P~. , Mayor Willard,in the chair. Councilmen Lake, Christensen, ~Jleyer, Wiggins and Willard answered the roll call. It was moved by Councilman Christensen and seconded by Councilman IvTeyer that the minutes of the previous regular meeting of January 18, 1944 be approved.as written. All members of the Cit~~ Council present voting aye, the Mayor declared the motion duly carried. WRI`i"1'EN CON~iUNI CATIONS: A communication was received from the Los Angeles County Division of the League of California Cities announcing the appointment of a committee to work. with the Board of Supervisors to determine that the Cities receive their ,just share of funds allocated by the State Legislature for planned preparation of County post-war highway construc- tion projects, suggest] ng that the Cities cooperate by submitting to the Board of Supervisors in the immediate future a list of eligible major street projects within its community for which plans and surveys are necessary in order that the Board have same before it when final consideration is given to the distribution of the furii s• under its control. The ~uia.yor spoke on the subject. No. action was taken thereon, but the communication was ordered filed. A communication was received from the War ~'roduction Board denying priority to do the work in connection with the City Park water mains and sprinkling system because of non-essential to the war effort. There being no ob,jeetion, said communication was ordered filed. A communication was received from Chief of Police Kerr recommending that a parking lot be established on Lots 371, 372 and. 373, Tract 2551 ~o alleviate parking in the business district, stating that permission has been secured from the lot owners on a yearly basis; also that the cost for improvement and constructing a suitable sign would be X300.00. After due consideration of the matter, it was moved by Council- man Lake and seconded by Councilman Meyer that a parking lot be estab- lised on said lots and that the Mavor be authorized to sign an agree- ment in connection therewith, and. that the Super~.ntender~t of Streets be instructed to proceed with the v~~ork of surfacing the Lots. Roll Call: Ayes; Councilmen Christensen, Lake, i-'eyer, Wiggins and Willard. Noes: None. A communication urea received. from Chief of Police Kerr recommending that Mr. Hugo Ma.ressin be employed to assist.~rir. George Martin in connection ~~~ith maintenance of radio station K. Q. H. K., each to get ?~25.~0 per month, Thereupon i t was moved by Councilman "~ig~~<ins and seconded by Councilman Meyer that NIr. P~ia_ressin be employed at a salary of ~25.OO.per month for such service, and that the remuneration of Mr. George h2artin's salary be reduced from X50.00 per month to X25.00 per month, because of dividing s~.aeh v~rork. Roll Call: Ayes: Councilmen Christensen,: Lake, P~eyer, Wiggins and ti+illard. Noes: None. A communication was received from Nirs. Isle Hopkins offering to purchase Lot 55, Tract 5259 for the sum of ?G125.00, free and clear of all indebtedness. This offer being within the appraisal thereof and there being no one present who wished to bid higher, it was moved b,y Councilman Meyer and seconded by Councilman Wiggins that the offer be accepted, and that the Special Counsel be instructed to proceed with proceedings to clear the title. Roll Call: Ayes: Councilmen Christensen, Lake, Nieyer, Wiggins and Willard. Noes: None. A communication was received from ~r. M. Strother offering to purchase Lot 917, Tract 3172 for the sum of X700.00 free and clear of all indebtedness and City to clear title t~iereto. This Lot being included in the option to a builder by the name pf Nor. Wright, the matter was laid on the table until sl~ch time as the option expires when it will be considered further. -- Petitions were received signed by Joseph S, Joseph, Walter L. Leonard and 94 others petitioning the City Council to initiate proceed- ings for the improvement of Louise Street, Warren Street, Nicholas, Ernestine Avenue, and F'ernwood Avenue with sidewalks, curbs, and gutters, as said Streets exist east of Bullis Road and North of Louise Street. It, was moved by Councilman Lake and seconded by Councilman Meyer that ~4~ said petitions be referred to Street Superintendent John A. Blain for checking and report. All members of the City Council voting aye, the Nlayor declared the motion duly carried.. A communication was received from Mr. George Grazier enclosing a Iettei• that he had mailed to his neighbor Bert Naslund requesting that he remove a stucco structtare ~hrhich forms the back of a fish}~ond on his property that over on to Mr. Grazier'G property, req~;esting that the City intercede a.nd order it removed as it inter- feres with his normal use of his property. There being no ob,jeetion, said matter was referred to Building Inspector Evans for checking and action. • A communication was received from City Treasurer, Ted Dummett, to tb.e effect that in order to complete Lynwood Sewer District No. 3 it will be necessary to expend X973.93 from the Special Assessment and Tax Relief Rand for the purchase of certain bands which are to be iss~xed for this c?iatrict, requesting ai~thoritSr to make stach expend.i- ture. Thereupon it was moved by Councilman Lake and seconded by Councilman ItReyer that the City Treasurer be a~_athcrized to make such payment ot~t of said fund for said purpose. Roll Call: Ayes: Councilmen Christensen, Lake, P~J eyer, ti~ig~gins and Willard. Noes: None. A communication wa.s rece~.ved from Mr. John T. Fairbanks, Municipal Contractor to the effect that owing to conditions, he has recently disposed of part of his business, therefore requesting the Council to consent to the transfer of the garbage, tin can, and tree trimming contract to 1`~ir. A. Hohn, a local P1Iunicipal Contractor, hog raiser and. very dependable party. After due consideration of the matter, it was moved by Councilman Lake and seconded by Councilman Vliggins that the City Council consent to the transfer of said contract; however, that t~~r. Nohn shall write a letter to the City Council asLuming full responsibility for such service and agreeing to the terms of said contract; also that 2 bond be furnished in the sum of ~w'1,500.00. Roll Call: Ayes: Councilmen Christensen, Lake, Meyer, Wiggins, and Willard. Noes: None. Report of City Court for the month of January was received;` also report of the Fire Department; also application to serve as election officer was received from Lena L. Currie and Florence A: Hillman. There being no objection, said reports and applications v:ere ordered filed. ORAL COIvIT~iUNI CATION S .1VIr. Iliac Gorack addressed the Council requesting permission to rent-a three room apartment in his garage at 4152 Shirley Street for occupancy, stating that it does not conform to. the State lair on account of Iow ceilin~~ and on account. of not er~ougY: floor area therein according to zoning, but ti~at it is needed to house war workers. After due con- sideration, tre City- Council determined that they cannot grant such permission as they are bound to support the State law as well as local Ordinances that they themselves have adopted. UNFINISHED BUSINESS: A communication was received from A. IJ. Skelton, Coordir~z for calling attention to the advisability of raising Mrs. Josephine Shepherd's salary as he believes that it would be to the interest of all concerned, was brought up for consideration. It was moved by Councilman Wiggins and seconded bar Councilman Lake that the salary of Mrs. Shepherd be incr•ea.sed from X145.00 per month to v~155.00 per month. Roll Call: Ayes Councilmen Lake, Meyer, VJig~ins and Willard. Noes: Councilman Christensen. Councilman Lake reported on the matter of acquiring the fee title from lair. Lester of several Lots in the license Surve,yor's Tract, recommending that the•City Council do not purchase these lots as in his opinion the City has ample park space, however, that the City should ac- quire Lcts ll9 and 120 in said Tract in order to straighten out the line to Benwell Drive. Therefore it ~raas moved by Councilman Lake arcs seconded by Councilman Meyer that the City do not purchase the Lots in question from Mr. Lester, hczwever, that the City Clerk be instructed to com- municate v~rith the Building and Loan Commissioner's office offering them 75~ on the par value of the binds against Lots 119 and 120, License Sur- veyor's Tract; also requesting them to reconvey their title to the City of Lynwood for the acttaal cost thereof, plus costs. All member of the City Council voting aye, the Mayor declared the motion duly carried. -~, 24 _ The offer of Mr. W. F, Taylor to purchase Lot. 17, Block 15, Mod,jeska Park for the sum of?~'200.00 free and clear of all debt, which was referred to the Appraisal Committee at last meeting, was con- sidered and it was determined that the appraisal thereof is X300.00. Therefore, said offer was rejected by a motion of Councilman Meyer and seconded by Councilman T'~ig~ins. All members of the City Council voting aye, the Mayor declared the motion duly carried. A communication was received from Chief of Police Kerr to the effect that the Building Inspector and himself recommends that the application of TdZr. Benton 0. Wilson to conduct a Swing Shifter's dance at the American Legion Hall, between the hours of 12:30 A. ~1. and 4:30 A. LI. be denied as it would be in conflict with existing ordinances. Thereupon it waa mcved by Councilman Wiggins and seconded by Councilman Lake that said application be denied. All members of the City Council present voting aye, the Mayor declared the motion duly carried. The City Clerk reported that Mr. Wright who has an option on ii several lots for building purposes, ha.s informed him that he will release from his option the Lots desired by the Lynwood ~laman's Club; also the two lots adJacent to the City Park. NEW BUSINESS: A grant Deed wa.s submitted whereby the City of Lynwood pro- poses to convey their interest in Lots 132, 133, 134, and 135, Tract 5632 to the Bank of America. Thereupon RESOLU'1"ION N0. 1632, entitled: "RESOLUTION SELLING CERTAIN REAL ES'T'ATE AND AUTHORIZING THE EXECUTION; OF' A DEED UPON PAY_ IvIENT OF THE COivSIDERA`I`IOT1 NATJIED THEREIN, " was read.. It ~xas moved by Councilman Lake and seconded by Councilman Meyer that said Resolution No. 1632 be adopted. . ' Roll Call: Ayes: Councilmen, Christeneen,Lake,Nleyer,Wiggins and Willard. Noes: None.
