The City Council of the City of Lynwoo d met in a regular
session,. in the (bunch Chamber of the City Hall, 11331 Plaza
Street, ,on above date, at 7:30 P. M. .
Mayor Willard in the chair.
Councilmen Christensen, Lake, Meyer, Wiggins and Willard
answered the roll call.
It was moved by Councilman Christensen and seconded by
Councilman ffieyer that the minutes of the previous regular meeting
of April 4, 1944 be approved as written. All members of the City
Council ,present voting aye, the Mayor declared the motion duly
carried and i t ~A.ra. s so ordered.

hour fixed for hearing any protests a.nd objections in connection
with the Final Report that ~.~as adopted by the City Council on
~pril•4, 1944 relating to changing the Zone as it affects Lot
835, Tract 3078, from Zone R1 to Zone C3.
The Mayor inquired of the audience if there was anyone,
present who wished to protest in connection with said matter.
- Mr. David Good addressed the Council stating that he
ob,jecteca to the entrance to the proposed Auto Court being on
Cec~.ar Avenue as he ~~a.s also a residence on Cedar Avenue.
The City Clerk stated that no written objection or protests
had been filed.

moved. by Councilman CI1ri stensen and seconded by Co~xncilman Meyer

to the second reading.

The hour of 8 P. M. having arrived, said time being the
hour fixed for hearing an,y protests and objections in connection
with the final Report that was adopted by the City Council of the
City of Lynwood on April 4, 1944 relating to changing the zone as
it affects Lot 11 in Black A. Tract I~19? from Zone R1 to Zone C3 '
to establish'a beauty parlor.
The ~~ayor inquired of. the audience if there was any one
present who wished to protest in connection Frith said matter.

The City Clerk stated that no t~ritten objections ar
protests had been filed.
The Mayor announced that the next business wok?ld be the
canvass of the votes cast at the General Municipal El.ectian held
o n April 11, 1944.
The City Clerk stated. that ttuo absentee ballots had
been filed.
Thereupon it ~~~<~_s moved by Councilman Meyer and seconded
by Councilman Lake that the absentee ballots be canvassed. All
members of the City Council voting aye, the Mayor declared the
motion duly carried.
Mayor Willard appointed Councilmen Lake and Christensen
to act as Tehlers. Whereupon said absentee ballots were tallied.

seconded by Councilman Meyer that the rest of the votes cast be
canvassed as required by Iaw. All members of the City Catancil
voting aye, the PuTayor declared the .motion duly carried.
Thereupon the Tellers reported on the total votes cast
at said. election, and. on the number of votes cast in the various

by Councilman Lake and seconded by Councilman Christensen that
said Resoh_ation No. 1657 be adopted.

Thereupon, the City Clerk submitted to the newly elected
memf~ers of the City Council, PJ(essrs. Joseph A. Looney, Clifford
J. Shrock and Arthtar J. Wiggins a certific?te of election..
Thereupon the City Clerk administered the Oath of Office
to Joseph A. Looney, Clifford. J. Shroc?i and Arthur J. Wiggins as
m embers of the City Council of the City of Lynwood., whereupon they
v~.iere d~~ly inducted into their respective Office.
Councilman Willard stated that it is customary for the
Council to reorganize after an election; also stating; that he would
not be able to continue because of going into the Navy, therefore,
opening .the meeting- fora motion for the appointment of a P~Iayor.
Thereupon it was moved by Councilman Shrock and seconded
by Councilman R~eyer that P~Tr. A. J. Wiggins ~.>e appointed. as PRayor
of the City of Lynwood and a.s Chairman of the City Council.

ft2ayor Wiggins thanked the members of the City Council
f'or their confidence in him in electing him to this position, stating
th~.t he will do all in his power to fulfill the duties honorable.
and efficiently with the thought in mind of doing the most good
for the most people of Lynwood. Mayor Wiggins also commended the
old Council, a_nd especially the retiring members, rtr. Ralph W.
Lake and George Christensen for the splendid service that they
have rendered on behalf of the City.
Councilman Ray P~~eyer also addressed the Council commending
the retiring Councilmen for their untiring effort on behalf of the
City and for the splendid cooperation that has existed between the
members of the City Council.
tv1r. Ralph t~V. Lake .addressed the Council thanking the
old members for their fine cooperation with him while a member of
the City Council; also thanking the City employees for their splendid
cooperation with. the City Council, reviewing• .some of the accomrlish-
rr~ents that had taken place during his tenure in office covering
10 years, viz: The clearing up of the Ma Loon Act Bonds, adopting
~,nd establishing tr~e zoning ordinance, purchasing a site for the
City P~:rk; also development of the water system, etc., Mr. Lake
stated that it ha.s been a pleasure to serve the City and wishing
the new members of the City Council e~uecess..
Councilman Looney addressed the Council expressing his
appreciation for the honor of serving as a member of the City Council
thanking for the confidence that was expressed in him at the polls,
stating that he will work whole-heartedly for the people's interest.
Councilman Shrock also expressed. his appreciation for
being elected as a member of the City Coy%ncil offering to serve
the City of Lynwood to the ;est of his ability.
P~[ayor Wiggins also expressed his appreciation to Coun-
cilman Willard for his work as P~ayor of the City and as a member
of the City Council, stating that he is sorry that he is obliged
to leave the service of the City.

Councilman Willard addressed the Council to the effect
that it has been a'pl'easure Por him to serve in the capacity of
Mayor and as a member of the City Council, expressing his desire
that the citizens take more interest in their City Government
by commendation and not only condemnation.

A communication was received Prom Chief of Police Kerr
recommending the employment of William J. Geller to take the place
oP Andrew K. Gordon as Police Officer, as PA1r. Gordon is leaving
the service of the City, and that the salary be sPt at X185.00
per month. Thereupon it was moved by Councilman Meyer and seconded
by Councilman Shrock that the recommendations oP Chief Iferr be
accepted and that P~tr. 0eller be employed at X185.00 per month.

A communication i~~a.'s received from Chief oP Police Kerr
submitting a report of the activities oP the Arthur's Ambulance
for period covering Nov. 1, 1041 to March 1, 1944. There being
no ob,~eetion, said communication was ordered filed.
A communication was received from Chief oP Police Kerr
to the effect that the Bureau oP Vines issued a regulation rec}uiring
each agency purchasing explosives to have a federal license therefor,
a.nd inasmuch as primers are classified as explosives, therefore,
that an agent need be appointed to make such purchases. Thereupon
it was moved by Councilman 1!~~eyer and seconded by Councilman Looney
that Chief of Police Kerr be appointed as such Agent to act on
behalf of the City of Lynwood. A11 members of the City Council
present voting aye, the Mayor decla~°ed_ the motion duly carried
and it ~~~as so ordered.
A communication wa.s received from W. 0. DeBusk offering
to pu~~chase Lot 10, Tract 9235 for ?2,00.00 on terms over a year's
period, free and clear of all indebtedness. said offeree being
the record owner of said Lot.
Thereupon an Agreement oP Sale and Purchase City of Lynwood,
A Municipal Corporation in connection with said proposed purchased

A communication was received from Chief of Police Kerr
tc the effect that the traffic signal at the intersection of
Icriperial Highway and Long Beach Boulevard is now failing to operate
satisfactorily, end that it will cost X142.80 to have a new unit
installed according to information received from Grabar Electric
Company. Thereupon it was moved by Councilman Dillard,and Seconded
'by Councilman Shrock that Chief of Police Kerr be authorized to
order the work done, a.s per estimate received, Prom Grabar Electric
Co.

A Petition was received signed by Leland C. Barnard,
3616 Platt Ave. and 43 others petitioning the City Council protesting
t~~e erection oP a baseball and football field with bleechers in
that portion of the park adjacent to Birch Street, ~ Platt Ave. and
Mulford St. a s shown on xalah.
Thereupon the follo~ring addressed the Cotzncil in favor
of said Petition: Mr. Schrimsher, Mrs. Fickling, ATina Rhodes, Mr.
Sobers, ~zrs. Tracy and Eggers. Also Francis Aizrlin.
` hlr. Btzd Patillo and Earl Bacon addressed the Council
explaining the difficulty that they had had in providing for facili-
ties of different organizations and groups in the park, and that
the Park Committee had decided to stay by the original plan as
drawn by Per. Frank Brooks, Engineer.
A communication wa.s received, Prom Frank Bober; requesting
that his name be withdravrn from said petition.
Thereupon it was moved by Councilman Looney and seconded
by Councilman Willard that this matter be referred to .the Park
Committee to see if a satisfactory solution cannot be worked out.

A communication v~las received. from Mrs. L. L. ?3~akefield
and Family commending the Fire Department for the efficient manner
that they handled the matter of exting.zishing a fire at their re-
sidence of recent date, and the courtesy of the men in the Department.
There being no objection, said communication was ordered filed.

Wa.kefield.,zt~ the effect that she regrets that she i s lePVing her
work at the City Hall as she has enjoyed the work very much, but
on account of existing circumstances in that her husband has re-
turned from overseas duty with tr.e Air Corps and. she wishes to be
~Tith him during iris stay in the States, she is compelled to do
so, thanking the Council for the many courtesies. There being no
objection, said communication was ordered filed.
The City Clerk stated that tris leaves a vacancy in the
position of Switchboard operator and StPnog;rapher, stating that
two persons have applied for the work, i. e., June I. Farrar and
Mrs. Dorothy Gordon, seeking tre Council's v~aish in the matter.
It was moved by Councilman Willard and seconded by
Councilman Shrock that the City Gler?s be instructed. to advertise
this vacancy in the°Lynwood Press inviting applications for the
position. All members of the City Council voting a.ye, the Mayor
declared the motion duly carried.
A communication ti~.as received. fro:r. J. A. Looney resigning

Thereupon it was moved by Councilman Shrock and Seconded. by Council-
man P~feyer that said resignation be accented. All members of the
City Council voting aye, the Mayor declared. the rrlotion duly carried.
A communication was received from W. Ross Fouts, Super-
intendent of Lynwood School District to the effect that the Federal
Works Agency has allocated certain funds for construction of a
nursery school building in Lynt~~ood, therefore requesting; permission
to lease Lots 2, 3, 4 and 5, Block 18, Mod,jeska Park that tl~e City
of Lynwood awns to the School Board for use for such purpose.
Thereur~r~n it was moved by Councilman Willard and seconded by
Councilman Meyer that the City of LynGVOOd lease to the L,ynwocd
School District said Lcts for use for the constrzzetion of a nursery
school btzildi ng fora period covering the +~ar emergency. ~ .

A communication iAras received from John A. Blain, Street
and Water Superintendent submitting his resignation as Street and
Water Superintendent of the Cit,r of Lynwood to take effect June 1,
1944; also trat he be allowed with pay accrued annual leave of 6 days
for 1944 and 9 days far 1943, which he was unable to take ~.ecause
of the lack of help in his office, expressing his appreciation for
the fine treatment he has received from the City during his employ-
ment. Thereupon it was moved by Councilman Willard. and seconded
b,y Cor~ncilman P~teyer that the resignation be accepted c~~ith regrets.

A bond in t~.e surr~ of ~1, 000.00 covering Westana Lott
as Court Clerk was received. It was :=roved by Councilman Willard `
and seconded by Coz~ncilman P.~eyer that said bond ~e approved. All
members of the City Coz?ncil r~resent voting aye, the PJfayor declared
the rnodon duly carried.
A Report of gasoline consumed for the month of March
was received; also application for employment from ?Nill.iam P.
Curtis a.nd Julius ~1. Dubreuil. There being- no a~>,jection, said
report r.nc~ applications were ordered filed.

Council on the matter of the conditions that exists in his neighbor-
hood on account of the flies due to the dairy maintained by Mr.
Hansen on Abbott Road, requesting that ti~re Council do something

Dr. Joseph also addressed Council to whom the City
Council might appeal for relief, being L~ureau of Agricl~ltt:ral.,
Dr. Duckworth.
Thereupon it was moved by Councilman Willard and seconded
by Councilman Meyer that' said Resolz~ Lion be adopted.

effect that there are present 15 of the auxiliary Police Officers
of the City who are an outgrowth of Civilian Defense and are
carrying on helpings the Police Iepartment out without remuneration
when the occasion arises, asking: that those present that they

Scout Commissioner requesting that the Gity:level off the Girl
Scout Lots for them as they plan to plant out trees, blaild a fence
and lavatory thereon. Thereupon it was moved by Councilman Willard
and seconded by Councilman Shrock that the Street Department be
instructed to level said lot for ti-ze Girl Scout org'anizatibn.

The Actuary~s report in connection with the retirement
system as voted at the Municipal Election held on April 11, 1944,
rues received from the State Employees' Retirement System of the
State of California.
Mr, Bush addressed tr:e Council. regarding the matter. .
It was moved by Councilman Willard a.nd seconded by Council-
man Looney that the matter be tabled until the next meeting of the
City Council. All members of the City Council voting aye, the
Mayor declared the motion duly carried.
An invitation to attend the next meeting of the League
of California. Cities (L. A. County division) was received from
Tom McGuire, President, when the principal speaker will be A. E.

It was moved by Councilman Willard and seconded by
Councilman Shrock that the City Attorney be instructed. to draft
a Resolution setting tzp a Department of Park for consideration of

Idir. Saling addressed the Council regarding tie use of
the tin building on tax deeded lot on Chester St, which is now
being used by a building-- firm. No action wa.s taken thereon.
