M. Mayor Willard in the chair. Councilmen Christensen, Lake, Meyer, Wiggins and Willard answered. the roll call. Lt was moved by Councilman Christensen and seconded by Council- man Meyer that the minutes of the previous regular meeting of February 1, 1944 be approved as written. All members of the City Council present voting aye,. the Mayor declared the motion duly carried. _W.RIrI'TF,N COMDhUNICATlOiVS: ~-- A communication was received from the Los Angeles County Division of the League of California Cities announcing their next meeting at .El Monte on February 17 when Lieutenant Governor Frederick F. Houser e~111 be the prince. pal speaker. All those who care to attend indicated their intention and the communication was thereafter ordered filed. A communication was received from Chief of Police,' Paul W.. Kerr, to the effect that George B. Payne on Ai.~gtast 5, 1943 entered the service. of the City as Policeman, and that inasmuch as his six months probationary period has elapsed with satisfactory service, recommending that his salary be advanced to X200.00, and that he be made a permanent Policeman. Thereupon it was moved by Councilman Christensen and seconded by Councilman Meyer that the recommendation of Chief of Police Kerr- be accepted and that Mr. Payne's salary be increased. to °~20~~.00 per. month. Roll Call: Ayes: Councilmen Christensen, Lake, Meyer, Wiggins and Willard. Noes: None. A communication was received from Chief of Police Paul W. Kerr, to the effect that Henry M. Leander an Augi.~st 6, 1943, entered the service. of the City as Policeman, and that inasmuch as his six months' probationary period has elapsed with satisfactory service, therefore, .recommending that he be made a. permanent Policeman and that his salary .be increased to $200.80 per month. `'hereupon it was moved by Councilman Christensen and seconded by Councilman Wiggins that the recommendations of Chief of Police Kerr be accepted and that Mr. Leander'S Salary be increased to X200.00 per month. Roll Call: . Ayes: Councilmen Christensen, Lake, Meyer, Wiggins and Willard. - . Noes: None. A communic~~tion was received from Mr. L. R. Brown to the effect that they would like to work out some plan whereby they could utilize Lots 442 and 443, Tract 2551 that the City own and build a ~- structure thereon which would meet their needs and also the City's need after their. possession, offering `to turn such building over to the . City without cost in return for the use of the property at the end of a five year period, and. if the C1ty vaished them to vacate sooner than that, then in that event they would pay X10.00 per month for the use of the Lots, and the City would pay fo.r the difference between the cost of the structure and such X10.00 per month fee. After due consideration of the matter, it vase referred to Councilman ~`riggins to work out the mechanics thereof and present i,t to the Council in the form of an Agreement along the line suggested in said letter, to the City Council at their next regular meeting. A notice of reopening classifications of Warren Lewis Daetweiler and Theodore George Dummett, Fire Ch1,ef and :City Treasurer, respectively, also of George Henry Herman, were received from the Locate Hoard loo. 265, 3322 Imperial Highway, being the Selective Service Headwuarters. After due consideration of the matter, it was moved by Councilman Wiggins and seconded by Councilman Meyer that the City make application for deferment for the City Treasurer and Fire Chief on the grounds that their service is necessary with the City. All members of the City Council present voting aye, the Mayor declared the motion duly carried. A communication was received from the Regional Planning Commission of Los Angeles County directed to the Lynwood Planning Commission wherein they approve the extension of the Junior High School Institution, to the widening of Bullis Road to conform to the regional plan, to extend Bradfield south to Car11n Avenue, and the vacation of a. ~~ ,~, 24~ Magnolia Avenue through to Bullis Road. There being no objection, said communication was ordered filed by the Mayor. A communication was received from Sequoia Investment Corr poration enclosing four deeds for the proposed opening of Santa Fe Avenue, in return for tax title to Lot 148, Tract 8716; also notifying that they are in the process of closing the sale of Lot 543, Tract 2551 to Mra. Wood that was sold by themselves and the C~.ty. Thereupon Corporation Grant Deed, dated August 30, 1943 and signed by the President and Secretary of Sequoia Investment Cor- poration, was submitted, whereby they convey a portion of Lot 10?5, Tract 3025 to the City of Lynwood. Thereupon a Corporation Grant Deed, dated August 30, 1943 and signed by the President and Secretary of Sequoia Investment Cor- poration, was submitted, whereby they convey a portion of Lot 9, Mod~eska Aerea to the City of Lynwood. -- Thereupon. a Corporation Grant Deed, dated August 30, 1943 and signed by the President and Secretary of. Sequoia Investment Cor- poration whereby they convey a portion of Lot 26, and Lot 16, Mod~eska Acres to the City of Lynwood, was submitted. Thereupon a Corporation Grant Deed, dated August 30, 1943 and signed by the President and 8eeretary of Sequoia Investment Corporation was submitted. wherein they convey a portion of Lot 25, Mod~eska Acres ,to the City of Lynwood. . Thereupon 1t was moved by Councilman Meyer and seconded by Councilman Wiggins that said (`.rant Deeds be and the same are hereby accepted and that the City Clerk be directed to cause said instruments to be recorded in the office of the Recorder of Loa Angeles County. Vogleaon, Gounty Librarian of the County of Los Angeles suggesting that an effort be made to attain permanent library building for the local branch of the County Public Library as a pest-war pro,~ect. There being no ob,~ection, said communication was ordered filed. • A eommunica.tion was received from Water Superintendent John A. Blain recommending that Lot 26 of Licensed Surveyor's Tract be set aside as a water well site, if the assessments are not too excessive against the property in question. There being no ob~ectian, this matter was referred to Councilman Ralph W. Lake to check up on the assessments and desirability. . ' A communication was received from Street and Water Supt. John A. Blain submitting•an invoice covering the purchase of two 650x16 new tires for his pickup truck which he has purchased, stating that he believes that he should be reimbursed for -the cost of the tires as he uses his pickup truck in City service. Thereupon it was moved by Councilman Lake and seconded by Councilman Meyer that.Mr. Blainis request be granted and-that he be reimbursed therefor. Roll Call: Ayes: Councilmen Christensen, Lake, Meyer, Wig~-ins and Willard. Noes: None. A communication was received. from the Southern Pacific Company to the effect that the public has got into the habit of driving on Southern Pacific right-of-way on the east side of the tracks between Butler Avenue and Wabash Avenue, thus encroaching on their property, therefore, recommending that the existing street dedicated thereat be opened by the City in order to eliminate•such encroachment. After due consideration of the matter, it was determined that there is no need for the opening of such street at this time and that it would be a source of nuisance for the Police Department if opened, so no action was taken thereon, ether than the City Clerk was instructed to thus inform the Southern Pacific Company. Report of the Pollee Department for the month of January was received; also application to serve as Election Officer. There being no ob,~ection, said report and application were ordered filed. The City Clerk was authorized to merge the Precincts so that there would not be need for a polling p~.ace for each precinct. It was moved by Councilman Lake and seconded by Councilman Meyer that the City Clerk be directed to advertise for Election Officers. All membere of the City Council present voting aye, the Mayor declared the motion duly carried. It was moved by Councilman Lake and seconded by Councilman Christensen that the question of salary increase for City Council to X25.00 per month be put on the ballot for a vote of the people. . 2~~ Ro 11 Call : ' Ayes' Councilmen Christensen, Lake, Meyer, and Willard. Alexander Street, presented to the City Council a Petition signed by Mrs. Romans Casagranda and 25 others, petitioning .the City Council to rezone her property so that she would be permitted to conduct the business of beauty parlor at said address. Mrs. Luce also addressed the Council regarding the petition, stating that the property is ad,~acent to a commercial zone. After due consid= erationcf the matter, Mrs. Luce was informed that she would have to deposit X25.00 with the City and then a hearing would have to be held in connection therewith. Mrs. W. L. Leonard addressed the Council regarding the petition that they filed requesting that curbs, gutters, and sidewalks be constructed on Louise Street, Warren Avenue, Ernestine Avenue, Nicholas Avenue and Fernwood Avenue. Thereupon a communication was read from Street Superintendent John Blain inform~.ng the Council that the petitions were signed by ?1.?~ of the property that will be affected by the improvement, stating that the next step to be taken by the Council would be to order the investigation report. Thereupon it was moved by Councilman Christensen and seconded by Councilman Lake that Street Superintendent Blain be •instructed to proceed with the investigation report as required by the debt limitation act. It was moved by Councilman Lake and seconded by Councilman Christensen that the further reading of said Ordinance be waived. All members of the City Council voting aye, the Mayor declared the motion carried. Thereupon it was moved by Councilman Lake and seconded by Councilman Christensen that said Ordinance No. 393 be adopted as read the second time, f inally pass and be published as required by law. Noes None, In connection with the request from the League of California Cities, Los Angeles Division, that the Board of Supervisors be furnished with a list of pro,~ects that may be prosecuted after. the war, Street Superintendent Blain was instructed to make a survey oP possible pro,~ects that can be prosecuted after the war so that they may be commenced without much delay, including Street, Water, and Park developments. ~iEW BUSINESS: A Quitclaim Deed, dated February 3, 1944, and signed by 0. Pierson, whereby they convey their interest in Lot s 20 and 2I, Block 15, Mod, eska Park, to the City of Lynwood, was su bmitted. A Quitclaim Deed, dated January 2B, 1944, and signed by George W. Snively and Nellie E. Snivel y, whereby they convey their interest in and to Lots 1? and 18, Block 1?, Mod~eska Park to the City of Lynwood, was submitted. Thereupon Grant Deed whereby the City, of Lynwood proposes to convey said Lots to Sequoia Investment Corporation as well as Lvt 148, Tract 8'716, was submitted. Thereupon it was moved by Councilman Christensen and seconded by Councilman Wiggins that . said Resolution No. 1638 be adopted, however, that the amount of title cost in the sum of ~?5.00 be notdeducted from the purchase price. Wright requesting an extension of 120 days on his option to purchase certain tax deeded lots in_ the. City, of Lynwood, stating that he is commencing an option on the first list of Lots that was submitted to him, the total consideration being ~I1,375.00, stating that his construction schedule contemplates the building of 50 houses the first month and 75 houses for each succeeding month until they have completed the project. Thereupon it was moved by Councilman Lake and seconded by_.Councilman Wiggins that Mr, ~Cright be offered an option on the Lots listed in his Setter dated February 10, however, exc~.uding Lots 142, 143, and 144, Tract 5632, which the City Clerk be authorized to substitute other lots for. The matter of furnishing Ovater for victory gardens by the City of Lynwood and the charge therefor was discussed, and after- due consideration it Ova-s moved by Councilman Meyer and seconded by Council- man Wiggin8 that it shall be the policy of the City Council to permit the cultivation of•2000 square feet for victory garden in addition to an`average 50 foot Lot without additional charge, and that ground used in-excess thereof be charged at the rate of 75¢ per month for additional 50 foot Lots used other than their own.
