CALL TO ORDER

The Special Council Meeting of August 10, 1999, was convened at 6:30 P.M. by President
Pro Tempore Rick Nilges.
ROLL CALL
The following Council Members were present for the roll call:
Present: Blaney, Jackson, Jaynes, Nelson, Nilges, Stella, Vincent, Vogel and
Weber
Absent: Landwehr
A quorum was declared present.
GO INTO EXECUTIVE SESSION
A motion was made by Councilman Larry Vincent that the Council go into Executive
Session at this time to discuss matters pertaining to real estate, litigation and personnel.
Motion was seconded by Councilman Carol Blaney, and approved by the following roll -call
vote at 9:15 P.M.
Aye: Blaney, Jackson, Jaynes, Nelson, Nilges, Stella, Vincent, Vogel and Weber
Nay: None
RECONVENE IN OPEN SESSION
Council reconvened in open session at the close of Executive Session. The topic of
discussion was the convention center. A very lengthy discussion was held. No official
actions were taken.
ADJOURNMENT
A motion was made by Councilman Bob Weber to adjourn, seconded by Councilman
Leonard Stella approved unanimously at 8:10 P.M.
ACTIONS TAKEN IN EXECUTIVE SESSION
Human Resources Director: City Administrator Rich Mays made a presentation regarding
the process by which the Human Resources search committee reached unanimous
consensus on a nominee. Following his presentation, Mr. Mays recommended that Gail

Strope be hired as Human Resources Director at a salary of $47,600.00. After discussion,
a motion was made by Councilman Larry Vincent to approve the recommendation,
seconded by Councilman Carl Jaynes, and approved unanimously by the following roll -call
vote:
Aye: Blaney, Jackson, Jaynes, Nelson, Nilges, Stella, Vincent, Vogel, and Weber
Nay: None
