M. . Mayor Wiggins in the chair, Councilmen Looney, Shrock, Tucker and Wiggins answered the roll call. Councilman Meyer wa.s absent. It was moved by Councilman Looney and seconded by Council- man Shrock that the minutes of the previous regular meeting of May la, 1944 be approved as written. All members of the Council voting aye, the Pvia.yor declared the motion duly carried. WRITTEN COT~~:~!uNICA'I'IONS: A communication ~nTa.s received from G. R. Wood making application to erect a small temporary office on Lot 543, Tract 2551, 10 x 16 feet to be of plaster and stucco construction, which would be replaced after the war with a. permanent building. There- upon i t was moved by Councilman Shrock and seconded by Councilman Looney that permission be denied, r1ll members of the Council ;orese~t votin~~ aye, the P~Iayror declared the motion duly carried. A communication was received from Claire F. Cahill, Supervisor of the Special Censtas Bureau announcing preliminary result of the special census for. Lymaood to the effect that as of lday 12, 1944 it showed a x>orulation of 15, 249, a.s compared with 10,982 on April 1, 1940. There being; no objection, said communi- cation vaas ordered filed. A comrnu_,ication was received from the War Production Board announcing that they have re,ject4d priority to the City to construct cement curbs, gutters and side~lalks on Louise Street, et al, east of BulliG Road as it is not essential to the war effort. Thereupon it eras moved by Councilman Tucker and seconded by~Council- man Looney that said notice be filed and that the City Clerk be instructed to notify the petitioners for said im~~rovement the action by the War Production Board. All members of the Council present voting aye, the Mayor declared the motion duly carried and i't was so ordered. A communication eras received from Chief of Policy P. W. Kerr, to the effect that there is a need fora warning signal on Alameda Boulevard and ~'ernwood Avenue Because of the Pacific Electric Cars crossing Alameda Boulevard, also subr~?itting letters from the Pacific Electric Railway Company and the County Road Department, to the effect that they will pay for their part of the expense. The total cost of the project being ~2, 52.2, 00, the P. E. Railway to pay half therecf, or ~l, 261.00, and the County t6 Pa.y X630.50, and tc:e City of Lynwood to pay X630.50. The Pacific Electric Rail~la.y Co. writing to the effect that if t-.is arrangement is satisfactory to the City to advise them so that necessary agreement may be pre- pared and presented for approval. Thereupon i t vaa s moved by Councilman Tucker and seconded by Councilman Shrock that the City of Lynwood enter into Pn Agree- ;nent with the Pacific Electric Railvray C~, to instAll. said warning si~~nal at said location, and th:~-~t the City of Lynwood share in the expense on the basis quoted in their letter dated May 29, 1944, and that the City of Lynatood make application to the Division of Highways of the State of C~?_ifornia for funds to pa,y for s~.acr installation from g•a s~~line ta.x fund. Kerr to tree effect that at the request of his Department, the Sherriff's office was called in to help solve the death of Jack Smith, 432,1 Lugo Street. Captain Bowers of the BtareaT_a of Investigation, Homicide Detail, and Deputies Connor and Denis were detailed to help, and ur~on thorough investigation they found the cauRe to be suicide or ~;~ecidental death undetermined, as was the decision at the coroners inquest held on ~1ay 19, Chief Kerr also stated that the Sherriff's office stated in their re~:ort that the Lynwood Police Department had conducted a very thorough investigation a.nd they did not find where anything of any importance had been overlooked, a copy of which report is on file ? n the Policy Departir~ent. S~~~artout, Health Officer of Los Angeles Health Department to the effect that they together v~ith the State have made a thorough inspection of the Hansen Dairy on Abbott Road as requested. by the City Council by Resclz.ztion some time ago, stating that it seems impossible under the circumstances to bring about enough change in the situation. to make it completely satisfactory to Lynwood residents who live in that vicinity. Thereupon it was moved by Councilman Looney and seconded by Councilman Shrock that the Petitioners for relief in that area be mailed a cony of said letter so that they may be properly informed.- All members. of tl^;e City Council present voting aye, the 1Viayor declared the motion dtaly carried. A communication was received from Fire Chief, W. Daet- weiler to the effect that he hss seen fit to hire George Hotin€; as a fireman fal~_owing former Faction of City Council authorizing the employment of an ad~~itional many stating th,a_t according to t~'~e physical exa.nlination made by Dr°. McP4leekin , a. copy of w?~ich ~?as attached to Per. Daetweiler's letter, Mr. Hoting has an inguena.l right hernia., ti~at he agrees to correct. at his own expense before the six months probationary period expires. Thereupon it wa.s moved by Councilman Tucker and seconded by Councilman Shrock that Dir. George Ho tiny: be employed as a fireman at a salary of X185.00 per month with the understanding that he have the hernia corrected before his probationary period ends at his own expense. D. submitting contract covering health services for fiscal year 1944- 45 at X1.07 per inspection made. Thereupon it was moved by Council- man Shrock and seconded by Councilman Tucker that said contract be accepted and that the 1t~Tayor be and he is hereby authorized to execute said contract for and on behalf of the City of Lynwood. A communication was received from Lewis Musumeci offering to purchase Lots 21 and 22., Blocky 6, Mod,~eska Park for the sum of $300.00, free and clear of all indebtedness a.nd City to clear title thereto. The Nlayor inquired of the audience vahether or not there was any one present who desired to increase said offer. There was no resr~onse. This offer being; within the appraisal of said Lot, it was moved by Councilman Shrock and seconded by Councilman- Tz_zcker that said offer be accepted, and that the City proceed with clearing title thereto. Polack offering to purchase Lots 53 and 54, ~ Block 5, Mod,jeska P-rk for the sum of X400.00, free and clear of all taxes, assessments and bonds, and City to clear title thereon. The Mayor inquired of the audience whether or not there was any one present who wished to increase said offer. There was no response. This offer being within the appraisal thereof, it was moved by Councilman Shrock and seconded by Councilman Tucker that said offer be accepted and that the City proceed with the clearing of the title tr~ereon. An offer vuas also received from John B. Hunt to purchase Lots 21, 2? and 23, Block 20, Mod,jeska Park. An offer was also received Prom Victor h. Limber to purchase Lots 1, 2 and 3, Block 21, Mod~eska Park. • An offer was also received from Mrs. Nancy Graham to purchase Lot 16, Block 9, Tract 5418. 2q~ The aforesaid four offers being included in a option with one Arthur Wright until June 15, it ~~~as moved. by Councilman Tucker and seconded by Councilman Looney that action on said offers be deferred until it is determined whether or not T~ir. Wright will exercise his option. All members of the City Co~~ncil present voting aye, the iviayor declared the motion duly carried, A communication was received from Lynwood Junior Chamber of Commerce suggesting that a survey be made of the restrictions on Tracts in the City of Lynwood, stating: tr:at they understand that such work may be done for X3.00 per tract.• Thereupon it was moved by Councilmazl Shrock and seconded by Councilman. Looney that the City of Lynwood rroceed with such a survey. Roll Call: Ayes: Councilmen Looney, Shrock, Tucker and Wiggins. Noes: None Absent: Councilman Meyer A communication !.;gas received from Chief of Police Kerr to the effect that A~Ir. F. C. Goble has worked. for the City over 12 months, therefore recommending that his salary be increased to X210.00 per month to conform with the salary of other officers. Thereupon it was moved by Councilman Shrock and seconded b Council- man Loaney that the salary of F. C. Goble be increased to 210.00 per month as. recommended bar Chief Kerr. Beeg~hley to assist in the City Park Department. Mayor Wiggins stated that ~.~r. Beeghley ha.d alread~T been employed temporarily.. . Thereu~oon it was moved, by Councilman Shrock and seconded by Councilman Tucker that his employment be ratified by the Council and that his salary be fixed a.t 175.00 per month. Plans and Specifications for proposed improvement. 2. An estimate of cost of said improvement. 3. A diagram showing; the assessment distric'~ and boundaries. 4. A proposed assessment of the total amount of the cost and expenses of proposed improvement, and assessment '"'~'' against each respective parcel of land to be assessed. Da-vis vs. City of Lynwood be disallowed as in checking with the Superintendent of Streets and foreman of the Street work that he is of the opinion that there is no liability upon the part of the City to ,justify the payment of said claim. Thereupon it was moved by Councilman Tucker and seconded by Councilman Looney that said claim of Earl K. T~Iax Siesser for damages in the sLZ~n of •75.00 alleged to have been causecY~ by claimant ~ s ear striking a manhole cover in an alley, recommending that the claim be disallowed as there is no liability on the part of the City of Lynwood. • Dir. Siesser was present and addressed the Council on behalf of his application, stating that he does riot know how it happened, but that he ha.d drove over said manhole in said alley several times before, but that no accident had previously occurred. Thereupon it teas moved by Councilran Shrock a•nd seconded by Councilman Tucker that the claim be disallowed and that the City Clerk be instructed to so notify lt~r. Noes: None Absent: Councilman Meyer Councilman Tucker addressed the Council regarding application of a person to secure water from the City of Lynwood for corn that he ha s. planted east of Caress and north of Marton Road, stating that the City has no meter to measure what he might use, stating that the applicant was to furnish meter, but he cannot furnish one either, therefore some other method may have to be used. if the City wishes to accommodate the applicant. There being no objection, Councilman Tucker v~~as authorized to work with the City Engineer'to work out some suitable plan for the furnishing of such water as he may deem advisable. It was moved by Councilman Looney and seconded, by Council- man Shrock that the meeting adjourn to June 20, 1944, at ?:30 P. M.
