REGULAR MEETI1yG MARCH 23, 1944 The City Council of the City of Lynwood met in a regular session in the Council Chamber of the City Hall, 11331 Playa Street on above date, at ? : 30 P. M. Ma~~or Willard in the chair. • Councilmen Christensen, Lake, Meyer, Wiggins and Willard answered the roll call. It was moved by Councilman Christensen and seconded by Councilman Meyer that the minutes of the previous regular meeting of March 7, 1944 be approved as written. All members of the City Council present voting aye, the Mayor declared the motion duly carried. ~VRI't'`i'E~v COMMUNI.CATIOiyB: A communication was received from Mrs. R. D. Riley, com- plaining about the annoyance to their tenants at. 3338 Norton Ave. caused by the raising of chickens and rabbits a.t 3342 Norton Ave., requesting that something be done about eliminating the nuisance. There being no abjection, the Mayor referred said matter to Chief of Police Kerr to check into and order such relief as is within present laws of the City and State. A communication was received from Groff United Shows, by Edw. Smithson, making application to show in Lynwood for period of March 28 to April 2, 1944, stating that they will conform to all ordinances regulating such matters. Mr. Smithson was present and addressed the Council on the matter. Thereupon it was moved by Councilman Meyer and seconded by Councilman Wiggins that permission be granted if it meets the approval of the Chief of Police, • $ub~ject to the firm paying for such policing as the Chief may direct in addition to the regular license established for such business. All members of the City Council present voting aye, the Mayor declared the motion duly carried. A communication was received from the Chiefs of Police Internationa3 Association urging that the City appropriate sufficient funds} ~fi10.00, -for the Chief of Police of Lynwood to ,loin said organization in order to receive the benefits derived therefrom. There- upon it was moved by Councilman Lake and seconded by Councilman Wiggins that the Chief of Police be permitted to ,loin said Association if he deems that the benefits to be received will compensate for the expense involved, and that the City• pay the dues in the sum of X10.00 per year. All members of the City Council present voting aye, the Mayor declared the motion duly carried. A communication was received from the City Planning Commission of Long Beach requesting ,an expression from theCity Council of Lynwood regarding their choice of Long Beach Boulevard or .American Avenue, or if the Council thinks that uniformity of the name of the highway is essential. After- due consideration of the matter, it was moved by Councilman Lake and seconded by Councilman Christensen that the City Clerk communicate with said Planning Commission informing them that the City Council of Lynwood desires that the name shall remain as Long Beach Boulevard in Lynwood and suggesting that it be changed to conform therewith in Long Beach, and in the City of Huntington Park, if possible, in order to make for uniformity. All members of the City Council present voting aye,•the Mayor declared the motion duly carried and it was so ordered. Surety bonds covering City employees, Elizabeth Cora Snodgrass, Pearl Clara Morris, Reuben W. Anderson and Mary ~~olidor for their respective duties, in the sum of X1,000.00 each, was received. There- upon it was moved by Councilman Christensen and seconded by Councilman Meyer that said bonds be approved by the City .Council. All members of the City Council present voting aye, the Mayo r. declared the motion duly carried and it was so•ordered. A communication was received from Meta Ze1I, Ma,~or of the Women's Ambulance Corps requesting permission to suspend a banner across Long Beach~Boulevard from the northeast to the northwest corner of Mulford, with no expense to the City, which sign is similar to the one in South Crate with the wording "Lynwood Hospitality Hou 8e - Service- men welcomed. Thereupon it was moved by Councilman Christensen and seconded by Councilman Wiggins that permission be granted upon approval of Street Superintendent Blain as to strength of whatever poles are used to fasten said banner to so that the Least possible liability on the part of the City may occur therefrom. All members of the City Council present voting aye, the Mayor declared the motion carried. A communication was received from City Treasurer Dummett, regarding the adjustment of bond issued against lot belonging•to Mrs. Bess R. A communication was received from Nina S. Kokes requesting to purchase from the City the unimproved property belonging to the City that ad,~oins their property on the northeast corner of Birch and Mulford. There being no ob,~ection, the City Clerk was instructed to "'" communicate with Nina Kokes to the effect that the land is not for sale as it is needed in connection with the park site. A communication was received from City Treasurer Dummett. to the effect that the sewer assessment levied against the Lynwood Junior High School in the sum of X1,049.58, has not yet been paid, therefore because the City is obligated to pay it until such a ti me, as the school pays, that he should be authorized to pay for it from the Special . Assessment and Tax Relief Fund. Thereupon it was moved by Councilman Lake and seconded by Councilman Wiggins that the City Treasurer be authorized to make said payment from said fund. The report of the gasoline consumed by the various vehicles of the City of Lynwood, was submitted and ordered filed. . _ ORAL C©UNICATIONS: Mr. Harris who owns a store building at the corner of Bullis Road and Fernwood, addressed the Council requesting that he be permitted to build within the $et back line on Bullis Road in order to enlarge h1e quarters as-he needs more space very badly. After due annaideration of the matter, it was decided that Mr. Harris should circulate a petition and secure the signatures of the property owners residing on Bullis Aoad in the block in which the store is located, consenting to such violation of restrictions, when the City Council will consider his request further. UNFI~vISHED BUSINESS: A petition was received signed by Dr. J. M. E. Brown and 11 other property owners requesting that Lot 835, Tract 3078 be rezoned from Rl to Zone C3 to permit him to build an auto court on said lot. Thereupon tentative report of the City of Lynwood, California in relation to proposed change of zone, was read. Whereupon it was moved by Councilman Christensen and seconded by Councilman Meyer that said Ten~tive Report be adopted. All members of the City Council voting aye, the Mayor declared the motion duly carried. A communication was received from Stret and Water Superintendent John A. Blain reporting on the matter of elimination of flooded con- ditions at Franklin Street and Imperial, stating that it might be corrected somewhat by the instillation of two culverts underneath the P. E. right of way as the present single culvert is not adequate to take care of the. matter. After further consideration of the matter by the City Council, Mr. Blain was directed to give further information as to cost to the City and to contact the P. E. officials as to possibilities, also to report if the water will be taken care of south of the railroad so that it will not stand there. It was moved by Councilman Lake and seconded by Councilman Wiggins that the City negotiate with the present garbage contract to pick up garbage, tin cans and bottles, scrap iron, and all trash, including lawn clippings for a total cost of X500.00 per month, the lawn clippings to be picked up for a six months period beginning April 1, after which the price will be lowered to X275.00 per month, covering present service only, and if acceptable to Mr. Hohn, that the City Attorney draw up a contract along that line. Thereupon it was moved by Councilman Lake and seconded by Councilman Christensen that said Deeds be, and the same are hereby accepted and that the City Clsrk ~, of the City o,f Lynwood be instructed to cause said instruments to be ~' recorded in the Office of the Recorder of Los Angeles County. Oil Well Cementingg Company, a corporation, was submitted. Noes: None. Tentative Report of the City of Lynwood, California, in relation to Proposed Change of Zone fromZone Rl to Zone C3 as affecting Lot 11, Block A, Tract No. 12197, was submitted. Thereupon it was moved by Councilman Lake and seconded by Councilman Christensen that said Tentative Report be adopted. . Roll Call: Ayes: Councilmen Christensen, Lake, Meyer, Wiggins and Willard. Noes: None, An ordinance, entitled: "An ordinance of the City of Lynwood, California prescribing regulations under which permits shall be issued for the making of excavations, fills or obstructions, or the laying, constructing,, reconstructing or repairing oP curb $, sidewalks, gutters, driveways, roadway surfaces, storm drains, culverts or other appurtenant highway structures, in public streets, ways or places in the said City of Lynwood,`a,lifornia and repealing Ordinance. No. 13 of said City," was read by caption for the first reading. It was moved by Councilman Meyer and seconded by Councilman Wiggins that the further reading of said ordinance be waived. All members of the City Council voting aye, the Mayor declared the motion duly carried. Whereupon it was moved by Councilman Lake and seconded by Councilman Christensen that said ordinance be accepted as read the. first time and pass to the second reading. The matter of securing an up-to-date census conducted by the Department of Commerce, Bureau of the Census, in order to increase revenue from gasoline tax, 2~¢ due the City from the State, was. considered. Af ter due consideration of the matter, it was moved by ~bJ Councilman Lake and seconded by Councilman Christensen that the City of Lynwood make application for such a census, provided the work may be completed in time so that it will apply to fiscal year beginning July 1, 1944, it having been determined that approximately X6,000.00 additional may be had~on present estimated population as against the 1940 census, and that the cost to the City for such census taking would be approximately ~l,000.00.
