M. . Mayor Millard in the chair. Councilmen Christensen, Lake, Meyer, Wiggins and Willard answered the roll call. It was moved by Councilman Lake and seconded by Councilman Meyer that the minute s. of the previous adJourned regular meeting of March 1, 1944 be approved as written. All members of the City Council voting aye, the Mayor declared the motion duly serried and it was eo ordered. WRI'1'TEty COdUNICAl'ICNS: A communication was received from Chief of Police, Paul M. Kerr to the effect that 0. K. McI~enry became a member of the Police Department and after serving his probationary eriod was accepted as a permanent member and his salary, advanced to 200.00, and now that he has served the Ci.ty,a year he is entitled to an increase to X210.00 per month to conform with scale of pay, recommending that his salary be increased. Thereupon.it was moved by Councilman Lake and seconded by Councilman Meyer that the salary of C. K. Me Henry be increased to $210.00 per month as recommended by Chief Kerr. Roll Call: Ayes: Councilmen Christensen, Lake, Meyer, Wiggins, and Willard. Noes: None. A communisation was received from Chief of Police, Paul M. Kerr, recommending that an amber. colored sodium light be installed at the intersection of Abbott Road and Atlantic Avenue to eliminate acc~.dents at said intersection. Thereupon it was moved by Councilman Meyer and seconded by Councilman Wiggins that the Chief of Police be authorized to provide for such installation, provided the cost is not excessive. Roll Call: Ayes ~ Councilmen Christensen, Lake, . Meyer, Wiggins, and Willard. Noes: None. . A communication was received from Herman Goldberg offering to purchase the South 58.8 feet of Lot 2, Tract 2794 for the sum of $1,000.00, free and clear of all taxes, assessments and bonds of record, and City to furnish a merchantable title thereto., Said offer being within the appraisal of said Lot and there being no one present who desired to raise said offer, it was moved by Councilman Wiggins and seconded by Councilman Meyer that the Offer be accepted and that the Lot be sold as per bid. Roll Call: Ayes: Councilmen Christensen, Lake, Meyer, Wiggins, and Willard. Noes: Alone. A Petition was received signed by P. J. Zmyslony and forty others, petitioning the Council to have the water eliminated at Fern- wood and Imperial during rainy weather as they cannot use the side- walks on account of flooded conditions and water stands in the garages. There being no ob,~ection, the Mayor referred the Matter to Street . Superintendent Blain for his investigation and report as to what can be done to eliminate the water. A communication was received from the League of California. Cities, announcing a California Community Planning Institute to be held in Room 804, City Hall, Los Angeles, between March 13 and Z?, 1944. There being no ob,~ection, Mayor Willard delegated Councilman Wiggins to attend said institute. A communication was received from Fire Chief W. Daetweiler to the effect that Mr. Harold I. White has served his probationary period of six months on March 15, 1944 and his services have been satisf actory, therefore recommending that he be made permanent and his salary be increased from X185.00 per month to X200.00 per month. Thereupon it was moved by Councilman Christensen and seconded by Councilman Meyer that said recommendation be accepted and that the salary be increased for Mr. White to X200.00 per month. Roll Call: Ayes: Councilmen Christensen, Lake, Meyer, Wiggins, and Willard. Noes: None. ~~! A communication was received from Mr. Pete Page offering to urchase Lots 39, 40, and 41, Block. 20, Mod,~eska Park for the sum of 450.00, free and clear of all taxes, bonds anal assessments of record, and City to furnish a clear title thereto. Said offer being within the appraisal, and there being no one present who desired to increase said bid, it was moved by Councilman Meyer and seconded by Councilman Wiggins that said offer be accepted.' Roll Call: Ayes: Councilmen Christensen, Lake, Meyer, Wiggins, ~ and Wil~.ard. Noes: None. A Petition was received signed by V. 0. William8 and 86 others petitioning the City Council to prohibit the burning of trash in the peat bog at the end of Esther Street as it is very annoying to property owners and residents in that district; also they would like to suggest that it be cleaned up so that it may present a neater appearance in the community. Messrs. C. Johnson, W. D. Gray, ~ and North addressed the Council regarding the matter, tEl~ing about the obnoxious odors that emanated from the burning and the unsightliness. '~ Fire Chief Daetweiler addressed theCounci3 to the effect that Street Superintendent Blain and himself were down and investigated the situation and found that where the present materials are being cumped is in Compton area, therefore, they contacted the Fire Chief and the City Manager there, and they have given the person who is operating the dump notice to vacate without further delay and to eliminate burning thereat. ' ' After further discussion, it was moved by Councilman Lake and seconded by Councilman Wiggins that the City Attorney be instructed to take whatever legal action is .necessary in order to. have tf~e apparent nuisance abated, caused by the commercial dump that exists thereat. All members of the Council present voting aye, the Mayor declared the motion duly carried. A communication was received 7rom Chief of Police Kerr to the effect that he believes that the addition to the Police Depart- ment can be prosecuted at this time as Cities are permitted to extend facilities~up to X1,000.00 without priorities and that he believes with the use of labor available, and used material, that the work can be done for said amount; therefore, recommending that the work be commenced. Thereupon it was moved by Councilman Lake and seconded by Councilman Wiggins that the Chief of Police be authorized to pro- ceed v~~ith the enlargement of his Department according to the plan heretofore approved, Roll Call: Ayes Councilmen Christensen, Lake, Meyer, VP~ggins, and Willard. ' Noes None. A communication was received from Mr. V. 0. Williams, worker in the Water Department making application for an increase in salary of X25.00 per month. The City Attorney was instructed to investigate with the War Labor Board gar other office, regarding the City~s right to increase wages, or if the City is included in the freeze order recently issued. The report of City Court and of the Fire Department'for the month of February, 1944 was received and ordered filed. UNFINISHEll BUSINESS: The proposed contract for the removal of Garbage, tin cans, bottles and trash, was discussed, and the City Clerk was instructed to request the new contractor, Mr. Hahn, to come in for next Council meeting so.that the deal ®ay be consummated. The City Clerk stated that Mrs. Evans had deposited X25.00 as required in connection with a change of zone on Alexander Street off of Imperial Highway from Zone~Rl to Zone C3 to~accommodate her using the property as a beauty parlor. After due consideration of the matter, it was moved by Councilman Lake and seconded by C©uncil- man Christensen that the City Attorney be instructed to prepare the tentative report and resolution for the next meeting oP the Council for adoption. Mill, whereby they convey their interest in and to Los 16, Block 9, Tract 5418 to the City of Lynwood was submitted. It was moved by Councilman Christensen and-seconded by Councilman Lake that said deed be accepted and that the City Clerk be ~~~3 directed to cause said instrument to be recorded in the Office of the Recorder of Los Angeles County, California. Rvll, whereby they convey their interest in and to the East Half of Lot 166, Tract 2551 to the City of Lynwood, was submitted. It was moved by Councilman Christensen and seconded by Councilman Meyer that said deed be accepted and that the City Clerk be directed to cause said instrument to be recorded in the Office of the Recorder of Los Angeles County, California. Thereupon it was moved by Councilman Lake and seconded by Councilman Christensen that permission be granted for the use of .the Council Chamber for said date, if there is no City meetings that conflict.
