HomeMy Public PortalAboutM 1944-05-17 - CC~~ ~ REGULAR MEETING ~iAY 17, .1944 The City Council of the City of Lynwood met in a regular session in the Council Chamber of the City Hall, 11331 Plaza Street, on above date, at 7:30 P. M. Mayor Wiggins in the chair. Councilmen Looney, Shrock, Meyer, Tucker and Wiggins answered the roll call. It was moved by Councilman Meyer and seconded by Council- man Looney that the minutes of the previous regular meeting of May 2, 1944 be approved as written. All members of the City Council votin, aye, the Mayor declared the ~©tion duly carried. WRI~'L'EN C011~MU1dICATI0N8: A communication was received from the Los Angeles County League of California Cities inviting the City Officials to attend the next meeting to be held in the City of Whittier when Supervisor Anson Ford is to be the principal speaker. All who wish.:to attend were directed to So notify the City Clerk in order that reservations may be made, and the communication was ordered filed. A communication was received from Chief of Police Kerr calling attention to the need of a branch office of the Motor Vehicle Division to take care of giving of driving tests for driver's licenses, suggesting that Mr. Gordon Garland be directed to furnish such office in Lynwood. Thereupon it was moved by Councilman Meyer and seconded by Councilman Tucker that the City Clerk be instructed to communicate with Mr. Garland Director of the Motor Vehicle Division requesting that a branch office .be established in Lynwood for accommodation oP Lynwood eltizens and Surrounding territo ry. .A11 members of the City Council voting aye, the Mayor declared the motion duly carried. A communication was received from Chief of Police Kerr ,recommending that a person be employed to do painting of Pedestrian . bones, street signs, lighting standards, City owned vehicles, redecorating various buildings and office rooms of the City, directional signs, etc. After due consideration of the matter, the matter was laid OYCr until the 1944-45 budget is considered as no provision is made far. such expenditure in this year's budget. A communication was received Prom Fire Chief Daetweiler recommending that a new fireman be employed in the Fire Department in lieu of hiring a vacation relief man, as the new man could take care of the vacation period relief; also work during the time that the men are entitled to time off on account of having filled in during a time when they were one man short in the Department due to the resignation of Fireman Christie, which _ equals a total of 74 days, and be available thereafter far regular work in the department. Thereupon it was moved by Councilman Shrock and Seconded by Councilman Meyer that a new fireman be employed from the list of eligibles in accordance with the Civil ~ervice,regulationS, and that the .Salary be fixed at X185.00 per month. . A communication was received from Canoga Investment Co. to the effect that they have had several conversations with Mr. Blain as to the possibility of building 33 houses on the east E Side of San Luis north of Norton, Stating that it would be nec- essary to install Sewer connections which they would be willing to pay for with the understanding that when the City permitted -' connection thereto on the west side, that the charge be paid to them sa that they might be reimbursed for the money advanced for which they received no benefit; also that the City furnish water lines, and resurface the Street, stating that they will construct curbs and gutters. After due consideration of the matter, it was moved by Councilman Meyer and seconded by Councilman Tucker that the City agree to pay X250.00 towards the installation of said sewer l~.ne, and furnish water, said Company to construct at their own expense, curbs and gutters and street surfacing. Roll Call: Ayes: Councilmen Looney, Shrock, Meyer, Tucker and Wiggins. Noes: None A communication was received from Street Superintendent John A. Blain recommending that Mr. W. P. Curtis be employed to fill the vacancy created by the resignation oP C. H. Paulson in the Street Department at a salary of X175.00 per month. Thereupon it was moved by Councilman Shrock and seconded by Councilman Tucker ~~~ that the recommendations of Mr. Blain be accepted and that Mr. W. P. Curtis be employed at a salary of X175.00 per month. ROLL CALL; Ayes: Councilmen Looney, Shrock, Meyer, Ttzeker and Wiggins. Noes: None A communication was received Prom the Girl Scout organiz- ation requesting the use oP Constitution Park for their camp on July 5, 6, 7 and July 12, 13 and 14; also requesting that tables be provided, and that suitable receptacles be provided so that the trash may be deposited and will not fly around. Thereupon it was moved. by Councilman Meyer and seconded by Councilman Shrock that permission be granted to the Girl Scout organization to use Constitution park on said days, and that the Street Superintendent be instructed to provide sufficient gash receptacles, and to arrange for tables and. have the men of his department transport them to the location desired. All members of the City Council voting .a ye, the P~tayor declared the motion duly carried, A communication was received from PY~r. G. R. Magnuson objecting to the assessment levied against his lot described as the north 25 Peet of Lot 125, Tract 5632; also obJecting to the small type of houses that are being constructed in said tract. There being no objection, said .matter regarding sewer charge was referred to the Street Superintendent to Eheek into and report his findings to the City Council at their next regular meeting. A Petition was received signed by Wm. C. Winship, 3158 Louise St, and 21 other residents on said Street requesting that Louise St. between State Street and Peach Street be resurfaced as the condition of the street is deplorable. There being no objection, said matter was referred to Street Superintendent Blain with instruction to have said Street resurfaced. A Petition was received signed by Frank Bober and 39 others objecting to any additional charge for water used for gardening. There being no objection, the City Clerk was instructed to inform Mr. Bober of the new rates, which it is believed will allow gardening by some of the petitioners without additional charge. A claim in th.e amot.nt of ~l, 500.00 was received from Earl K. Davis for alleged. injuries caused by a motorcycle accident that occured on Long Beach Boulevard near Orchard Avenue in the City of Lynwood, setting forth the various items of expense, etc. Thereupon it was moved by Councilman Shrock and seconded by Council- man Meyer that said claim be referred to City Attorney Ruby for checking and recommend such action by the City Council as he deems wise. All members of the City Council voting aye, the Mayor declared the motion duly carried. Offers to purchase the following Lots was received from E. W. Luther and at the prices as follows East one-half of Lot 1323, Tract 3351 .350.00 Lo t 162, Tra c t 2551 700.00 Lots 1 and 2, Block 19, Mod,jeska~Park . 400.00 Lot 17, Block 15, Mod,jeska Park. . 310.00 . The City Clerk stated teat only the two latter ones are within the appraised value and other two are not. Thereupon it was moved by Councilman Meyer and seconded by Councilman Looney that the offer covering Lots 1 a.nd 2, Block 19, I~od,jeska Park and Lot 17, Block ~.5, Mod,jeska Park to be sold free and clear of all taxes, assessments and bonds be accepted., and the offer for purchase of the East one-half of Lot 1323, Tract 3351 and Lot 162, Tract 2551 be rejected. A communication was received from the Shoreline Planning Association of California rer~orting on recent share and beach happenings during the past few months. There being no objection said communication was ordered filed. A communication was received Prom Findlay A. Carter, Director, Industrial Relations of Grayson Heat Control, Ltd. Requesting information a.s to when the Lynwood Park will be ready for use, stating that they are particularly interested in having their softball and baseball team play in Lynwood and will appreciate hearing Prom the City as to the availability of the park, and if lighting will be provided for night softball games. 289 A communication was also received from the Park Committee to the effect that the Park Committee met with the property owners who were objecting to the ball diamond in the City Park and after discussion recommend to the Council that the bleachers be straightened around to the position intended on the plan, that the shrubs and planting in that earner be immediately completed, that the bleachers, if possible, be lowered, and that they be given a coat of greyish green paint; also that the street be widened to follow the plan in order to minimize parking and traffic congestions; also suggesting the following additional development: 1. Put lawn in all of the section Prom the center of the big circle, west to Birch Street, and from the north edge of the property south to the ball grounds. 2. Lay out, grade and pack the hard ball and soft ball diamonds. 3. Complete the Shuffleboard and horseshoe courts in the Section designated for service yards on the plan. 4. Build two stoves for cooking with wood, at the north end of the sheds, between the two tables. ' 5. Put in the road along the north side of the park. Also recommending that much time and money might be saved by securing bids from regular contractors on the large piece of lawn development; also suggesting that cement walks along Birch Street, and the Streets surrounding the park, would prove far more satis- factory. i'n the long run than decomposed granite. It was moved by Councilman Meyer and seconded by Councilman Shrock that the City proceed with the work outlined by the Park Committee, with the exception of lowering the bleachers, and that the City Clerk be d"irected to advertise for bids far the grading, leveling and seeding the lawn as recommended by the Park Committee. The City Clem was instructed to reply to the letter from Mr.' Carter of Grayson Heat Control, Ltd. to the effect that the baseball diamond will be ready for use within a reasonable time, but that the City cannot furnish lights for softball games at night as the fixtures cannot be secured at this time. Report of City Court for the month of April was received; also report of Gasoline consumed by various departments. A communication was received from Max Siesser to the effect that while driving thr~augh an alley west of Atlantic Ave. between Sanborn and I3eechwood Ave. he hit a manhole with his front axle damaging his car to the extent of approximately X75.00, requesting that he be reimbursed for such damage and loss of time and transportation costs accruing during the period of repair to his car. There being no objection, said claim was referred to City Attorney Ruby to check into and make recommendations to the City Council. ORAL CO~llullJiylCA'1'IU1VS: Mr. Chester A. Hanson of Lugo Street Addressed the Council on the recent death an one of his neighbors that happened by hanging in his back yard, stating that while the local police department have done a goad job in their investigations however, that the neighbors would be better satisfied if the Sheriff's office were requested to a sgist in solving the cause of such death. Police Chief Kerr addressed the Council stating that his office has all the information regarding said death, and that nothing would be done until after the Coroners inquest which is {' to be held on Friday, "and if there is any evidence produced that would indicate that it was not suicide, that the Coroner would proceed with an investigation to solve the matter, a•s that is his duty and that hi_s office has all the facilities available to cope with any situation and will call on the sheriff's office if necessary to have such investigation as is necessary in order to clear up the case. Chief Kerr stated. that he would have 'no objection if the City desires the Sheriff's office to assist in this case. Thereupon it wa.s moved by Councilman Meyer and seconded by Councilman Shrock that the Chief of Police be instructed to contact the Sheriff's Department to ascertain if they can be of assistance in solving this death. West having come in late and not having heard the previous discussion regarding said death addressed the Council, criticising thePolice Department for not having called in the Sheriff's Office immediately after the crime to help solve it. ~~~ Chief Kerr again addressed the Council regarding the matter explaining the procedure regarding such cases, assuring RZr. West that all. that is possible to be done will. be done by his department and the Sheriffs Department to come to a correct solution. Farrar be employed as Stenographer and Switchboard operator at a salary of X125.00 to fill the position until the return of Mrs. Joe Shepherd. . Graves making application for employment as City Engineer of the City cif Lynwood at a salary of ~~33.00 per month for five days per week, ,with permission to do occasional professional employment from others if offered, particularly in the field of Municipal . or Public Works, and if such work takes him away from town that a deduction from his wages will be made at the rate of X20.00 per day for time lost, stating that he.can come to work 30 days after receipt of notice of employment. .Thereupon it was moved. _by Councilman P.Ieyer and seconded by Councilman Shrock that I~r. Robin A Graves be employed as City Engineer at a salary of X433.00 per month, as per his application. Roll Call: Ayes: Councilmen Looney, Shrock, Meyer, Tucker and Wiggins. Noes: None Mayor Wiggins desired confirmation of the appointment of the following recreation Committee: Ben Decker, Wm. W. Jones,. Ross Fouts, Mrs. Mabel Severs and Cornelius Edington~ (Mrs. ~' Thereupon it was moved by Councilman Meyer and seconded by Councilman Looney that said Recreation committee be ratified by the City Council. All members of the City Council voting aye, the D~ayor declared the motion duly carried. The City Attorney stated treat a contract has been. prepared with Mr. Hook to clean off the weeds off of the vacant Lots in the northeast section of the City, as per his previous off er.~ Thereupon it was moved by Councilman Meyer and seconded by Councilman Looney that said contract to clean off weeds and trash in the northeast section of the City, bounded on the north .by Tweedy Boulevard, Abbott Road, on the east by Atlantic Avenue, on the South by the Pacific Electric Railroad and on ~che West by Long Beach Boulevard, be accepted and that the Mayor be .authorized to execute said contract for and on behalf of the City of Lynwood.
