M, ~dayor W illard in the chair. Councilmen Christensen, Lake, Meyer, Wiggins and Willard answered the roll call. . It was moved by Councilman Christensen and seconded by Councilman Meyer that the minutes of the previous regular meeting of March 21, 1944 be approved as written. All members of the_ City Council present voting aye, the Mayor declared the motion duly carried and it was so ordered. WRITTEiy CO1tiiPr:UNICATION$: A communication was received from Ethel Bowers, Secretary of the Lynwood Townsend Club requesting permission to move the Townsend bulletin board from its present site to Lot 320, Tract 2551 on Long Beach Blvd. It wa.s moved by Councilman Christensen and seconded by Councilman Meyer that permission be granted. All members of the City Council voting aye, the Mayor declared the motion duly carried. A .communication was received from the Knights or Columbus requesting that the City Council authorize the issuance of a proclamation setting aside Good Friday of this year as a. day of Public Prayer. Thereupon it «as moved by Councilman Lake and seconded by Councilman Christensen that the Mayor be authorized and instructed to issue such a ?proclamation and have it published in the Lynwood Press, All members of the City Council present voting a.ye, the Mayor declared the motion duly carried. A communication was received from Chief of Police, Paul W. Kerr to the effect that City Ordinance No. 229 provides for vacations for members of his Department who have completed a year of service, stating that his members desire the full time of 15 days granted, therefore, recommending that 15 days vacation be allowed. No action was taken thereon, as it was not deemed necessary inasmuch as the Ordinance in effect already ?provides for such vacation, and the communication was ordered filed. A communication was received from Paul W. Kerr, Chief of Police, recommending that Everett H. Keneipp of 10790 Capistrano Ave. be appointed patrolman at a salary of X185.00 per month to fill in during the vacation period which will commence May 1, 1944. Thereupon it was moved by Councilman AFeyer and seconded by Council- man Lake that Mr. Everett H. Keneipp be appointed as Police Officer at a salary of X185.00 per month to serve during vacation period. Roll Call: Ayes: Councilmen Christensen, Lake, Meyer, Wiggins and Willard. Noes: None A Petition was received signed by M. E. Warden, F. E. P. Harris, Eliaas S. Joseph and Irene J. Schaefer owning property on Bullis Road between Louise St. and Fernwood Ave., petitioning the City Council to permit Mr. F. E. P. Harris to build beyond the set back line to increase the capa.ci ty of his store building. Thereupon it was moved by Councilman Christensen and seconded by Councilman Meyer that the Building Inspector be authorized to issue a building permit for the addition to Mr. Harris store to extend within the set back line on Bullis Road, being Lot 117, Tra c t 10503. Alderman, City Engineer of the City of South Gate to the effect that a Mr. Spangenberg has been employed by the City of South Gate to recon- ~, dition their neon signs, stating that he has agreed to condition the South Gate-Lynwood sign for the sum o f 978.00 and with a maintenance charge of ,3.50 per month thereafter. Thereupon it was moved by Councilman Lake and seconded by Councilman Wiggins that the City of Lynwood cooperate with the City of South Gate in connection with the repainting of the South Gate-Lynwood neon sign and the maintenance thereafter, and that the City of Lynwood pay one-half of such costs; also that St. Supt. Blain check up on cost of reconditioning the Compton-Lynwood sign and maintenance charge therefor, and if satisfactory, contact the City of Compton 26~ re arding a similar arrangement. Noes: None A communication was received from Sequoia Investment Corporation to the effect that they hold bonds of Lynwood A. & I. N. 11 Refunding series being bonds Nos. 449, 454, 34?„ 33? and 321 and Lynwood A. & I. #10 Refunding Bonds No. 19?, that the City hold tax title to, stating that they ara ready to proceed with foreclosure on the bonds, which would add to the cost of clearing the bonds, so suggesting that the City might purchase the bonds in question before such foreclosure procedure is commenced thus saving additional costs. Thereupon it was moved by Councilman Lake and seconded by Councilman Wiggins that the Gity Treasurer negotiate with this firm regarding the bond purchase, and if satisfactory settlement may be made, that he be authorized to close the transaction. Roll Call: Ayes: Councilmen Christensen,- Lake, Meyer, Wiggins and Willard. - Noes: None. A bond in the sum of ~l, 000.00 covering Foy D. Evans as Building Inspector and Deputy License Collector, was received. It was moved by Councilman Christensen and seconded by Councilman Lake that said Bond be aecept~ed and approved. All members of the Council voting aye, the A4ayor declared the motion duly carried.. A communication was received from Glen Fullerton making application to build a lien on to his business building of frame structure at 11339 Atlantic Boulevard to store his car in to be used for the duration, stating that the Building Inspector could not issue permit on account of violation of~fire zoning regulations. There being no objection, said matter was referred to Fire Chief Daetwiler to check into the Fire hazard together with Building Inspector Evens, and to report to the City Council their findings and recommendations. Report of Fire, Police and City Court for the month of March, were received. There bring no objection, said reports were ordered filed. Tract No. 1219?, for a beauty parlor. The P1;ayor announced that this was the time and place set for said hearing, stating that if any one wished to protest. in connection with said change of zone that this world be the time to speak. There was no response. The City Clerk stated that no written protests had been filed. Thereupon Final Report of the City Cou ncil in relation to proposed Change of Zone in connection with said matter, fixing April 18, 1944 as the date, at 8 P. M. as the time for hearing on said Final Report. Whereupon it u~as moved by Councilman Lake and seconded by Gouneilman Christensen that said Final report be adopted. M. having arrived, said time being the hour fixed to hear-any objections or protests in connection with the Tentative Report that v~Tas adopted by the City Council at their regular meeting held on March 21, 1944 covering the matter __ __ 2~~ of proposed change of Zone R1 to Zane C3 as affecting Lo t. 835, Tract 3078, for Auto Court purposes. The Mayor announced that this was the time and place set for said hearing, inquiring of the audience if there' was any one present who wisred to protest in connection with said matter. There was no res»onse. The City Clerk stated that no written protests' had been filed. Thereupon Final Report of the City Council in relation to proposed change of zone in connection with said matter, fixing April 18, 1944 as the time the date, at 8 P. M. as the time, for hearing on said Final Report in connection with said change of Zone, ~ was read. ORAL COlyluiUNI CATION S Mr. W. A. Theron, 4004 Morton Road, addressed the Council on behalf of his neighbors and himself, stating that they are opposed to the new garbage collection on Sundays, and especially as to the time, 5:30 P. M. as it will make for unsightliness. After due consideration, it was decided by the City Council that they would meet with Mr. A. Hohn the collector of Garbage regarding his contract anyway, when they would discuss this Sunday collection for part of Lynwood to ascertain if it can be corrected. UNFINISHED BUSINESS: A communication was received from Street Superintendent Blain to the effect that the approximate cost to the City of Lynwood for the installation of two culverts at Fernwood and Imperial under the P. E. right of way would be approximately X175.00. Thereupon it was moved by Councilman Meyer and seconded by Councilman Wiggins that the Street Superintendent be instructed to negotiate with the Pacific Electric Railway in connectj.on with the installation of culverts at said point at as early a date as possible. A communication was received from City Attorne;;T Ruby regarding the inquiry concerning the authority of the City Council to adjust wages uTithout special Hermit from the uaar labor board and Federal agencies having charge of stabilization, stating that the City would come within its provision's, however that the discretion is up to the City Council, and that adjustments may be made if the wages are out of line'. There being no objection, said communication was ordered filed. A communication was received from City Attorney Ruby regarding the dump that is being maintained at the Peat Bog by a Negro, stating .that the City Manager and City Engineer of Compton, Mr. Hagenbaugh, President of Master Lubricants 011 Co. ; Superintendent of Streets r1tr. Blain, Chief of Police, Fire Chief and himself had inspected the premises and found it in a bad condition, and as a result of their investigatior_, the Negro had been ordered to discontinue to receive any further material for dutaping and to salvage what he can thereat and have it clear by June 1, 1944, stating that when the premises and ma,teria.ls dries up the parties involved will furnish one man each to burn a.ll trash and combustible material; also that a three wire fence should be erected around the entire area where promiscuous dumping is taking place; also that the Oil Company agreed to build within their fenced enclosure a large incinerator which would be sufficient to burn all trash and combustible materials that the Cities of Lynwood and Compton could. have access to; a so said company would furnish a bull dozer to level off the dumping as the burning and salvaging is completed, Thereupon it was moved by Councilman Meyer and seconded by Councilman Wiggins that the City of Lynwood cooperate with the other officials and Oil Company regarding the cleaning up of the dump and peat bog along the line outlined in the City 2~ Attorney's letter.
