Harrington, whereby they convey
their interest in and to .Lot 220, Tract 2551 to the City of Lynwood
was submitted. It was moved by Councilman Christensen and seconded by
Councilman Meyer that said. deed be accepted and that the-City Clerk be
directed to cause said instrument to be recorded in the Office of the
Recorder of Los Angeles County. All members of the City Cou ne~l present
voting aye, the Mayor declared the motion duly carried and it was so
ordered.
A Grant Deed, dated January 17, 1944 and signed by Anna M.
Toohey and John H. I'oohey, whereby they convey their interest in and to
Lot 361, Tract 255 1 to the City of Lynwood, was submitted. It was
moved by Councilman Meyer and seconded by Councilman Christensen that
said deed be accepted and that the City Clerk be directed to cause said
instrument to be recorded in the office of the Recorder of Loa Angeles
County, California.. All members of the City Council present voting aye,
the Mayor declared the motion duly carried and it was so .ordered.
A Grant Deed, dated January 17, 1941 and signed by John H.
~'oahey, whereby he conveys his interest in and to Lots 2, 3, 4, and 5,
Block 18, Mod,~eska Park to the City of Lyn~rood, was submitted. It was
moved by Co~~ncilman Wiggins and seconded by Councilman Meyer that skid

It was moved by Councilman Meyer and seconded by Councilman
Christensen that the City Clerk be authorized to negotiate with itJr.
Beutke to merge his fee title to five. Lots in Tract 921 with the City's
tax deed on the basis that the City Shall receive the taxes, bonds and
assessments outstanding against said ?property, and the profits there-
after, if any, shall be divided equally between the two parties, with
the understanding that the City need not quiet title to said Lots.
All members of the Council present voting aye, the Mayor declared the
motion duly carried.
It was moved by Councilman Paleyer and seconded by Council-
man Christensen treat the City Clerk be authorized to offer 950.00 for
a quitclaim deed to Lot 917, Tract 3172 from the record owner.

The matter of whether or not the City desires tc pay 9~22F.00
for a fee title to Lot 142,, Tract 2551 was presented.
After due consideration of the matter, it was moved by Council-
man Christensen and seconded by Councilffian b~eyer that the City of Lynwood
shall not purchase the fee title, but shall proceed with the quiet
title action against the owner. All members of the City Council present
voting aye, the Mayor declared the motion duly carried.

A subdivision map cf proposed Tracts being numbered 12320
a.nd 12351, was received from C. C. Koehler & Company, requesting
approval thoreof at an early date, ~s it is needed in order to secure
priorities on the Lots.
After d~.ie consideration of the matter, it was moved by
Councilman Christensen and. seconded by Coixnci_lman .."~eyer that said.
Subdivisions numbered as Tracts Nos. 12320 and 1251, be approved by
the City Council, subject to the construction of concrete curbs ar_d
gutters; surfacing of the street to comply ~A~ith the requirements of
the Superintendent of Streets, and the planting of trees, to be planted
in pa rkway,'in numbers and type that will be approved. by the Park
Committee.
